Ministry of Finance Partners with LuLu Hypermarket to Enhance Digital Procurement Efficiency

Hi Dubai01-05-2025

The Ministry of Finance has signed a strategic agreement with LuLu Hypermarket to strengthen the UAE's federal digital procurement system, a move aimed at streamlining government purchases and boosting cost-efficiency across federal entities.
The agreement, signed today in Dubai, was formalized in the presence of Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, and Yusuff Ali, Chairman and Managing Director of LuLu Group International. It allows federal entities to access a wide range of products through the digital procurement platform at competitive prices, with the added benefit of exclusive discounts.
Designed to enhance transparency, speed, and efficiency, the partnership introduces the 'Punch Out' feature—a digital link between the procurement platform and LuLu's e-commerce site. This feature enables users to navigate directly to LuLu's product catalogue, place orders, and complete transactions within minutes.
The collaboration is part of the Ministry's broader efforts to modernize and expand its supplier network under the Federal Law on Procurement. The goal is to reduce procurement time, cut operational costs, and support the government's vision for a smart, integrated, and sustainable financial system.
LuLu Hypermarket becomes one of the first suppliers to integrate the new feature, offering federal buyers access to over 120,000 products and services across 35 categories. The platform has already shortened procurement cycles from 60 days to just 6 minutes.
The Ministry has also rolled out supporting measures, including a new Procurement Procedures Manual and Delegation of Authority Matrix, to reinforce compliance and procedural efficiency across all federal entities.

Ministry of Energy and Infrastructure Launches Initiatives to Support Senior Citizens

The Ministry of Energy and Infrastructure (MoEI) has unveiled a new suite of initiatives titled We Are Your Support to enhance services and improve the quality of life for senior citizens and residents across the UAE. Launched as part of the Year of the Community , the initiative introduces integrated and personalised services aimed at reinforcing the status, stability, and well-being of the elderly population. Key components include the National Housing Specifications Guide for Senior Citizens, free housing designs via the 'Darak' platform, and voluntary engineering consultations under the 'Aounkom' programme. To ensure seamless access to these services, the Ministry has deployed dedicated advisors at service centres in Dubai, Sharjah, Ras Al Khaimah, and Fujairah. Selected for their communication skills and cultural fluency, these advisors provide specialised support tailored to the needs of senior citizens. The initiative also offers gender-sensitive solutions. Women can now complete transactions from home through the 'Leen Babek' service, while men benefit from priority parking, smart service desks, and personalised follow-ups. Additionally, the 'Golden Counter' prioritises elderly visitors at all participating service centres. Workshops have been introduced to help senior citizens become more familiar with digital services, with direct assistance available when needed. Sharif Al Olama, Under-Secretary for Energy and Petroleum Affairs at MoEI, described the initiative as a reflection of the UAE leadership's vision for inclusive and human-centred services. 'Serving the elderly is a privilege and a gesture of gratitude,' he said. 'This initiative is a model of care and empowerment aligned with our commitment to deliver proactive, seamless, and people-focused services.' News Source: Emirates News Agency

UAE midday break for workers starts

The UAE's midday break for outdoor workers came into effect on Sunday. The break runs until September 15 and prohibits work under direct sunlight and in open-air spaces between 12.30pm and 3pm. The annual initiative, overseen by the ministry of Human Resources and Emiratisation, was first introduced in 2004 and gives employees respite from the scorching summer heat. Companies will be fined Dh5,000 for each time a worker breaches the midday ban and up to a maximum of Dh50,000 if several cases take place. The safety measures came back into force after the UAE has seen climate records tumble. The country has recorded its hottest April and May since records began. 'Now in its 21st consecutive year, the Midday Break is rooted in a sustainability-centred approach that the UAE implements in line with its commitment to providing a safe working environment as per international best practices and occupational health and safety standards, protecting workers from injuries and illnesses caused by working in high temperatures during the summer months,' the ministry said on social media. The ministry will be inspecting workplaces across the country over the next few months to monitor implementation of rule. The ministry said 51 infractions were uncovered last year as a result of 134,000 inspections, down from 96 the previous year.
