El Paso backs grant application to help fund I-10 deck plaza project

EL PASO, Texas (KTSM) — The El Paso City Council voted on Tuesday, June 10, to formally support a grant application that could help fund part of the proposed Interstate 10 deck plaza. The multimillion-dollar plan is a major infrastructure project that would create a public space above the downtown stretch of the freeway. The application is for the Transportation Alternatives Program (TAP), a federally funded, state-administered grant. If approved, it would help pay for some features of the deck plaza, such as trails, sidewalks, and green spaces. 'This is just one little puzzle piece,' District 8 Councilmember Chris Canales said. 'But I've said from the beginning, I'd support this project as long as the money comes from state, federal, or philanthropic sources.' The application is due this month, and a decision is expected in October. If awarded, the Texas Department of Transportation (TxDOT) would take the lead on construction, and the City of El Paso would assist with project management. 'If we are awarded, there are a lot of other steps that need to happen for the council to enter into an agreement to use that funding source, and that's something that would happen in the future,' Joaquin Rodriguez, director of grant-funded programs for the city, said. This isn't the only funding the city is pursuing for the deck plaza. In May, the council also submitted a separate request for $4 million through the Community Project Funding program, which goes through U.S. Rep. Veronica Escobar, D-Texas, office. That funding would help cover structural elements like retaining walls and utility infrastructure. City officials add that both funding requests are part of a larger effort to move the multimillion-dollar project forward with the goal of using outside money to make it happen. Scotland thrift store marks fourth expansion in just two years

Jun. 9—SCOTLAND, S.D. — When Kelli King was 14, her father decided to hold a yard sale. King remembers watching as he began dragging items out to the front lawn — and quickly realizing she could do the same with her bedroom belongings. "I had shelves, my nightstand, a small TV — I started hauling it all out," King said. "My dad told me if I kept going, I wouldn't have anything left in my room. I told him that was OK, because I could use the money I made to go to Goodwill and get new stuff." That day sparked a connection with secondhand goods and selling that would follow King for years. What began as casual yard sales soon became a side business. By 2010, while living in Colorado, King was running yard sales so large that neighbors asked her to sell their items, too. She called the operation Thrifty Gifties, and at its peak in 2013, it included six tents on her property, each organized by category — furniture, toys, Avon products, and more. That year, 87 consignors were involved, and King's detailed signage became a familiar sight in her community. King's move to South Dakota in 2020 came after the passing of her husband and a decision to leave behind her Colorado yard sales. She held what she called her final "COVID Sale" to clear out inventory before relocating. Settling in Scotland, King started a cleaning business but kept the idea of thrifting alive. In early 2022, while taking down Christmas decorations in her office, she had a thought: What if she opened a small thrift store? She set aside a small corner of her cleaning office for the experiment, and on March 26, 2023, Scotland SD Rummage officially opened. The modest setup quickly outgrew its space. The store has since expanded four times, first into the office kitchen, then into the front section of the neighboring former Scotland Royal Theater to house furniture. Most recently, King purchased the entire historic theater building and is renovating its back half to create more usable space. The theater, listed on the National Register of Historic Places, requires significant work. Recent repairs have included a $6,000 roof replacement and another $6,000 on HVAC systems. Despite the costs, King says the renovations are necessary to make the space functional for her growing inventory and community activities. King describes her store's focus as straightforward: affordability. Growing up without much, she is keenly aware of the importance of low prices for families in her community. The store operates on a mix of donations and consignments, currently working with over 120 consignors from Scotland and nearby towns, as well as places as far as Fargo, Sioux Falls, and Lincoln, Nebraska. New donations are picked up weekly, and inventory is refreshed midweek. Sales numbers show steady growth, with 8,479 items sold in 2023 and 11,118 sold in 2024 so far. In addition to retail, Scotland SD Rummage offers community support programs. King hosts free prom dress events, distributes school supplies and haircuts, and has helped families pay off overdue lunch accounts and utility bills. A portion of proceeds from sales goes toward feeding students in the Scotland School District, part of King's longer-term goal to fully fund the school lunch program. King says these efforts are personal, reflecting her own experiences growing up. "I remember the help my family needed," she said. "That's why I started this store — to help the community." Locals have noticed the store's presence and impact. "The staff at the Menno School are always talking about the store and Kelli's generosity," said Samantha Bouza of Menno. "And what great items they've found." The store operates year-round, open seven days a week, with Tuesday dedicated to picking up donations and new merchandise arriving midweek. King sets prices. "People tell me I should charge more," she said with a laugh. "But that's not me. I want families to walk in and find what they need without worrying about cost." Looking ahead, King plans to launch an online store to serve customers beyond Scotland. She also envisions expanding the physical store to two levels and adding a sandwich shop serving breakfast and subs, though those ideas remain in early stages. King sums up her approach with a simple philosophy. "Walmart wasn't built overnight," she said. "If you show up every day with consistency, hard work, and determination — you can build something meaningful."

City to activate rideshare hub by UTEP, Cincinnati Entertainment District

EL PASO, Texas (KTSM) — Signage designating a new rideshare hub will be installed on Monday, June 9, on the 200 block of W. Baltimore Drive, near the University of Texas at El Paso (UTEP) and the Cincinnati Entertainment District, the City of El Paso said in a news release. This initiative, which is part of the City's Social City Assessment Plan, was designed to improve public safety and expand transportation options in the Kern Place neighborhood, the City said. The City said the new rideshare hub is 'well-lit and equipped with security cameras, providing a safe and clearly designated location for rideshare and taxi services to pick up and drop off passengers.' The hub will be operational on Monday afternoon, immediately following the installation signage, the City said. The City said key benefits of the hub include: More organized and efficient passenger pick-ups and drop-offs; Reduced congestion caused by drivers circling the area or blocking traffic lanes; Enhanced safety through ride verification, helping riders ensure they are entering the correct vehicle. 'City officials encourage residents and visitors to begin using the Rideshare Hub, particularly those planning to attend the Coldplay concert at the Sun Bowl this weekend,' read the news release.
