Abu Dhabi, United Arab Emirates: The Department of Health – Abu Dhabi (DoH), the regulator of the healthcare sector in the Emirate, convened senior international government officials at the Health Leaders Roundtable to shape a Declaration on AI governance principles for healthcare. Held on the sidelines of Abu Dhabi Global Health Week (ADGHW), it considered the challenges and opportunities in unlocking the potential of artificial intelligence (AI), and explored key principles in the governance of AI in healthcare.
Hosted together with PwC Middle East, findings from the roundtable will inform the development of a collaborative approach that will serve as a reference for governments, health systems, and innovators to ensure that AI's integration into healthcare systems is transparent, responsible, and inclusive.
His Excellency Mansoor Ibrahim Al Mansoori, Chairman of the Department of Health – Abu Dhabi, added: 'AI is not tomorrow's technology, it is today's reality. While many of us are adapting to its rise, our children will grow up with it as the norm. That's why the decisions we make today, around ethics, equity, and safety, must be made together. Through this declaration, we will establish a globally accessible guideline that extends beyond borders and commercial interests. This document is a call to action for governments, innovators, and healthcare leaders everywhere.'
The forthcoming Declaration on governance principles for AI in healthcare will outline guiding principles for responsible AI deployment to improve health outcomes and protect patient rights. Designed as a globally accessible resource, the declaration will inspire unified governance and serve as a trusted reference for stakeholders worldwide.
In her opening remarks at the Roundtable, Her Excellency Dr. Noura Al Ghaithi, Undersecretary of the Department of Health – Abu Dhabi, stated: 'AI has extraordinary potential in healthcare. It is already transforming how we deliver care, how we diagnose, and how we discover. But with great power comes great responsibility. In Abu Dhabi, we are harnessing AI as our engine and policy as our platform, turning data into life-saving insight, and insight into meaningful action. Our vision is to deliver healthcare that is precise, proactive, and personal and to do so in a way that puts people, not technology, at the centre.'
During the Roundtable, participants emphasised the need for agile legal and regulatory frameworks to enable the safe and ethical application of AI in healthcare, while enabling innovation. With an emphasis on the need for a human-centred approach, discussions explored key themes including standardisation of data, data privacy and trust, skills development and community engagement.
Key insights from the Roundtable highlight the need for: Transparent testing frameworks to ensure AI tools meet real-world clinical standards;
Collaborative ecosystems that unite regulators, industry, academia, and civil society across geographies;
Responsible data access that protects privacy, ensure security, and clarify ownership;
Addressing the AI skills gap by scaling education and awareness across healthcare systems and prepare healthcare workforces for a new era.
Aligning AI use cases with real-world patient and system challenges, avoiding technology for technology's sake.
The Health Leaders Roundtable brought together a distinguished group of local and international voices, including government officials, AI experts, healthcare executives, and multilateral organisations, to explore the shared principles and practices needed to deploy AI responsibly, effectively, and equitably.
These themes build on Abu Dhabi's rapidly advancing AI ecosystem, which in the field of health, is taking billions of data points, and turning them into life-changing insights.
Supporting the Emirates's approach is the Global AI Healthcare Academy, launched by DoH, which equips healthcare professionals worldwide with theoretical knowledge and hands-on training needed to implement AI technologies effectively, setting a global standard for capacity building. In addition, Malaffi – the region's first Health Information Exchange – provides secure, real-time access to patient data across both public and private healthcare providers. This seamless data integration is crucial for enabling AI tools to be deployed safely, efficiently, and at scale.
ADGHW is a major government initiative from DoH, and serves as a platform for innovation and collaboration under the 2025 theme 'Towards Longevity: Redefining Health and Well-being.' World's First AI Doctor Clinic Opens in Al-Ahsa
Patients at Almoosa Health Group's pilot clinic are now met first by an AI doctor, named 'Dr Hua', with human physicians supervising final diagnoses and treatment plans. Saudi Arabia has launched what is being described as the world's first artificial intelligence-led doctor clinic in the eastern region of Al-Ahsa. The facility, opened by Almoosa Health Group in partnership with Chinese firm Synyi AI, marks a global first in using AI as the primary point of care—while maintaining human medical oversight for safety. At the clinic, patients consult an AI doctor named 'Dr Hua' via tablet interface. The system uses a combination of voice recognition, medical imaging, and interactive questioning to assess symptoms and suggest diagnoses. Human assistants are present throughout the consultation to guide patients and collect supporting data. The AI system currently covers 30 respiratory conditions, such as asthma and pharyngitis, and developers plan to expand its diagnostic range to 50 diseases, including those affecting the digestive and dermatological systems. Treatment plans generated by the AI are reviewed and approved by a licensed physician before any action is taken. According to Synyi AI, pre-trial testing showed an error margin of 0.3%. The system uses large language models that have been adapted to Arabic and local medical terminology to better serve the region's patients. Human doctors remain on-site to verify results and respond to medical emergencies.

El-Sisi stresses importance of incorporating AI in education and health
President Abdel-Fattah El-Sisi directed the government on Wednesday to explore the possibility of incorporating Artificial Intelligence (AI) as a mandatory subject in school curricula and to leverage AI applications in healthcare. El-Sisi's directives came during a meeting on Wednesday with Prime Minister Mostafa Madbouly and Deputy Prime Minister for Human Development and Minister of Health and Population Khaled Abdel Ghaffar. According to the Egyptian Presidential Spokesperson Mohamed El-Shennawy, El-Sisi also instructed the government to improve healthcare professionals' working conditions, enhance their participation in modern training programs, and leverage AI applications in healthcare. Health insurance system El-Shennawy noted that Madbouly and Abdel Ghaffar briefed the president on the government's plan for implementing the second phase of the Universal Health Insurance System (UHIS). Phase two will cover the governorates of Damietta, Kafr El-Sheikh, Minya, Matrouh, and North Sinai. It includes developing 11 hospitals and constructing 19 new ones. This brings the total number of hospitals in the designated governorates to 65, with a total capacity of 10,517 beds. The second phase also includes establishing 534 primary healthcare units and centres, including medical and non-medical equipment, at an estimated cost of EGP 115 billion. These additional units and centres bring the total number of healthcare units and centres in the designated governorates to 669. According to the spokesperson, the president, in turn, directed the government to expedite the completion of the second phase. He also stressed the importance of adhering to implementation timelines and meeting the highest quality standards. Digital health system Moreover, El-Shennawy stated that the Minister of Health reviewed steps towards developing a comprehensive digital health system that aligns with Egypt's 2030 Vision. The system aims to improve healthcare quality, facilitate service access, and increase operational efficiency. These steps also include creating electronic health records, applying AI technologies, establishing a national health information exchange platform, and enhancing international partnerships to ensure the sustainability of the digital transformation. In this context, the president directed the government to explore incorporating AI as a mandatory subject in school curricula. Presidential initiatives According to the spokesperson, El-Sisi listened to a presentation about presidential initiatives to improve public health for multiple age groups. These initiatives include examining individuals between birth and five, five and 15, and 18 and 65 through 15 presidential initiatives that provide 234 million health services at 3,527 health units. In addition, El-Shennawy indicated that the president was briefed on the implementation status of the national health projects across the country. These projects include developing and constructing 20 hospitals in 11 governorates, at an estimated cost of EGP 11.7 billion, during the 2025 fiscal year. The 20 hospitals add about 2,649 beds, including 458 ICU beds. They also add 442 incubators, 1,749 inpatient beds, 542 dialysis machines, and 95 operating rooms. Eleven hospitals have been completed in ten governorates. The Ministry of Health has also equipped existing hospitals under its administration with all necessary medical equipment up to the third quarter of the 2024-2025 fiscal year. Furthermore, the spokesperson noted that El-Sisi was updated on the Waiting List Initiative. Since its launch in July 2018, around EGP 24.746 billion has been spent to treat approximately 2.69 million citizens through the initiative. At least 2.1 million citizens were treated at state expense in 2025, and the cost of their treatment is estimated at EGP 23.2 billion. Moreover, El-Shennawy added that the president was briefed on the government's efforts to localise pharmaceutical and medical device manufacturing. In this respect, El-Sisi emphasised providing all the necessary facilities to attract investments in this vital sector, which would meet local market demand and increase Egyptian exports. Human development According to the spokesperson, the president also reviewed the steps the Human Development Ministerial Group has taken to implement the national human development project "Bedaya." These steps include increasing nurseries for children under six and establishing 300 integrated human development centres in different governorates. Similarly, Minister of Health Khaled Abdel Ghaffar presented an overview of the National Population and Development Strategy. The strategy is part of the presidential initiative "Bedaya," which aims to improve demographic characteristics and reduce stunting, obesity, and anaemia rates among children. Abdel Ghaffar also provided an update on the population growth file. He noted that the annual population growth rate decreased by 1.34 percent in 2025, compared to 1.4 percent in 2024. CAR-T cancer therapy—one of the world's most expensive treatments—will soon be produced locally in the UAE at a fraction of the price. Apr 20, 2025 In a major healthcare breakthrough, the UAE is set to manufacture CAR-T cell therapies locally, cutting treatment costs by up to 90% compared to international prices. The initiative, announced during Abu Dhabi Global Health Week, results from a partnership between Burjeel Holdings and US-based non-profit Caring Cross. CAR-T therapy is a next-generation immunotherapy that reprograms a patient's immune cells to target and destroy cancer cells, primarily used to treat aggressive blood cancers like leukemia and lymphoma. With current global treatment prices ranging from USD 350,000 to over USD 1 million, access has remained limited across the MENA region. This new initiative will establish a local manufacturing ecosystem, with Caring Cross supplying the technology, raw materials, and training needed to support point-of-care production. The first phase focuses on leukemia and lymphoma, with plans to expand into treatments for other diseases, including HIV. The partnership aims to position the UAE as a regional hub for advanced cell and gene therapies, enhancing access to life-saving treatments and supporting healthcare sustainability across underserved populations in MENA and beyond.
