Punjab Cabinet approves Bill to make sale of spurious seeds non-bailable offence
A decision to this effect was taken by the council of ministers at its meeting chaired by Chief Minister Bhagwant Mann, an official statement said.
It said the Cabinet gave its nod to introduce The Seeds Bill 2025 to ensure supply of high-quality seeds to the farmers of the state.
"There has been no amendment to Section 19 of the Seeds Act 1966 since its inception due to which the fines and penalties have no deterrence.
"So the Cabinet gave its nod to enact a Bill to amend the Seeds Act and insert Section 19A for contravention of Section 7 of the Seeds Act , enhancing the fine and penalty, and making it cognizable and non-bailable," the statement said.
As per the provision, the first offence by a company will invite punishment of one to two years and fine of ₹5-10 lakh, and punishment of two to three years and fine of ₹10-50 lakh for repeated offence.
"Similar misdeed by a dealer/person will invite a punishment of six months to one year and fine of ₹1-5 lakh for the first offence and a term of 1 to 2 years and fine of ₹5-10 lakh for repeated offence," the statement said.
Earlier, the fine was ₹500 for first offence and ₹1,000 and prison term of up to six months for repeated offence.
The Cabinet also gave concurrence for evolving a mechanism to provide land parcels for promoting industrial/business investment in the state.
The statement said there was lack of a formalised, time-bound mechanism for identifying and provisioning land parcels for investors seeking land.
So, a comprehensive mechanism has been approved with features like bi-annual digital land pool, investor facilitation for investment above ₹200 crore, feasibility check, reserve price fixation, e-auction process, lease option, auction timelines and others.
In a major relief to the aspirants of Group 'D' posts, the Cabinet also gave approval to amendment in Rules 5 and 5 of the Punjab State Service Rules, 1963, thereby enhancing the upper age limit of existing 35 years to 37 years.
The Cabinet also gave nod for introducing a one-time settlement scheme for the settlement of loans under interest-free loans, seed margin money, Punjab State AID to Industries Act, 1935, and the integrated Rural Development Programme .
Accordingly, there will be a complete waiver of principal and interest for loans under IRDP and Punjab State Aid to Industries Act, 1935.
The eligible units will be required to avail of the scheme and clear their dues within 180 days of publication of notice in newspapers.
Among other decisions, the Cabinet also gave its nod to the 'The Punjab Foodgrains Transportation Policy 2025' and 'The Punjab Labour and Cartage Policy 2025' for the smooth and hassle-free transportation of foodgrains in the state.
The Punjab government through its state procurement agencies and FCI procures foodgrains from various designated centres/mandis.
According to the new policy, during the year 2025, foodgrain transportation works will be allotted through a competitive and transparent online tender system.

Posters banning entry of AAP leaders appear in Ludhiana villages
In a sharp escalation of protests against the Punjab government's land pooling policy, villagers from Malak, Aligarh, Pona, and Agwar Gujaran in Jagraon constituency, Ludhiana district, have banned the entry of Aam Aadmi Party (AAP) leaders into their villages. On Sunday evening, flex posters in Punjabi were pasted at the entrance roads of all four villages. Featuring photos of Chief Minister Bhagwant Mann and AAP national convener Arvind Kejriwal, the posters read: 'Bhagwant Mann Bhajao, Punjab Bachao' and 'Kejriwal Bhajao, Zamin Bachao' and declared: 'There is a strict ban on the entry of any AAP leader into the village until the land pooling policy is revoked.' Issued in the name of the 'Zamin Bachao, Punjab Bachao Sangharsh Committee', the posters reflect growing grassroots anger against the government's urban development plans. Villagers said the move follows weeks of village meetings, protest rallies, and warnings to AAP leaders not to promote the contentious policy. Didar Singh of Malak village said, 'We had passed a resolution against land pooling and submitted it to the GLADA office. Now the time has come to intensify our protest. This struggle must be fought from our villages—not at Delhi borders or elsewhere.' Nirbhai Singh, former sarpanch of Aligarh, added, 'The message is loud and clear—no AAP leader is welcome anymore.' Residents also said AAP supporters in these villages have been warned not to promote the scheme. The land pooling policy seeks to acquire over 65,000 acres across 164 villages, including more than 24,000 acres in Ludhiana district. Farmers fear permanent loss of ancestral lands and livelihoods, fuelling protests in agriculturally rich areas. Statewide agitation is set to intensify, with Samyukta Kisan Morcha (SKM) Punjab and Kisan Mazdoor Morcha (KMM) planning tractor marches at village and tehsil levels on July 30, a motorcycle rally by KMM on August 11, and mahapanchayats in Jalandhar (August 20) and Mullanpur (August 24). SKM (Non-Political) will hold a separate protest in Faridkot on August 7. Manjit Singh Rai, president of BKU Doaba, said similar posters will soon appear in Hoshiarpur and Jalandhar. 'Several gram sabhas have passed resolutions declaring that no one can dare acquire their land,' he said. The ban recalls the 2020–21 agitation, when BJP leaders were barred from villages during the farm laws protests. Farmer unions had accused the Centre of repression and excessive force at protest sites like Shambhu and Khanauri, where Shubhkaran Singh was killed and dozens injured. 'The defiant move by these Ludhiana villages suggests a deepening rural backlash against policies seen as threatening land ownership and farmer autonomy,' said Harinder Singh Lakhowal, president of BKU Lakhowal. 'Hundreds of farmers gathered in Bhaini Sahib area of Ludhiana on Sunday afternoon to protest the scheme.'

Mother Teresa replaces Atal in Jharkhand scheme name, BJP calls it ‘conversion agenda'
The Hemant Soren government's decision to rename a healthcare scheme launched by the previous Bharatiya Janata Party government after Mother Teresa has kicked up a political storm, with the Opposition accusing it of 'pushing a conversion agenda'. Earlier this week, the Jharkhand Cabinet decided to rename the Atal Mohalla Clinic. Launched under the Raghubar Das-led BJP government as a tribute to former Prime Minister Atal Bihari Vajpayee, the scheme aims at strengthening health infrastructure in urban slums and provides free primary healthcare services — including consultations, medicines, and diagnostic tests. The decision to rename it 'Mother Teresa Advance Health Clinics' was taken at Chief Minister Hemant Soren's cabinet meeting earlier in the week. The chief minister also approved 20 other key proposals at this meeting. The BJP called it an attempt to 'promote religious conversion', claiming it was part of a 'larger conspiracy'. The BJP has long been alleging there's an attempt to convert the state's tribals to Christianity. 'What contribution has Mother Teresa made to Jharkhand?' senior BJP leader and former Leader of Opposition Amar Kumar Bauri said Saturday at a media briefing in Ranchi. 'The blueprint for a separate Jharkhand was based on the BJP's Vananchal vision, which was a gift from Atal ji. Religious conversion is a serious issue in the state, and Hemant Soren is using this name change to further that agenda.' BJP's Godda MP Nishikant Dubey too raked up the name change, accusing the Soren government of 'trying to erase Vajpayee's name'. He then went on to call the government's actions 'cheap', saying that the chief minister seemed to be 'preparing to end up in jail again'. 'If the government wants to work in the name of Teresa, they can start a new initiative. Why rename a scheme named after Atal ji?' he said. 'By changing the name, the government has acted in a disgraceful manner. The current conduct of the state administration suggests that the CM of Jharkhand, who is also Congress's favourite, seems ready to go to jail once more'. Soren's Jharkhand Mukti Morcha dismissed the charges as 'politically motivated and baseless'. 'Mother Teresa may not have been awarded the Bharat Ratna, but she was honoured with the Nobel Peace Prize for dedicating her entire life to serving the poor, the oppressed, the marginalised, and the sick. Illness knows no religion, and she provided healthcare to thousands without discrimination. Her work was directly connected to health, making her name rightfully fit for such a scheme,' he said. Taking a jibe at BJP, the JMM alleged that the party had 'run out of real issues', claiming it was the 'BJP that started the trend of renaming things across the country'. 'Those holding press conferences have already been rejected by the people in elections… BJP trying to polarise votes in the name of religion and nationality, accusing people of being Bangladeshi when Jharkhand doesn't even share a border with Bangladesh,' he said.
