Calls for stop and search powers increase amid youth violence ‘epidemic'

The calls have been made in wake of 16-year-old Kayden Moy's tragic death last weekend.
The Scottish Tories have called for police stop-and-search powers to be extended amid a 'growing epidemic' of youth violence.
The Conservatives made the call as they said there have been 13 alleged knife attacks on teenagers in recent months, two of which were fata. The party also referenced recent comments by David Kennedy in the Daily Record earlier this week as part of its youth violence campaign, Our Kids ... Our Future.
Kennedy, the general secretary of the Scottish Police Federation, demanded "more power to save lives" in the wake of 16-year-old Kayden Moy's tragic death l ast weekend.
"The tragic stabbing of a 16-year-old is yet another stark reminder of the growing threat of youth violence on our streets.
"Police officers across Scotland are working tirelessly to keep the public safe, but we are operating with one hand tied behind our backs. Current stop and search powers do not go far enough to tackle the rise in young people carrying weapons.
"It has become increasingly difficult for police to deal with under 16s due to laws that were introduced to protect children and young people but, in fact, it does the opposite because police are left with their hands tied.
"We have to be able to conduct stop and searches and do that no matter what age they are. As it stands, you need to have reasonable cause to do so and that will be difficult to establish when it comes to youths.
"Youths are getting away with a lot in terms of crime nowadays and we urgently require new, robust legislation that empowers officers to act decisively and prevent violence before it happens.
"The law must evolve to reflect the reality our officers face every day."
Tory leader Russell Findlay said: 'Decisive and prompt action must be taken to stop the growing epidemic of youth violence, especially involving knives.
'Stop-and-search powers need to be extended immediately while a fundamental rethink is required of the SNP's weak approach which fails victims and fuels violence.
'(First Minister) John Swinney should listen to frontline officers who know how to get this crisis under control and prevent more young lives being needlessly lost.
'Tougher stop-and-search powers would help police to prevent violence, protect young people and keep the public safe.
'These powers are merited because this is a matter of life or death. The SNP need to act now to avoid more attacks and killings on Scotland's streets.'

Mr Findlay's party said that with 'more serious crimes' being referred to the children's panel rather than prosecuted in court, there are often 'no consequences' for serious offenders.
Even when prosecutions do happen, the Tories said, sentencing guidelines mean those aged under 25 are 'less likely' to be jailed.
Mr Findlay continued: 'In the longer term, John Swinney should show some common sense by recognising that his weak approach is sending a dangerous signal to young offenders.

'Too many young criminals think they can do whatever they want without any consequences for their actions, and it is usually other young people who pay the price.'

Official Police Scotland statistics show there were 91 instances of under-18s being found in possession of a bladed or pointed weapon in 2024 – among them a 10-year-old Edinburgh school boy. The latest figures, which come in the wake of several reports of knife incidents in Edinburgh involving youths, showed that teenagers now account for almost a third of positive knife searches across all age groups, sparking calls for the introduction of more 'meaningful' punishments. On May 19, a 16-year-old boy appeared in court charged with attempted murder in connection with the incident. Now, justice and home affairs magazine 1919 has taken a deeper dive into the stop and search statistics to highligh several instances where youth children were discovered carrying weapons. In July 2024, for example, a 10-year-old boy was caught with a knife in the east of Edinburgh, while several 12-year-olds were found carrying blades in the Capital, Ayrshire, Glasgow and Lanarkshire throughout the year. More than a dozen children aged 13, two of them girls, were also subjected to a positive blade search. Scottish Labour's justice spokeswoman Pauline McNeill described the figures as 'shocking' and is calling for more early intervention schemes. 'The SNP has created a perfect storm by cutting youth work services, letting police officer numbers fall, and mismanaging child and adolescent mental health services and education. 'Each one of these 91 cases is very serious for our communities and potentially for those actually carrying the weapon. The only way to tackle this effectively is to have early intervention schemes that get to the root cause, and without this we will fail our communities. 'The SNP must take urgent action in all of these areas to tackle knife crime and actually do something that will halt this epidemic.' 'These alarming figures lay bare just how drastically knife crime has spiralled out of control,' said MSP Sharon Dowey, the party's community safety spokesperson. 'There must be meaningful punishments for those who use a knife, and expanded stop-and-search powers for police to act as a deterrent.' David Threadgold, chair of the Scottish Police Federation, which funds the company behind 1919 magazine, wants to see more effective preventative strategies. The Labour leader said First Minister and SNP leader John Swinney had not raised the issue with him during their recent talks. Scots voted in an independence referendum in 2014, with the No side securing 55% of the vote. Since then, successive UK governments have denied the SNP's pleas for a second referendum. The Prime Minister was speaking to the BBC's Good Morning Scotland programme on Tuesday, a day after launching the strategic defence review in Glasgow. He was asked if there would be another independence referendum if a nationalist majority emerges after next year's Holyrood election. Sir Keir said: 'I think it's really important to focus on the priorities that matter most. 'We got a big election win last year on the basis that we would stabilise the economy and ensure that on that foundation we build a stronger Scotland in a stronger United Kingdom, and that's what I intend to do.' He was then asked if he could imagine another independence referendum during his time as Prime Minister. Sir Keir said: 'No, and nobody's raising that with me as their first priority. 'Certainly, in the discussions I'm having with the First Minister, that is not – we're talking about jobs, energy, security, and dealing with the cost-of-living crisis.' Last month Mr Swinney said a 'democratic majority' of pro-independence MSPs following the next Scottish Parliament election should result in another referendum. The Prime Minister said whatever the outcome next May, an independence referendum is 'not a priority'. Speaking to Good Morning Scotland, Sir Keir also discussed the defence sector in said there are around 25,000 defence jobs in Scotland and the strategic defence review announcements would 'build on that'. The Prime Minister said: 'I would like to see many, many jobs in Scotland. 'Scotland has an incredible heritage and skilled work people in Scotland. 'We've just been looking at some of the frigates which have been built and are being built in Scotland.' He insisted the SNP is 'wrong' in its opposition to nuclear weapons and said 'we're entering a new era on defence and security'. SNP MP Stephen Gethins responded to Sir Keir's points on the BBC radio programme later on Tuesday, saying: 'I have to say it's a bit disappointing and maybe a bit arrogant of the Prime Minister to think he can speak for everybody. 'This shouldn't be an issue that's decided by one person at Downing Street or elsewhere. This should be a matter for the people of Scotland. 'I would have thought that given Keir Starmer's troubles he would have learned something.' Mr Gethins said he is not privy to private conversations between Mr Swinney and the Prime Minister. Discussing the defence review, he said the policy of 'running down the Army' in recent years has been wrong.

Kirsty Buchan claimed she began using the adult site to make money amid a pay row. A teacher who quit the classroom after it emerged she was selling X-rated pictures on OnlyFans is to be hauled before an education watchdog. Kirsty Buchan, 34, left her role at Bannerman High School in Glasgow when her explicit sideline was revealed. ‌ The physics teacher claimed she only started to post images to make money amid a pay row. She later claimed to have made £60,000 in just one month by sharing photos of herself on the adult site. ‌ Glasgow City Council launched a probe into Buchan and referred the case to the General Teaching Council for Scotland (GTCS). Buchan, a mum-of-one, is now set to go before a disciplinary panel where she faces three allegations against her. The GTCS allege that between 2022 and 2023 she set up an OnlyFans page using the moniker 'Jessica Jackrabbitx' and used the profile to sell explicit photos and videos. It is said her bio on her page read, 'good teacher gone bad really bad', and made reference to posting 'big t**s and sexy tight body' photos 'every couple of days'. She is also accused of failing to ensure that her profile could not be accessed by any member of the public including those under 18 without them needing to log in or subscribe to OnlyFans. The GTCS claim her actions were 'lacking in integrity', failed to take steps to stop her being identified and risked bringing the profession into 'disrepute'. It is said her fitness to teach is 'impaired' and that she is unfit to teach. ‌ Buchan had previously defended her decision to join OnlyFans. She said: "You can hate me if you want. I don't like narrow-minded people who make judgments on folk they don't truly know. "I have an everyday woman's body and don't mind showing my flaws. This is about standing up for my story and OnlyFans and promoting feeling good about yourself. "I'm not looking for the world, just to be able to provide for my son."
