
Co-op society seeks nod to sell Rs500 stamp papers amid black market crisis
The society also urged the court to remove the existing cap of Rs8 lakh on monthly sales, calling it "unrealistic for a city with high legal demand".
The application, filed through advocate Shreerang Bhandarkar, was submitted as an intervention in a suo motu public interest litigation (PIL) initiated by the court itself after it took cognizance of a July 10, 2025, news report on the artificial scarcity and inflated prices of stamp papers in Nagpur.
Earlier, a bench headed by Justice Nitin Sambre observed that stamp vendors were "creating artificial scarcity and imposing exorbitant rates" on citizens and legal professionals, despite the supply being regulated by the govt through the Collector of Stamps. The court appointed advocate Rahul Ghuge as amicus curiae to assist in the matter.
The co-operative society noted that it currently holds a temporary licence — issued under a govt resolution dated September 28, 2020 — to sell Rs5, Rs10, and Rs100 stamp papers. However, it has not been allowed to sell the Rs500 denomination, which it said has become essential for several categories of documentation. A request made to the joint district registrar on October 17, 2024, to permit such sales was turned down on October 25.
The matter was listed on Wednesday before the division bench of Justices Anil Kilor and Vrushali Joshi, which adjourned the hearing.

6-year-old loses cochlear implant, suffers head injury in stray dog attack
1 2 Nagpur: A six-year-old hearing-impaired boy lost his cochlear implant worth Rs8 lakh and suffered head injuries near the operated area when a pack of stray dogs chased his father's bike in Teka on Tuesday night. His father, Mohd Farooque, also suffered injuries to his face and knee after their bike skidded and both fell to the ground. Fortunately, the stray dogs couldn't bite them as a crowd gathered and shooed them away. The child, Mohd Ali, was recently admitted to a school while his speech therapy was progressing. He had received the imported implant two years ago under a govt of India initiative. The total cost of around Rs10 lakh was covered through govt schemes. The operation was done at IGGMCH ENT department. The family is now worried how their child will be able to hear again. "He was born with a hearing impairment. Only recently did he start responding to sounds, and the therapy was also ongoing. After the accident, we rushed to the hospital for first aid. But we realised his implant was missing. When we returned to the accident spot, we found the machine crushed under the wheels of a passing vehicle," said Farooque. The father-son duo, who hail from Chandrapur, were returning home around 10.30pm when suddenly the dogs emerged from nowhere and chased them. A panicked Farooque applied brakes, causing the accident. On Wednesday, the family visited IGGMCH, where doctors asked them to lodge an FIR and complete formalities to seek a replacement. "Doctors told us that this is the first such case where an implant has been lost in an accident. They will now write to the company to seek a replacement. But we were told that it is not guaranteed that a replacement would be given. We were also told that funds could be sought through the district collector," the distraught father said. Mohd Rafe, a resident of Teka, said the area is infested with stray dogs, and the menace is only increasing. "We have complained to zone officials on numerous occasions but to no avail. Two weeks ago, an elderly man was attacked by dogs in the area. These incidents are increasing," he said. NMC Ashi Nagar assistant commissioner Harish Raut didn't respond to TOI's calls.

Tehsil cops nab 2 from West Bengal with fake currency worth Rs2.43L
Nagpur: In a significant crackdown on a counterfeit currency racket, the Tehsil Police arrested two individuals carrying fake Indian currency notes with a face value of Rs2.43 lakh. The operation took place in the early hours of Wednesday at the Guard Line area near Mayo Hospital. The individuals were identified as Zaminrul Hussain Hussain, 27, and Azimtanu Sheikh, 29, from Malda District of West Bengal, close to the Indo-Bangladesh border. They are allegedly thieves who targeted train passengers. The duo claimed that they found the bag with fake currency from a passenger on the Geetanjali Express. After stealing the bag at 3 am on Wednesday, the two had got down from the train at Nagpur. After having food in Nagpur, the two were planning to return to West Bengal when nabbed. Acting on a tip-off, a team from Tehsil Police, under senior inspector Shubhangi Deshmukh, set up a trap in front of the Guard Line Railway Quarter. The police apprehended the two suspects. Upon searching a bag in their possession, the police recovered 243 counterfeit Rs500 notes packed in a polythene cover, along with two mobile phones. The seized items were confiscated, and a case was registered against the accused at Tehsil Police Station. Both suspects are currently in custody, and further investigation is underway to uncover the source and network behind the counterfeit currency operation. The two were remanded in police custody for five days.
