Housing scheme submitted after three refusals
John Sawdon wants to build four three-bedroom terraced homes and a bungalow on the site at 12 Carlton Road in Filey.
His previous scheme, which was refused last spring, proposed seven dwellings, which Filey Town Council said would have resulted in "poor amenity for the residents".
The project would also see the demolition of a builder's yard and electrical depot, which currently occupy the site. No date has been set for a decision to be made on the fresh proposal.
Newly submitted plans for the development near Filey town centre state the "spacious terraced houses" would have "adequate external space and modern grouping design".
The application also states the buildings would be constructed of brick "to reflect the locale".
Last year, planning officers expressed concerns about a proposed large area for car parking, which they said would "create an environment dominated by vehicles".
According to the updated proposal, all 12 parking spaces would be located on-site "so there would be no increase in existing or current traffic movements".
The Highway Authority has already reviewed the updated scheme and has recommended "the existing access track be tarmacked, as with the proposed parking area, to provide a clear and suitable access route to the site".
According to the Local Democracy Reporting Service a condition has also been proposed, stating that none of the properties can be occupied "until the related parking facilities have been constructed in accordance with the details approved".
The proposal is currently pending consideration by North Yorkshire Council.

Monkspath car park floodlights decision delayed as councillors raise concerns
Councillors have delayed their decision on already installed floodlights near a small Monkspath shopping centre car park saying they want more information. As the Local Democracy Reporting Service previously reported the row over the four metre high lighting columns surrounding electric charging points installed on the car park near the parade of shops at Shelly Shopping Centre in Farmhouse Way has been rumbling on for months. The matter went before Solihull Council planning committee's latest meeting where ward councillor Ken Hawkins said: 'I can't remember the last time I came to the committee to object to anything. 'The issue is the amount of the light to be emitted. 'These lights, I was told when they were working, had a negative impact on the people who live opposite.' Solihull Council planning officers had recommended for approval subject to conditions including having motion sensors on the lights. In the members debate Councillor Bob Grinsell, the chairman of the committee, said: 'I'm surprised that a developer of this nature has chosen to install this without seeking planning permission in the first place. 'I asked to visit the site at night (to see the lights switched on) – I was told I can't because there is no electricity. 'It's not good enough. 'We need to see these, we can not make an accurate assessment of the effect.' Officer Mark Andrews, the council's head of planning, design and engagement services, suggested the lights could be switched on for a trial period and assessed before coming back to the committee for an extension. Coun Grinsell said: 'If it's a trial period, it's going to be a very short period in my view.' Councillor David Cole said: 'You are asking to make a decision without seeing it – I'd rather be there on the site and see what's happening, then I can make an objective decision.' Councillor James Bradley said: 'Do we have any information about how these charging points are expected to operate. 'Do we have any indication what the expected levels of use of these at night time is?' Councillor Dave Pinwell then said: 'We don't have enough information to understand what the justification for this is and the way it would be used.' The chairman moved to a vote on deferring the vote to get more information, with eight councillors voting in favour and one against. A new Starbucks drive-through and a Greggs bakery can be opened on a 'derelict' site in Scarborough following the approval of plans. Plans for a Starbucks drive-through and a new Greggs in Seamer Road have been given the green light by North Yorkshire Council. The former Magnet Kitchen Showroom will be partially demolished despite concerns about potential impacts on existing town centre businesses. However, officers concluded that there were 'no existing opportunities within the town centre that comprise suitable, available, and viable alternatives to the application site'. No objections were made by members of the public or the Highway Authority, and the council noted that in its current state, the site had a negative impact on the surrounding area. Plans for 415-home development set for approval
Plans to build 415 homes on the edge of Hinckley as the second phase of a massive new housing estate are set to be approved. Richborough Estates has earmarked land north of the A47 Normandy Way for the properties. Plans for the homes were submitted to Hinckley and Bosworth Borough Council last year after the company won permission at appeal to build 475 houses on an adjacent site. Planning officers have advised councillors to approve the application for the smaller development at a meeting on Tuesday despite objections from nearby residents. Concerns include potential traffic issues, the impact on existing infrastructure, including GP surgeries and schools, and the loss of green land, the Local Democracy Reporting Service said. But, in a report, council officers said the new homes were "a significant benefit", which would outweigh any impact on the landscape. Their report also states that the first phase of the project gaining planning permission at appeal was a major consideration in deciding whether councillors should approve the application. According to the document, 83 of the homes must be set aside by the developer as affordable housing, and financial contributions of more than £5m are being requested from Richborough Estates for health, education, roads, sports provision, library and other local facilities and services. Access to the development, if approved, would be from a new roundabout on the A47 Normandy Way. The developer previously said the two developments would be separated by a large park.
