DVLA driving licence change takes effect in August affecting thousands of drivers

Yahoo7 days ago
A major change to UK driving licence rules has officially come into effect in August, allowing thousands of Moldovan motorists living in Great Britain to exchange their national licences for a British one without the need to retake a driving test.
The update, announced earlier this year and confirmed by the DVLA, means that from August 1, 2025, eligible drivers from Moldova who become residents in England, Scotland or Wales are able to apply to swap their car driving licence for a UK equivalent through a streamlined process, reports Express.co.uk.
The move follows a newly signed memorandum of understanding between the UK and the Republic of Moldova aimed at simplifying the recognition of driving qualifications between both countries.

The agreement was finalised last month by Transport Minister Lilian Greenwood and Moldovan Ambassador Ruslan Bolbocean.
According to government estimates, approximately 18,000 Moldovan nationals living in Great Britain stand to benefit from the changes.
Previously, Moldovan motorists would have been required to take a UK driving test in order to gain a British licence.
Under the fresh rules, this will no longer be necessary, provided applicants meet standard licensing criteria and are legally residing in Great Britain.
The DVLA has assessed Moldova's driver testing and licensing standards and confirmed they are equivalent to those in the UK.
A spokesperson said: 'We are satisfied that car licences issued in Moldova reflect a comparable level of driver competence and road safety understanding.
"No concerns have been identified that would compromise the safety of UK roads.'
The changes will not apply in Northern Ireland, where driver licensing is a devolved matter handled separately by the DVA.
In addition to making it easier for Moldovan nationals to drive legally in the UK, the agreement is reciprocal.
Moldovan authorities will now also accept UK-issued licences, including those held by Moldovan citizens who passed their driving tests while living in the UK.
The initiative is expected to improve mobility and reduce bureaucratic barriers for residents moving between the two countries, while maintaining high road safety standards.

Liverpool to submit new offer for star 'very keen' to join

Time is running out in the transfer window and Liverpool are still in the race to complete multiple deals. It's been a long summer, and the next two weeks are going to be even crazier than anything that has happened in the lead up to this. 🚨2025/26 LFC x adidas range🚨 LFC x adidas Shop the away range TODAY LFC x adidas Shop the home range today! LFC x adidas Shop the goalkeeper range today LFC x adidas Shop the new adidas range today! Liverpool are far from being done in the transfer market. Richard Hughes wanted to rebuild Arne Slot's side this summer and the final pieces in the jigsaw are still yet to be secured. The first of those jigsaw pieces is Alexander Isak. He's been Liverpool's dream target for a long time and next week we should find a resolution to the saga that has been going on for the longest time. Liverpool may add another winger to the equation as well. Although it remains to be seen whether with such little time left they can find the right target. But the other key piece of the puzzle is Marc Guehi. 🔴 Like Isak, the Crystal Palace captain has long been on Liverpool's radar. In fact, the Reds have wanted to sign him since the beginning of the summer. Guehi has one year left on his contract and it's clear that he doesn't want to extend. He wants to leave the club. Whether it's in the next two weeks or next summer, the end result will be the same. So, it's in Palace's interest to make sure that he goes this summer. At least this way they won't lose him for nothing but they can actually get compensated for making Guehi into the player he is today. Liverpool have been working on a deal to do exactly that. They haven't yet succeeded but it looks like they are going to make another push for the Crystal Palace star.

British horseracing to go on strike in protest against rise in betting taxes

LONDON (AP) — British horseracing will stage an unprecedented one-day strike on Sept. 10 to protest a proposed rise in taxes on race betting. The four scheduled meetings that day — at Carlisle, Uttoxeter, Lingfield and Kempton — will not take place after agreements between the owners of the courses and the British Horseracing Authority, making it the first time the sport in Britain has voluntarily refused to race in modern history. The BHA set up the 'Axe the Racing Tax' campaign in response to proposals to replace the existing three-tax structure of online gambling duties with a single tax, with fears the current 15% duty on racing could be increased to the 21% levied on games of chance. Brant Dunshea, chief executive at the British Horseracing Authority, said the strike intends to 'highlight to (the) government the serious consequences of the treasury's tax proposals which threaten the very future of our sport.' 'British racing is already in a precarious financial position and research has shown that a tax rise on racing could be catastrophic for the sport and the thousands of jobs that rely on it in towns and communities across the country," Dunshea said. 'This is the first time that British racing has chosen not to race due to government proposals. We haven't taken this decision lightly but in doing so we are urging the government to rethink this tax proposal to protect the future of our sport which is a cherished part of Britain's heritage and culture." The British government said it was bringing the 'treatment of online betting in line with other forms of online gambling to cut down bureaucracy.' 'It is not about increasing or decreasing rates,' the government said, "and we welcome views from all stakeholders including businesses, trade bodies, the third sector and individuals.' ___ AP sports: The Associated Press

Liverpool Set Deadline for Alexander Isak Deal Amid Newcastle Stalemate

Liverpool Set Deadline for Alexander Isak Transfer Resolution Liverpool's pursuit of Alexander Isak has become one of the defining sagas of this summer window. While the Swedish forward has made it clear that Anfield is where he wants to be, negotiations with Newcastle United have been far from straightforward. The latest developments have been disclosed by Sacha Tavolieri, who has reported on Liverpool's growing impatience in the deal. Deadline Set for Newcastle United and Isak Tavolieri stated that 'Liverpool FC won't wait forever for Alexander Isak. Despite mutual interest and the Swedish being the top priority, the Reds have set a deadline. If no agreement is reached with Newcastle by next week, the door will be wide open for… other targets.' It is a stark warning that Liverpool's efficiency in the market will not be compromised by drawn-out negotiations. The club has handled business quickly and decisively under Arne Slot's watch, and they expect the same momentum when pursuing their primary striker target. Isak's Strike and Newcastle's Stance Isak has forced the issue from his side. Reports confirm the forward has gone on strike at Newcastle, refusing to feature in the club's Premier League opener against Aston Villa. His absence is set to bring a club-record fine, but the Swede's determination remains unshaken. He is adamant he wants Liverpool and has no interest in rebuilding trust with the Magpies. Despite the disruption, Newcastle remain stubborn in their position. They are under no financial pressure to sell and continue to value Isak as an essential part of Eddie Howe's long-term project. The belief among the Newcastle hierarchy is that re-integration is possible, even if bridges appear burned. Liverpool's Transfer Balancing Act Liverpool must weigh their ambitions carefully. The club have admired Isak for some time, but their opening bid was swiftly rejected. Without encouragement from Newcastle, they are unwilling to return with an inflated offer. The Reds are mindful of strengthening other areas of the squad, and overcommitting to one player risks upsetting the balance of their spending strategy. Photo: IMAGO Patience may be running out, but the plan remains pragmatic. Isak is still the first-choice option, yet the club are prepared to pivot quickly if progress is not made. As Tavolieri highlighted, Liverpool's stance is simple: deliver an agreement soon, or they will move on. Our View – Anfield Index Analysis For Liverpool supporters, this saga is becoming a test of nerves. On the one hand, Isak looks the perfect fit for Arne Slot's system, combining movement, finishing and the ability to lead the line in a way that would complement Mohamed Salah and Cody Gakpo. On the other, fans understand the club's reluctance to get dragged into an endless negotiation with Newcastle. The player has made his wishes abundantly clear. A striker willing to go on strike, miss games and risk his reputation is someone who desperately wants the move. That commitment appeals to Liverpool fans, who have long wanted players that see Anfield as the pinnacle. Yet there is also recognition that the squad requires depth across multiple positions. Supporters know that a reliable and committed forward is a necessity, but so is ensuring the club's wider rebuild remains on track. The prevailing fan opinion is simple: sign Isak if it can be done within reason, but do not let Newcastle dictate the entire window. If the deadline passes, supporters will expect Liverpool to act swiftly and secure another forward capable of delivering immediately.
