Why India's heat action plans aren't cooling cities

India's punishingly hot summer has cast a harsh light on its efforts to contend with extreme heat, with researchers and campaigners worried local governments are failing to grapple with the scale and complexity of rising temperatures.Summer, which usually lasts from March to June in India, began early this year with an unprecedented heatwave in February, followed by above-normal temperatures in March and April, before an early monsoon season and heavy rainfall brought temporary relief.Heat Action Plans (HAPs), first introduced in 2013, are India's primary policy response to hotter temperatures that pose threats to public health, food security and outdoor workers.But a pair of recent studies showed that most Indian cities are still relying on low-cost fixes, while long-term measures remain underfunded, uncoordinated or entirely absent.Local "governments are acknowledging heat as a problem," said Aditya Valiathan Pillai, co-author of an analysis of cities' responses to extreme heat published by Sustainable Futures Collaborative (SFC) think tank in March."But they have no imagination of what long-term climate resilience even looks like."More than half of Indian urban and rural districts, which are home to more 76% of the population, or more than 1 billion people, are now at high or very high risk from extreme heat, according to a May study by the Council on Energy, Environment and Water (CEEW), a New Delhi-based think-tank.The central government has encouraged local governments to adopt HAPs, with more than 250 cities and districts in 23 heat-prone states devising the plans, although it is not mandatory.Nine-high risk cities, including New Delhi, Bhopal, Kolkata and Varanasi, that were surveyed by SFC reported 150 heat-related measures between 2018 and 2023, but most were seasonal or after heatwaves had struck, including setting up water stations, changing school schedules and issuing advisories.Redesigning built environments and other long-term solutions were rare and were focused on healthcare, like training hospital staff or tracking heat deaths, SFC found.Transformative steps such as erecting climate-sensitive housing were largely absent, the study said.India's densest and poorest areas are often excluded from cooling efforts tree-planting or water-body restoration because of land ownership and infrastructure challenges, said Pillai."You end up with greenery on the outskirts, not where it's needed," he said.Selomi Garnaik, a campaigner with Greenpeace India, said many HAPs "lack targeted investments or meaningful shifts in infrastructure and governance."The plans were often created top-down with little community input, and heat is still viewed as mainly a health issue "when it actually intersects with labour rights, housing and urban planning," she said.The National Disaster Management Authority, as well as the agencies responsible for HAPs in Uttar Pradesh and Maharashtra states, did not respond to requests for comment. None of the city officials contacted by the Thomson Reuters Foundation agreed to an interview. LITTLE PUBLIC PRESSURE A study by Yale University in the United States in 2023 found 71% of nearly 11,000 Indians surveyed had experienced severe heatwaves in the previous year and 56% were "very worried" about heat as the climate changes.Most of the respondents supported national action, like shifting to clean energy, rather than measures at the local level.This may discourage local politicians from expending money and labour on longer-term strategies, Pillai said.But India has begun setting aside more money for heat.In 2024, heatwaves were formally made eligible for project-based funding under the State Disaster Mitigation Fund, which has 320 billion rupees ($3.71 billion) to cover disasters between 2021 and 2026.Accessing these monies remains limited, partly because the fund's guidelines are still being finalised, said Vishwas Chitale, a climate resilience researcher at CEEW.City planners must "treat heat like a long-term design problem, not just an emergency," he said.He pointed to Chennai, a city of 6.8 million people on India's southeast coast, where officials used district-level heat-risk data to decide where to build parks and bodies of water as part of its 20-year city master plan.But experts said a holistic approach to deal with ever-rising temperatures in India is still missing."I am still waiting to see a city that does it all: short-term and long-term measures, legally backed, publicly engaged and fully implemented," said Pillai.

Haridwar: A sudden landslide sent debris crashing down a hillside, narrowly missing three young men riding a motorcycle in Haridwar on Tuesday.. The dramatic moment was captured on a nearby CCTV camera amid heavy rainfall and a massive cloudburst in Uttarkashi, which has triggered widespread devastation. The footage shows the three men on a busy stretch of road, bustling with pedestrians and vehicles, as they approach a hillside. Within seconds, a cascade of rocks and earth broke loose, striking their motorcycle. The bike skidded and toppled, throwing the riders to the ground. Shocked bystanders rushed to their aid, and remarkably, the three escaped without serious injury. The landslide was a direct consequence of a massive cloudburst that struck Uttarkashi, approximately 100 kilometres from Haridwar, on Tuesday afternoon. The cloudburst, centred in the catchment area of the Kheer Ganga river, unleashed flash floods that have claimed at least five lives and left dozens missing across the region. In the village of Dharali, one of the hardest-hit areas, floodwaters and mudslides tore through homes, hotels, and infrastructure, burying nearly half the settlement under debris. Videos emerging from the area show torrents of muddy water and silt surging down slopes, sweeping away trees, vehicles, and multi-storey buildings. In addition to Dharali, the nearby village of Sukki and the Sukhi Top area were also battered by the deluge. The cloudburst's impact was felt across multiple districts, with the India Meteorological Department (IMD) issuing a red alert for Uttarkashi, Rudraprayag, Chamoli, Bageshwar, Pithoragarh, and Udham Singh Nagar on August 6, warning of heavy to very heavy rainfall. Dehradun, Nainital, Champawat, and Pauri were also flagged for intense showers. The Army, Indo-Tibetan Border Police (ITBP), National Disaster Response Force (NDRF), and State Disaster Response Force (SDRF) have been deployed, with additional NDRF teams airlifted from Uttar Pradesh and Madhya Pradesh. As of Wednesday, 150 people have been rescued from Dharali, but at least 50 remain missing, including 11 Army personnel from a camp in Lower Harsil. Eight soldiers were reported missing from the same region following the cloudburst at 1:40 PM on Tuesday. Prime Minister Narendra Modi spoke with Uttarakhand Chief Minister Pushkar Singh Dhami to assess the situation and assured central government support. Among the missing is a group of 28 tourists from Kerala, 20 of whom are settled in Maharashtra. Family members reported that the group, part of a 10-day Uttarakhand tour organised by a Haridwar-based travel agency, was travelling from Uttarkashi to Gangotri on Tuesday morning when the landslides struck.

The quake occurred at 2:24 pm IST, at a depth of 155 kilometers. The epicenter was located at latitude 36.51°N and longitude 70.70°E within the Afghan territory. This was the second quake recorded today, as seismic activity continues to affect the region. Earlier, a magnitude 4.2 earthquake struck at 12:19 pm IST. It occurred at a depth of 47 kilometers, with the epicenter located at latitude 36.54°N and longitude 71.52°E. This is the latest in a series of earthquakes to hit the region in recent days. On August 2, a stronger earthquake measuring 5.5 on the Richter scale struck Afghanistan at a depth of 87 kilometers. Prior to that, on July 29, a 4.8-magnitude earthquake was recorded at a shallow depth of just 10 kilometers. Shallow earthquakes are more dangerous than deep earthquakes. This is so because the seismic waves from shallow earthquakes have a shorter distance to travel to the surface, resulting in stronger ground shaking causing more damage to structures and greater casualties. New Delhi, Aug 6 (PTI) Flash floods in the Himalayas are primarily influenced by the region's land features, while those occurring along the west coast and in central India are driven by factors that affect water flow, a map of hotspots across the country developed by researchers at the Indian Institute of Technology Gandhinagar shows. Three-fourths of flash floods occurring across the country are triggered due to extreme rainfall and moist conditions of the ground caused by recent, prolonged rains, the study published in the journal 'npj Natural Hazards' found. The remaining one-fourth is solely driven by extreme rainfall, it said. The extreme weather event is highly local, in terms of area impacted, and spans a short duration between when rainfall starts and when flooding peaks, which is usually under six hours, according to the India Meteorological Department (IMD). A key finding of the hotspot analysis, the team said, was that extreme rainfall is becoming more common and intense in several basins not prone to flash floods, 'highlighting that the warming climate can lead to newer flash flood hotspots in the future". The map, described in the study, also identifies the risk emerging in sub-basins that are currently less vulnerable to flash floods. 'Flash flood hotspots are mainly centred in the Himalayas, West Coast, and Central India, with geomorphological factors driving flash floods in the Himalayas and hydrological factors (flashiness) in the West Coast and Central India," the authors wrote. They added, 'The combination of extreme precipitation and wet antecedent conditions triggers most (nearly 3/4th) flash floods while the remaining (nearly 1/4th) are solely driven by extreme precipitation." The study analysed data of temperatures recorded by the IMD during 1981-2020, and that of flash floods from datasets, including the 'Emergency Events Database' (EM-DAT). The datasets are said to explicitly categorise flash floods, distinguishing them from other flood types and are therefore essential for analysing the occurrence of the events across the Indian sub-continent, the team said. The researchers noted that most flash floods in India result from extreme rainfall that occurs over the 18 hours leading up to when water flow peaks. However, only a fourth of the events are directly a result of extreme rainfall, the team said. This highlights that wet ground conditions and prolonged rainfall play a crucial role in the occurrence of flash floods, the authors said. The land surface features of the Indian Himalayas make the region particularly vulnerable to unusual and extreme weather events, such as cloudbursts, extreme precipitation, flash floods, and avalanches. The risk of these events has been increasing recently, which scientists attribute to human-caused climate change. On Tuesday, a cloudburst in Uttarkhand's Uttarkashi district triggered flash floods that claimed the lives of at least four people, severely impacting around half of the high-altitude villages in Dharali. Approximately 130 individuals have been evacuated to safety as rescue operations continue in the area, according to officials.
