Bengaluru stampede: Karnataka government plans SOP to prevent mega event disasters
Bengaluru: The state govt has decided to frame a new Standard Operating Procedure (SOP) to regulate mega events, meetings and public celebrations.
Home minister G Parameshwara Thursday maintained the govt hadn't initiated the RCB victory celebrations.
"We didn't make any request to the Royal Challengers Bengaluru franchise or the Karnataka State Cricket Association in this regard; they had organised the victory celebration event," he said.
"The govt also felt it should felicitate the players and be a part of the celebration because it was a Bengaluru team. That's all."
He inspected the stadium and said stampedes had occurred at gates 6, 7, 2, 2A, 16, 17, 18, and 21. "There are no examples of so many people gathering in one place like this, it was an unfortunate incident," the minister said, adding that the SOP will be enforced to ensure safety norms are followed strictly at mass gatherings.
Meanwhile, experts, who have worked in manning huge crowds, said clear, repeated communication — through loudspeakers, LED screens, and megaphones — is critical in crowd control to prevent panic. Misinformation, such as claims of free entry and conflicting ticketing updates, added to the chaos. The narrow corridors around the stadium were ill-suited for such gatherings, highlighting the need for larger venues like BIEC.
They also stressed that medical support, emergency response teams, and coordination with local hospitals is essential. There should be a central event control room, and responsibilities must be clearly divided among stakeholders. The belief that events can't be managed on short notice is flawed; mega events can be safely executed with proper planning and stakeholder involvement, experts said.

KSCA holds crisis meeting after Bengaluru stadium stampede

Apart from this, a government letter surfaced revealing that the Karnataka government had granted written permission to the Karnataka State Cricket Association (KSCA) to hold an event at Vidhana Soudha to celebrate RCB's victory. The letter, dated June 4, was a swift response to KSCA's request, which the government approved by applying 19 conditions, as a huge crowd was expected in the Chinnaswamy stadium. Among the top concerns mentioned in the approval letter is the safety of the iconic Vidhana Soudha premises. 'Due to the large crowd that will gather during this event, precautions should be taken to ensure that no damage is done to the Grand Steps, statues, roads, or parks. You must be willing to cover the full repair or cost if any kind of disaster occurs,' mentions the letter. The other key conditions included, 'The program should be conducted without disrupting the traffic system. Action will be taken in this regard in coordination with the Police Department. The program should be conducted in a manner that does not interfere with office work. Keeping the event venue clean. Plastic bottles and items are strictly prohibited.' Apart from this, the event management company arranging the breakfast was asked to pay an advance security deposit of Rs 10,000, which was refundable, and a non-refundable Rs 10,000 fee. Meanwhile, a sessions Court in Bengaluru on Friday remanded four individuals, including senior Royal Challengers Bengaluru (RCB) official Nikhil Sosale and three event managers, to 14 days of judicial custody in connection with the stampede outside M Chinnaswamy Stadium here. They were arrested in a joint operation by the Cubbon Park Police and the Central Crime Branch (CCB) at Kempegowda International Airport in the early hours of June 6 (Friday). (ANI)

'The government is making decisions every hour on the stampede issue. What will they do in the end? First, there was a judicial investigation. Now there is a CID investigation. Finally, they will get the investigation report. What is this government doing? If any decision is made, there should be clarity,' Kumaraswamy told reporters. The Bengaluru Police also filed a first information report (FIR) against the popular IPL franchise on Thursday. The police have said that RCB was not given permission to conduct the event at the stadium. RCB has been listed as the first accused in the FIR, along with DNA Entertainment, the franchise's event partners, and the KSCA, which is in control of the stadium. On Friday, the cops also confirmed the arrest of RCB's marketing and revenue head Nikhil Sosale, while acting on directives of newly appointed police commissioner SK Singh, who took over after his predecessor was removed by the chief minister Siddaramaiah after the incident.
