
'Embarrassing': Clutha's water breaches more than rest of NZ
The Water Services Authority report, publicly released yesterday, said it received 565 notifications in 2024 that drinking water was, or might be, unsafe.
Clutha District Council was responsible for 338, or 59.8%, of the country's drinking water quality breaches.
Mayor Bryan Cadogan said yesterday he could not ignore the report's findings.
"They're embarrassing."
The supply with the most E. coli notifications was Waitahuna Rural (24), which is owned by Clutha District Council and is on a permanent boil-water notice.
In March 2023, the authority issued a direction to Clutha in response to aluminium levels breaching standards across five of the council's supplies.
In January 2025, the council met the remaining requirements of the compliance order.
Mr Cadogan said the council accepted responsibility for the "damning indictment", but it had been the after-effects of issues that had been ignored for decades.
"So, in the 1970s, Clutha developed the most extensive water scheme in New Zealand for our size. We're the third-longest in New Zealand. It is Auckland, Christchurch, then Clutha.
"So, what we've done is we've set up a council-run extensive water system supplying to virtually all our rural and all our towns. No-one else does it.
"But the problem with that for us is that when you have council-run schemes, you have consent and you have to abide."
The water supply was built for 1.2 million stock units across all the towns.
"Unfortunately, that's a real problem now that system is no longer compliant with the New Zealand Water Standards.
"The scheme was not only working 100% the way it was meant to, it's producing better water now than it has in all its lifetimes.
"But unfortunately, it's like trying to turn a car into an aeroplane."
It was only relatively recently the council started addressing the problems, Mr Cadogan said.
"That's why our debt [has increased], because our council had no debt only five years ago.
"We've got 150-odd-million dollars of debt and all the water plants that we've upgraded are about to be commissioned."
Back in the 1970s, the government funded 50% of Clutha's new drinking water system, and struck similar deals with other councils, he said.
In contrast, Clutha had needed to pay for all of the upgrades this time, Mr Cadogan said.
"And that's why I am horrified at the rate rises that are coming through."
"We're stuck with this dichotomy of having the third-longest water recirculation network in New Zealand behind Auckland and Christchurch ... and a population of 19,000."
Water Authority head of operations Steve Taylor said it had been working with Clutha District Council to make improvements.
"From the outset, Clutha District Council was open to engaging with the authority, sharing information, being honest about their challenges and responding to the directives issued by the authority.
"It should also be noted that this report is for the year to December 2024 and considerable work has been completed by the council in the past six months.
"We will continue to work closely with Clutha District Council as it addresses issues across its supplies."
Clutha District had 13 distinct communities, all with water and sewage, Mr Cadogan said.
"Within those 13 communities, there's 27 either water or sewage plants.
"If you've got 30-year consent, that means you're doing up at least 27 plants over 30 years. You're basically doing up one a year."
Each of those upgrades were in the vicinity of $5m to $20m, he said.
Although the authority's report was tough reading, it noted there had been some improvement on last year — Clutha had 98 fewer breaches in 2024.
"You just keep on going. It is never-ending.
"So, the environmental expectations and the financial capacity and ability for communities like Clutha is really going to test people's ability to pay like never before."

Man on mission to deter fly-tipping, littering
A South Otago man wants to inspire greater respect for the country's shared natural spaces. Kaitangata retiree John Castel said he had been lobbying regional authorities since 2021 in an attempt to reduce fly-tipping and other littering in the area's remote beauty spots. Mr Castel said the district had several less-frequented locations which he believed were easy for officials to neglect or ignore, as they were "out of sight, out of mind". Following a health issue he began regular dog-walking four years ago, and discovered tracks near Kaitangata and on nearby Inch Clutha appeared to have been neglected for several years, and fly-tipping had become rife. "One spot I walk regularly is the Clutha Mouth 150th Anniversary Walk, on Inch Clutha. If you've never heard of it that's not surprising, because the sign was completely overgrown when I found it, and it's not really promoted anywhere. "I've cleared up truckloads of rubbish from here and other sites at both branches of the Clutha River mouth, including animal carcasses, used diapers, glass and tyres. There was a burnt-out car once. "I just don't understand the mind-set of spoiling such a beautiful place for everyone by dumping your s... here." He said after an initial "run-around" Clutha District Council appeared to be listening to his appeals. However, the situation was complicated by some areas falling under Otago Regional Council (ORC), meaning responsibility for cleanup was not immediately obvious. Mr Castel believed fly-tipping required a broader, "educational" approach. "Part of it is keeping it clean and tidy, so people don't think it's a dump to start with. Then you need to educate people and promote proper litter disposal so they show respect for our shared natural spaces. It's not just a local issue, it's nationwide." Clutha District Council deputy chief executive Jules Witt said Mr Castel had provided input for council publicity regarding fly-tipping. The council responded reactively to dumping, either when alerted by the public, or by the council's ranger and freedom camping officer. "Monitoring is not specifically for littering or dumped rubbish [but] in conjunction with other regular patrol duties. The Inch Clutha parking areas were given higher focus for a period of time during 2024, and this resulted in council staff removing dumped rubbish once and contractors removing rubbish twice. "As a general rule, rubbish dumped below the high-water mark is the responsibility of ORC, whereas anything above the high-water mark is handled by [us]. All dumped rubbish is checked for any identifying information that may lead to the offender." Mr Witt said people could report dumping to the council, which could attract fines of up to $400.

Domain testing ground for new pest control approach
A new rabbit poison lies under a cage at the Waihola domain. PHOTO: GREGOR RICHARDSON A new approach to pest control is under way at Waihola's lakeside domain. Out-of-control rabbit populations are commonly targeted with Pindone poison-treated carrots, but for the first time Clutha District Council (CDC) contractors are containing the bait in purpose-built cages to reduce risk for visitors and non-target animals. "The cages are made of steel mesh, with small cutouts around the bottom to allow rabbits in to feed [and] reduce access for non-targeted species," council deputy chief executive Jules Witt said. "Where ... large-scale 'scatter' Pindone applications present too high a risk with the level of public visitation ... The cages are a way to rapidly control rabbit numbers through poison, where the risk to public and pets is significantly reduced by being contained within the cages." Pindone carrot bait is recommended during winter months when food is scarce. Plain orange, non-poisoned carrots are used to get rabbits comfortable with the cages as a food source before poisoned bait is laid out. Affected rabbits generally die in their burrows, but on-site signage warns visitors — especially dog walkers — to beware of carcasses in the open, as well as the green-dyed carrot bait. "Whether the cages become a regular feature of this programme is dependent on the success of the operation in Waihola," Mr Witt said. "The impact on the rabbit population as well as feedback from Waihola locals will affect how this type of control will be used in future." The council learned of the cage-bait system from an Otago Regional Council programme in Moeraki. "I wouldn't have thought a rabbit would go in there, but the carrots are getting cleaned up," Lake Waihola Holiday Camp manager Mike Michelle said.

New units part of recycling service

PHOTO: SUPPLIED Clutha now has another way to recycle potentially dangerous waste. Last week, the Clutha District Council launched four free battery recycling receptacles around the district, making it only the second council in New Zealand to do so. The receptacles — installed and managed by the Phoenix Recycling Group — can be found in Milton, Tapanui and two in Balclutha. They are able to take most types of household batteries below car battery size. Council waste education officer Scott Martin said the units were part of the council's drive towards sustainable practice. "Batteries contain environmental toxins like lead, mercury and cadmium, which can leach into our soil and waterways if not disposed of properly. "By recycling your used batteries, you're not only keeping hazardous waste out of landfill — you're helping us recover valuable natural resources and protect the environment for future generations." The project was rates neutral, as it was paid for by the government's Waste Levy Fund. "This programme supports Clutha's commitment to enhanced recycling services and cleaner, safer communities. "We'd encourage all residents to take part in this free service and help protect the environment." Mr Martin said batteries were a problematic issue for councils, due to toxicity and fire risks. The Phoenix scheme had been quality-checked for safety and sustainability. It was able to take all batteries — including vapes — meaning no battery needed to enter landfill in the district. Other batteries embedded in small devices were also accepted, alongside standard household batteries of lithium ion (Li-ion), nickel cadmium (Ni-Cd) and nickel metal hydride (NiMH) type. Larger batteries should still be taken to the Mt Cooee Landfill in Balclutha for proper disposal, he said. The move was part of a wider council programme eventually to eliminate all unnecessary landfill locally. Further details can be found on the council's website.
