UAE Named Best Country for Entrepreneurs in 2025

The UAE has been named the best place in the world for entrepreneurs as foreign ownership rules, government support and finance options make it easier than ever to launch a business in the country.
The UAE has ranked first globally for the fourth consecutive year in the Global Entrepreneurship Monitor (GEM) Report 2024/2025.
The report also ranked the UAE as the best place for entrepreneurship and small and medium-sized enterprises among 56 economies assessed this year.
The UAE secured the top position among high-income countries in 11 out of 13 key indicators based on expert assessments of institutional frameworks supporting the entrepreneurial environment.
The areas in which the UAE excelled globally included: Entrepreneurial finance
Ease of access to funding
Government policies supporting entrepreneurship
Government policies on taxes and bureaucracy
Government entrepreneurship programmes
Entrepreneurship education at school level and post-school level
Research and development transfer
Commercial and professional infrastructure
Ease of market entry in terms of regulatory burdens
Social and cultural norms related to entrepreneurship
Alia bint Abdullah Al Mazrouei, Minister of State for Entrepreneurship, said the achievement reflects the results of the UAE's forward-looking vision, supported by the guidance of its wise leadership, to build an integrated entrepreneurship and SME ecosystem.
She added that the UAE's continued recognition as the top environment for entrepreneurship and the leading destination for startups globally for the fourth year in a row represents the country's regional and international progress.
She noted that this accomplishment demonstrates the UAE's commitment to providing an attractive and impactful entrepreneurship climate aligned with global best practices, enabling startups to grow in advanced and digital economic sectors, and offering financing initiatives and solutions that support the country's positioning as a global hub for the new economy by the next decade, in line with the objectives of the 'We the UAE 2031' vision.
The report highlighted that the UAE's entrepreneurial environment continues to flourish and advance globally, supported by business-friendly policies, distinguished government initiatives and a competitive investment climate.
One of the key contributing factors to this success was the UAE's investment of $8.7bn to boost innovation and the growth of small and medium-sized enterprises as part of the Projects of the 50 initiative.
The report also cited the allowance of 100 per cent foreign ownership of companies and the consistent increase in foreign direct investment, which reached record levels in 2023.
It further pointed out that the entrepreneurial culture in the UAE is marked by high awareness and ambition among the population.
Approximately 67 per cent of adults know an entrepreneur or believe they have the necessary skills to start a business.
Meanwhile, 70 per cent of Emiratis see strong opportunities to launch a business locally, 78 per cent of new entrepreneurs prioritise social and environmental impact over profit, and 75 per cent of early-stage entrepreneurs plan to expand their teams and employ at least six people in the next five years.
Furthermore, 80 per cent intend to integrate digital technology into their business operations, 78 per cent are motivated to generate high income or wealth, and 55 per cent of entrepreneurs serve customers outside the United Arab Emirates, strengthening the country's position as a global centre for business and investment.
The UAE was also ranked first globally in the same report under the GEM's National Entrepreneurship Context Index (NECI), which assesses each country's supportive environment for entrepreneurship based on scores derived from national experts' evaluations.
This supports the United Arab Emirates vision to reach one million SMEs by 2031.

The UAE's Defaulted Debts Settlement Fund has exempted 222 citizens from debts totalling more than AED 139.879 million, following directives from President Sheikh Mohamed bin Zayed Al Nahyan. The Fund cleared debts exceeding AED 86.476 million for 132 retirees, whilst exempting 90 citizens under the social support category from debts totalling more than AED 53.403 million. 'The initiative reflects the wise leadership's vision to ease the lives of citizens and ensure them a dignified and stable standard of living,' the Emirates News Agency (WAM) said in a statement. The programme contributes to social development by alleviating financial burdens, supporting retirees and social support beneficiaries, and fostering family stability, according to the statement. The initiative aligns with the UAE's national strategy for sustainable development and demonstrates commitment to social cohesion and prosperity, with attention focused on those who served the country and the community's most vulnerable members. The Fund emphasised that the programme embodies President Sheikh Mohamed bin Zayed Al Nahyan's commitment to alleviating financial burdens on citizens. It highlights his vision to ensure a dignified life for Emiratis, promote their well-being, strengthen family and community stability, and uphold the values of cohesion and solidarity that characterise Emirati society. The UAE's Ministry of Human Resources and Emiratisation (MoHRE) has called on private sector companies with 50 or more employees to meet Emiratisation targets for the first half of 2025 and achieve a growth of 1 per cent or more in the number of UAE citizens employed in skilled jobs out of their total skilled workforce by June 30. Starting from July 1, the Ministry will begin verifying the extent to which companies have complied with the set targets, as well as other related requirements, which include registering the Emirati nationals they employ with a social security fund and consistently paying the required contributions. Compliance with these conditions allows companies to avoid financial contributions, which will be imposed on establishments that violate these terms. Farida Al Ali, MoHRE's Assistant Under-Secretary of National Talents, said: 'The impressive performance we have seen in the labour market, coupled with the UAE's rapid economic growth, serve to enhance private sector companies' ability to meet their Emiratisation targets. 'This progress goes hand in hand with a well-established partnership approach between the Ministry and the Nafis programme, supporting the achievement of Emiratisation policies and targets across the private sector.' Al Ali praised the private sector's engagement with Emiratisation policies and its commitment to meeting the required targets, which has had a positive impact on this national priority. The number of Emiratis working in the private sector has reached an unprecedented milestone of over 136,000 UAE citizens employed across 28,000 companies by the end of April 2025, she revealed, asserting her confidence in these companies' ability to continue meeting their targets, particularly by taking advantage of the Nafis platform, which hosts a large pool of qualified Emirati candidates suited for the targeted jobs. Furthermore, she noted that the Ministry will continue to offer incentives and benefits to companies that achieve exceptional Emiratisation results, which include membership in the Emiratisation Partners Club. Benefits for members of the Club include financial discounts of up to 80 percent on MoHRE service fees and priority in the government procurement system, which enhances their business growth opportunities. The Ministry has developed a highly efficient digital field inspection system to detect fraudulent practices, such as engaging in 'Fake Emiratisation' schemes or attempting to circumvent Emiratisation targets. Between mid-2022 and April 2025, the system successfully flagged around 2,200 establishments found to be in violation of Emiratisation policies and decisions, and legal actions have been taken against them. The Ministry of Human Resources and Emiratisation provides various channels to report practices that violate Emiratisation policies in the private sector, including a call centre that can be reached at 600590000, in addition to the Ministry's smart application and official website.
