Sabah earns RM5.3 billion in timber royalties

KOTA KINABALU (May 10): Sabah has collected royalties totaling RM5.3 billion from timber harvests under the Sustainable Forest Management License Agreement (SFMLA) from 1999 to 2023.
Chief Minister Datuk Seri Panglima Hajiji Noor stated that this amount translates to an average annual revenue of RM213 million for the state government, while the SFMLA initiative has also created around 40,000 job opportunities for the people of Sabah.
'It cannot be denied that there are still some parties skeptical about the SFMLA's implementation. However, we should not be influenced by negative views that bring no benefit to the state's development,' he said in his speech at the Forestry Appreciation Ceremony at the Sabah International Convention Centre (SICC) on Friday.
His speech was delivered by the State Secretary, Datuk Seri Panglima Sr. Safar Untong.
According to Hajiji, Sabah has been a pioneer in implementing the Sustainable Forest Management (SFM) concept through long-term collaboration with the private sector since the introduction of the SFMLA in 1997.
'This approach not only contributes to economic gains through the timber and wood industry but also plays a crucial role in environmental conservation and improving the livelihoods of local communities.
'To date, 1.4 million hectares of Class II Forest Reserve have been licensed to 43 SFMLA concession holders,' he said.
He added that the state government, through the Sabah Forestry Department, continuously monitors the progress of each concession holder annually, and nine licenses have been revoked since the SFMLA's introduction due to failure to comply with agreement terms.
'Tonight, 32 concession holders received Compliance Certificates for achieving their 2024 Annual Work Plan targets. This demonstrates the strong commitment of the majority of concessionaires to sustainable forest management,' he said.
Hajiji also called on all involved parties to intensify forest plantation efforts to meet the target of 18,000 hectares of forest plantations per year, as outlined in the Forest Plantation Development Action Plan 2022–2036.
He further announced that Sabah received RM26.45 million under the first phase of the Ecological Fiscal Transfer (EFT) Fund after being recognized as the third-highest state in gazetting new protected areas from 2021 to 2023, after Johor and Sarawak.
To date, Sabah has gazetted 2.012 million hectares as Totally Protected Areas (TPA), accounting for 27.15% of the state's total land area.
'To achieve the 30% TPA target this year, Sabah needs an additional approximately 211,000 hectares.
'The Forestry Department is preparing a proposal to gazette several critical protected areas under Section 5A of the Forest Enactment 1968. I fully support this effort,' he said.
Meanwhile, Hajiji stated that amendments to the Forest Enactment 1968, approved last April, grant full authority to the State Government to regulate forest-based carbon credit trading activities.
He explained that with these amendments, all revenue from forest carbon activities will be channeled directly to the state, in line with conditions safeguarding the people's interests.
'These amendments also empower the Chief Forest Conservator to close parts of sensitive forest reserves, issue permits, impose fees for certain activities, and amend penalties for forestry offenses.
'This aligns with the amendments to the National Forestry Act 2022 and will further strengthen enforcement and combat illegal encroachment on forest resources,' he said.
He added that since 2010, 34 cases of forest encroachment could not be prosecuted because the areas were not officially closed to public access.
The Chief Conservator of Forests, Datuk Frederick Kugan, presented the 288-page 2024 Annual Report of the Sabah Forestry Department to Safar at the event.
Conservation Partner Award was given to seven recipients. Among them were International Society for Mangrove Ecosystems, Sabah Electricity, Sawit Kinabalu Group, St Michael Secondary School, Penampang and The Borneo Post Sabah.
KTS Plantation Sdn Bhd was among the companies receiving Compliance Certificate.

Kota Kinabalu: The State Government remains committed to ensuring the agriculture sector continues to be a key driver of growth and a catalyst for a more dynamic and resilient Sabah economy. Chief Minister Datuk Seri Hajiji Haji Noor said the sector is not only the third-largest contributor to the state's economy but also plays a critical role in safeguarding national food security. 'This sector contributes RM12.2 billion or 14.5 per cent to Sabah's Gross Domestic Product (GDP). 'Therefore, the State Government is prioritising efforts to further strengthen this sector through more strategic and inclusive approaches,' he said at the closing of the 2025 National Farmers, Breeders and Fishermen's Day (HPPNK) at the Sabah International Convention Centre (SICC), Sunday. Prime Minister Datuk Seri Anwar Ibrahim officiated the closing of HPPNK 2025. Also present were Minister of Agriculture and Food Security Datuk Seri Mohamad Sabu, along with federal and state leaders. Among the concrete measures is the re-establishment of the Sabah Rice and Padi Board last year — after being dissolved in 1981 — to boost the local rice industry and raise the Self-Sufficiency Level (SSL) of rice to 30 per cent by 2026 and 60 per cent by 2030. 'This is in line with the priorities of the Federal Government led by Anwar who has placed strong emphasis on agriculture, especially rice cultivation,' he said. He emphasised the importance of modern technologies such as the Internet of Things (IoT) and smart farming to increase production efficiency, boost productivity, and attract younger generations to the sector. He said Sabah currently has 15 Permanent Food Production Parks (TKPM) that had produced over 1,494 metric tons of food products, generating more than RM4.32 million to date. Hajiji also announced Sabah's first high-impact strategic investment in the Blue Economy sector — development of a European Union-standard tuna and deep-sea seafood landing port in Kota Kinabalu by the State Government in partnership with a local company, with an investment value reaching RM360 million. He said the port is expected to land 50,000 tons of tuna annually, with the potential to generate up to RM1.8 billion in economic value per year, positioning Sabah as one of the major deep-sea players. PENAMPANG: Sabah recorded a labour force of over 1.7 million last year – or half the state's population – and their collective contribution has driven Sabah's Gross Domestic Product (GDP) to increase to RM84.3 billion. 'This has contributed to the rise in GDP, particularly in critical sectors such as agriculture, manufacturing, construction, mining and quarrying, as well as services,' said Chief Minister Chief Minister Datuk Seri Hajiji Noor. He said there are 92 registered trade unions in the State, regulated by the Sabah Trade Union Affairs Department, comprising 23 unions in the government sector, 52 in the private sector and 16 in statutory bodies. 'This involves a total membership of 60,764 workers, with 22,317 from the government sector, 35,194 private sector and 3,253 from statutory bodies,' he said, . In line with globalisation and rapid technological advancement, Hajiji called on trade unions in the State to be more proactive in safeguarding the welfare of their members through initiatives and programs offered at both the Federal and State levels. 'This is where the role of unions becomes critically important as the main pillar in upholding social justice and ensuring that every worker receives their rightful entitlements, not only fair wages, but also opportunities for skills development, workplace safety and health, strong social protection and a supportive and conducive working environment,' he said. Advertisement He advised union leaders in Sabah participating in the National-level Trade Union Assembly in Penang on Sept. 6 to bring the voices of Sabah's workers to the national stage. Hajiji said the State Government welcomes trade unions as strategic partners. Within this new and more inclusive development framework, the voice of unions must be heard and given serious attention. 'This applies not only to issues of wages and benefits, but also policy formulation, economic planning, education, technology adaptation and creation of a sustainable future work environment. 'I believe Sabah has the potential to become a model state in Malaysia in developing an employment ecosystem that not only drives a strong economy but also consistently upholds workers' rights,' he said He said the State Government is committed to empowering the workforce, supporting the trade union movement and ensuring their welfare is protected. 'I hope this assembly will serve as a platform for us to strengthen the spirit of unionism and working together to build a brighter future for Sabah.' Speaking at the 2025 Sabah State Labour Day Assembly at the International Technology and Commercial Centre (ITCC) today, Sim said the amendments — over two decades in the making — have finally addressed long-standing legal imbalances while abolishing outdated provisions such as the ban on women working at night. 'Previously, there were provisions that were no longer relevant. These have now been harmonized with the Employment Act 1955,' Sim told reporters. The Labour Day event gathered over 2,000 trade union representatives and was officiated by Chief Minister Datuk Seri Panglima Hajiji Noor, who also handed over the Sabah contingent flag for the upcoming Workers' Sports Games (SUPER), to be held in Penang this September. Sim also announced that the Ministry of Human Resources (KESUMA) will table the Gig Workers Bill in Parliament this month to provide legal protections for Malaysia's growing gig economy workforce. 'The MADANI Workers' Card programme has registered over 150,000 participants, offering benefits such as discounts on basic necessities. In Sabah, one company is even offering a 10 percent discount on home purchases for cardholders,' he added. Additionally, Sim launched the country's first KESUMA One-Stop Service Centre, located in Sabah, which consolidates services from nine departments and five agencies under one roof for the convenience of workers and employers. He also revealed that a comprehensive review of 28 labour-related laws is currently underway — including both the Sabah and Sarawak Labour Ordinances — to ensure alignment with current needs and international labour standards. 'There are no plans to abolish the existing ordinances, but harmonization and refinement are ongoing to ensure all workers in the country receive fair and balanced rights,' he said. Also present at the event were Sabah Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe, Director-General of Trade Unions Mohd Asri Abdul Wahab, Cuepacs President Datuk Dr Adnan Mat, and Sabah Department of Trade Union Affairs Director Noraini Ithnin.
