LCCI SVP presents budget proposals to Senate body

LAHORE: Senior Vice President of the Lahore Chamber of Commerce and Industry Engineer Khalid Usman has presented the key Budget Proposals to the Senate Standing Committee on Finance and Revenue which was chaired by Senator Saleem Mandviwalla and was also attended the public and private sector officials, secretaries, chairpersons and directors from across the country.
Engineer Khalid Usman in his address said that the upcoming Federal Budget 2025–26 holds critical importance for Pakistan's economic revival and the LCCI had prepared an in-depth budget document after thorough consultations with its members. He underscored the need for reducing the cost of doing business and enhancing in Pakistan. He urged the government to simplify business-related procedures and reduce excessive regulations.
The LCCI Senior vice President also stressed the importance of framing policies that support industrial growth, trade expansion and macroeconomic stability. He said that the LCCI's proposals also aim at creating a more supportive environment for taxpayers by recommending reforms in audit and refund mechanisms. A key demand presented
was to broaden the tax net instead of putting additional burdens on existing
taxpayers.
He said that restructuring the tariff system is essential to promote industrialization. He advocated adopting a cascading tariff structure whereby lower duties are applied to raw materials, moderate duties on semi-finished goods and higher rates on finished products. Such a model would encourage local value addition and discourage excessive reliance on imports.
Engineer Khalid Usman said that the LCCI firmly opposed the Ministry of Commerce's proposed blanket 0 to 20% tariff regime, calling it detrimental to domestic industrial competitiveness.
Another important suggestion presented was the exemption of import duties on water treatment plants. He said that it is crucial for industries to treat wastewater to comply with international environmental standards, but high import duties make the installation of such plants prohibitively expensive. Removing these duties would enhance environmental compliance and strengthen Pakistan's position in global markets.
On the issue of taxation, LCCI SVP urged the alignment of FBR's SME definition with SMEDA's, recommending that enterprises with an annual turnover of up to Rs. 800 million be classified as SMEs instead of the current Rs. 250 million limits. This change would bring more businesses into documentation while ensuring fair taxation under a simplified regime, which includes a tax of 15% on net profit or 0.5% on revenue, with an exemption from audits for three years.
He proposed that the cascading principle should also be applied to sales tax, with 0% on raw materials, 5-8% on intermediate goods and 18% on finished products. Furthermore, he criticized FBR's decision to shift exporters from the Final Tax Regime (FTR) to the Minimum Tax Regime (MTR), stating that this move creates additional complications and financial burden for exporters, who now have to calculate taxable income under standard procedures and potentially pay additional taxes beyond the 1% already paid on export proceeds.
To bring traders effectively into the tax net, Engineer Usman suggested the introduction of a simplified fixed tax regime, starting with a minimum fixed tax irrespective of business volume, followed by the development of detailed tax slabs through stakeholder consultations. He also raised concerns over the imposition of super tax based on presumed profits calculated from turnover, labelling it as unjust, especially in loss-making scenarios.
Referring to SRO 55(I)/2025, he criticized the newly introduced reporting requirements – Annex-J for production data from manufacturers and Annex-H1 for stock statements from commercial importers and wholesalers – which he claimed have led to harassment of the business community through unjustified notices and raids. He stressed that such measures discourage investment and hurt export potential, calling for their immediate withdrawal.
He proposed increasing the turnover threshold for withholding agents from Rs. 100 million to Rs. 250 million, considering inflation and currency devaluation. Addressing the issue of foreign assets declared under past amnesty schemes, he condemned the freezing of bank accounts and issuance of notices despite pending Supreme Court decisions, calling these actions unjust and demanding their immediate halt.
Engineer Usman stressed the importance of timely tax refunds for exporters to maintain liquidity, boost investment and ensure smooth economic activity. He emphasized that FBR must strictly adhere to the 72-hour processing window for sales tax refunds under the FASTER system, highlighting that delays often extend to a month, severely affecting exporters. He proposed that if refunds are not processed within 15 days, the FBR should pay interest on the delayed amounts and that income tax refunds should also be processed through automated systems like sales tax refunds.
He also called for continuity in economic policies, recommending they be framed under a long-term vision spanning at least 10 years to ensure sustainable growth and macroeconomic stability. Lastly, he advocated for the abolition of the 1.8% Sindh Infrastructure Development Cess (SIDC) on exporters, noting that it cannot be claimed back and undermines Pakistan's export competitiveness.
Engineer Khalid Usman concluded his remarks by reaffirming the Lahore Chamber's commitment to working with all stakeholders to promote industrial growth improve business conditions and contribute to Pakistan's economic prosperity.

KARACHI: The Pakistan Chemical & Dyes Merchants Association (PCDMA) has raised serious concerns about difficulties faced by traders in filing their sales tax returns, following a new requirement introduced by the Federal Board of Revenue (FBR). Through SRO 55(I)/2025, the FBR has made it mandatory for all registered commercial importers, distributors, and wholesalers to declare their stock position in Annexure H1 with every monthly sales tax return. However, PCDMA Chairman Salim Valimuhammad said the lack of clear instructions from the FBR has created unnecessary confusion and hardship. He explained that many traders submitted their March 2025 returns without Annex H1 simply because they didn't understand the process. As a result, they're now unable to declare their opening stock for April, and the delay continues even in June. 'PCDMA has received many complaints from members who are still unable to file their April 2025 returns due to this confusion,' Valimuhammad stated. He added that many traders were forced to go back and forth with the FBR for clarification. Eventually, the FBR allowed revised returns without needing to change Annex A or C or seek commissioner approval—but by then, it was too late for many. To address the issue, PCDMA is urging the FBR to grant traders a 60- to 90-day grace period to submit Annexure H1 after filing their returns. This would be similar to the 120-day window already available to manufacturer-exporters. 'PCDMA believes that such decisions should be made after proper consultation with trade bodies,' Valimuhammad said. He emphasized that timely and clear communication is crucial to ensure compliance and avoid similar problems in the future. PCDMA continues to push for reforms that protect traders' interests and promote smoother tax procedures. LAHORE: Chief Minister Punjab Maryam Nawaz Sharif said the Punjab's first climate policy, Climate Resilient Punjab Vision and Action Plan, has been implemented. A special environmental endowment fund worth Rs 15 billion has been established for environment-friendly startups and businesses. The Punjab province has attained the honour of establishing Pakistan's first Environmental Protection Force (EPF) for environmental protection. The chief minister in her message on World Environment Day, said that Punjab's environmental commitment has entirely changed in a span of one year. Punjab has taken unprecedented steps for environmental improvement in one year. A plastic management cell has been established for environmental protection, which is ensuring a complete ban on single-use plastic. She revealed that for the first time in Punjab, online registration of plastic manufacturers and sellers has been started. For the first time, Emission Testing Certification of vehicles according to international standards has been launched to combat smog hazards. Millions of vehicles have been registered under Emission Testing Certification in Punjab, she said. She apprised that 50 air quality monitoring stations have been installed across the province to monitor the environmental situation. She highlighted that thousands of youths are actively working in cities and villages under the Climate Leadership and Development Internship Program to create awareness among the public about the elimination of environmental pollution. She disclosed that a GIS squad has been established to ensure environmental protection with the help of artificial intelligence. The CM outlined, 'Four fuel testing labs have been established to check the quality of petrol to prevent smog. Sprinkler systems are being installed on buildings under construction to prevent dust. For the first time, 15 water quality monitoring stations are being established to check the quality of water on rivers and rain water drains. Environmental benefits are being achieved through tree plantation, recycling and e-bikes through the Chief Minister Green Credit Programme.' She emphasised, 'The first 'Strategic Cell' has been established in the Department of Environmental Protection and Climate Change to create environmental awareness and consciousness among the public. EPA has declared Punjab as the first ESO certified agency in Pakistan owning to successful measures being taken for environmental protection. The first dedicated Helpline '1317' has been established for public feedback regarding environmental protection. To prevent smog, emission control systems are being installed in more than 2000 industrial units and e-mapping of all units is being carried out. For the first time in Punjab, all brick kilns have been shifted to zigzag technology.' She highlighted, 'In order to convert the environmental pledge into practical action, environmental divisional offices have been established in five divisions and four new divisional offices are being established. For the first time in Punjab, environmental social safeguard training is being organized in the government departments. A 'Green Punjab app' has also been established for the convenience of the public. The electric bus service has been launched in Lahore, 1100 more electric buses will be provided in all divisions. ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) is all set to hold a public hearing on June 13, 2025 for distribution and supply interim tariffs of eight power Distribution Companies (Discos) for FY 2025-26 under Multi-Year Tariff (MYT) regime in which the companies have sought revenue requirement of over Rs 455.6 billion. The eight Discos, GEPCO, QESCO, MEPCO, SEPCO, HESCO, PESCO, TESCO and HAZECO have filed their distribution and supply tariff petitions under MYT regime for five years' period from FY 20225-26 to FY 2029-30. According to the tariff petition, GEPCO has sought approval of revenue requirement of Rs 67.821 billion of which Rs 16.598 billion is on account of pay & and allowances, Rs 13.815 billion post-retirement benefits, other expenses Rs 4.909 billion (total O&M cost Rs 43.446 billion) , depreciation Rs 4.792 billion, RORB Rs 8.750 billion and other income negative Rs 5.418 billion other income and Prior Year Adjustment (PYA) Rs 24.375 billion. QTA & MTA: Nepra cuts tariffs for Discos and KE MEPCO has sought NEPRA's approval for revenue requirement of Rs 139.106 billion of which, pay and allowances are Rs 22.302 billion, post-retirement benefits Rs 29.384 billion, repair and maintenance, Rs 7.869 billion, travelling allowance Rs 1.936 billion, vehicles maintenance, Rs 1.161 billion, other expenses Rs 507 million (total O&M cost Rs 79.653 billion), depreciation Rs 4.792 billion, RORB Rs 8.750 billion, other income negative Rs 8.731 billion and Prior Year Adjustment Rs 79.453 billion. QESCO's total proposed revenue requirement for FY 2025-26 is Rs 50.120 billion which includes, pay and allowances Rs 9.947 billion, post-retirement benefits, Rs 3.044 billion, repair and maintenance, Rs1.496 billion, traveling allowance, Rs 1.936 billion, vehicles maintenance, Rs 797 billion, other expenses Rs 1.356 billion, (total) O&M cost Rs 17.100 billion), depreciation, Rs 2.944 billion, RORB Rs 15.696 billion, other income negative Rs 1.950 billion and PYA Rs 16.298 billion. SEPCO has sought total revenue requirement of Rs 58.053 billion, of which O&M cost is Rs 22.226 billion, Distribution Margin/Supply Margin, Rs 25.3032 billion, PYA Rs 25.522 billion. TESCO's revenue requirement for FY 2025-26 is estimated to be Rs 7.303 billion of which Rs O& M expense is Rs3.883 billion and DM/SM Rs 5.629 billion. PESCO: - Total revenue requirement for FY 2025-26 Rs 81.449 billion which includes O&M expense Rs 37 billion, DM/ SM- Rs 52 billion and PYA Rs 29.344 billion. HESCO's total revenue requirement for FY 2205-26 is Rs 39.448 billion of which O& M expense is Rs 25.130 billion, DM/SM Rs 33.693 billion and PYA Rs 5.755 billion. HESCO's total revenue requirement is Rs 12.320 billion for the FY 2025-26, which includes O&M Rs 7.883 billion, depreciation, Rs 831 million, RORB Rs 3.028 billion, advance tax Rs 1.129 billion and other income negative Rs 550 million.
