Govt to shortly notify rules for mandatory use of Indian Standard Time: Union Minister Pralhad Joshi

To make Indian Standard Time (IST) mandatory, the government will shortly notify Legal Metrology (Indian Standard Time) Rules, 2025. The draft rules were issued in January 2025 for stakeholders' feedback.
On Wednesday, the
Department of Consumer Affairs
organized a round table conference on Time Dissemination here.
Joshi emphasized on the strategic significance of the
Time Dissemination Project
being implemented by the department in collaboration with CSIR-NPL and ISRO.

He said the upcoming rules will mandate synchronization of all legal, commercial, digital and administrative activities with IST, "prohibiting the use of alternative time references unless explicitly authorised".
"We are notifying the rules. In that, we are now One Nation One Time... These rules will be mandated very shortly. Exact date will be decided at a later stage," Joshi told reporters here.
"In today's data-driven world, the un-synchronised clocks lead to digital mismatches, investigation challenges and network inefficiencies. Several systems currently rely on foreign timing sources like GPS, posing the risk of cyber attacks, inconsistency and non-traceable time stamps," he said.
This project addresses a long-standing gap of institutionalising the IST as the official legal time of India, the minister said.
"Since we have decided to implement and notify these rules...and that is going to be mandatory, we had a round table conference of all stakeholders...," the minister said adding that "very shortly, IST will be a reality. We will have our own time".
The conference witnessed active participation from over 100 stakeholders representing sectors, including telecom, financial services and railways.
"For the common man, this initiative translates into more secure digital transactions, accurate billing in utilities, reduced cybercrime risks and synchronized timekeeping in transportation and communication, ensuring fairness, transparency, and trust in day-to-day services," an official statement said.
The minister underscored that precise and uniform dissemination of IST across sectors such as financial markets, power grids, telecommunications, transportation and others are essential to ensuring fairness, accuracy and national security.
"The initiative aims to deliver IST with millisecond to microsecond accuracy through five Regional Reference Standard Laboratories (RRSLs) equipped with
atomic clocks
and secure synchronization protocols like NTP and PTP," it added.
Nidhi Khare, secretary, Department of Consumer Affairs, said " So far we were dependent on external sources for time dissemination. We have Indianised the entire ecosystem of time and the department is now ready with the dissemination process."
She stressed on the need for accurate, secure and legally mandated dissemination of IST to ensure uniformity across strategic and non-strategic sectors.
She explained that under the Time Dissemination Project, the department in collaboration with CSIR-NPL and ISRO is establishing an advanced infrastructure comprising five Regional Reference Standard Laboratories (RRSLs) in Ahmedabad, Bengaluru, Bhubaneswar, Faridabad, and Guwahati.
These centres are being equipped with atomic clocks and secure synchronization systems using Network Time Protocol (NTP) and Precision Time Protocol (PTP) to ensure millisecond to microsecond accuracy.
The secretary's presentation outlined the risks posed by current reliance on foreign time sources, including cybersecurity vulnerabilities like spoofing and jamming.
She stated that the implementation of these rules would be a crucial step toward ensuring traceability, enhancing operational reliability, and fostering national time sovereignty.
The initiative is a major step in building a trusted and standardized digital ecosystem across the country.
The Time Dissemination initiative is the result of sustained inter-ministerial coordination and technical consultations since 2018.
Participating stakeholders supported the government's plan to notify the rules, the statement said.

Single seniority list to be prepared for government job appointments on compassionate grounds in Tamil Nadu
The Tamil Nadu government has decided to revise the method being adopted for the appointment of candidates into government service on compassionate grounds. Entries in a single State-wide seniority list will be considered for such appointments, though earlier applications received for such appointments were considered by the Head of the Department or the District Collector concerned. All pending applications will be included in the State-wide seniority list. A Government Order (G.O.) for the Human Resources Management Department, issued by Chief Secretary N. Muruganandam earlier this month, stated that appointments should be made subject to availability of vacancies within three years from the date of death of the government servant or the date of death as declared by the court (in specific cases) or the date of retirement on medical invalidation, as the case may be. Until a portal for maintaining a State-wide seniority list becomes operational, all processes relating to the grant of appointment on compassionate grounds would be carried out in accordance with the provisions of the rules as they were in force before August 4, 2025. The State government has made necessary amendments to relevant provisions of the Tamil Nadu Civil Services (Appointment on Compassionate Grounds) Rules, 2023 in this regard. According to the rules, there are certain conditions for appointment on compassionate grounds such as the family must be in indigent circumstances, that no member of the family are to be in regular employment in government or any private enterprise. The appointing authority is to regularise the services of the person appointed under the rules within a year from the date of his/her joining service, subject to eligibility. Appointment under the rules is not to be extended to more than one member of a family. Earlier, only if no vacancy was available within three months, would the application be forwarded to the Collector of the respective district, who would maintain a register indicating the number of applications received and are pending under these rules in the order of seniority. The rules of reservation provided in Section 27 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 will not apply to appointments made on compassionate grounds. The total number of persons appointed on compassionate grounds in a department, at any point of time, shall not exceed 5% of the total sanctioned strength, whether permanent or temporary, in all categories of posts included in Group C in that department. However, there will be no such ceiling in the case of Group D posts.

Compassionate appointment can be made in any aided PU college across State: Karnataka High Court
The High Court of Karnataka has said that application for compassionate appointment in an aided pre-university college cannot be rejected straight away merely for the reason that there is no vacancy in the college where the deceased employee was working prior to the death, when the rules clearly allow appointment on compassionate grounds anywhere in the State based on circumstances. Justice Suraj Govindaraj passed the order while setting aside an endorsement issued by the Deputy Director, School Education Department in September 2024 rejecting an application filed by petitioner, Yamanappa Wadakar of Bagalkot for appointment on compassionate grounds after the death of his father, who was working as a First Grade Assistant Adarsh Composite PU College, Bagalkot. Petitioner's application was rejected merely on the ground that no vacancy was available in the college where petitioner's father was employed. What rules say On perusing the provisions of the Karnataka Pre-University Education (Academic, Registration, Administration, Grant-in-aid etc.) (Amendment) Rules, 2010, the court noted that the rules very specifically makes provisions for appointment on compassionate grounds when there is no vacancy in the aided college in which deceased employee was working. The rules, the court pointed out that, clearly states that the deputy director for PU education should finding out vacancy available in other aided PU colleges in the same district when no vacancy is available in the college where the deceased employee was working. Further, the court noted that the rules has also provision for considering the persons eligible for compassionate appointment in an aided PU colleges situated anywhere across the State when no vacancy available both the college in which deceased employee worked and in any other aided colleges situated within that district. Duty-bound to act Stating the rejection of petitioner's application is in clear contravention of the mandate under the Rules, 2010, the court said that the authorities concerned are duty-bound to act in strict conformity with the rules while considering the petitioner's legitimate claim for compassionate appointment.
