The Public Accounts Committee (PAC) took notice of the rising sugar prices on Tuesday, expressing displeasure over the failure of concerned ministries to submit a report on the matter.
PAC Chairman Junaid Akbar Khan, irked by the lack of response, summoned three federal secretaries – secretary of industries, secretary of national food security and secretary of commerce – to explain the delay.
The meeting reviewed audit objections related to the Ministry of Housing and Works for the fiscal years 2022-23 and 2023-24.
The committee was particularly alarmed by revelations that Rs11 billion had been disbursed to contractors for development projects without conducting mandatory laboratory reports.
During discussions on financial irregularities, the Secretary of Housing and Works attributed the lapsing of grants to delays in final fund releases. The Ministry of Finance faced criticism for late disbursements. PAC member Naveed Qamar said it would be absurd to release funds on June 26. The PAC chairman questioned finance officials, asking whether funds had been allocated for lapses.
Naveed Qamar asserted that the secretary of finance and the secretary of planning should be summoned and asked to rectify the procedure. The committee decided to defer the matter to the next meeting. The session also uncovered that luxury items worth Rs180 million had been purchased for two government-owned houses in Sector F-6, Islamabad.
Committee members pressed housing ministry officials to disclose the occupants of these residences. However, the officials remained tight-lipped.
Director General of the Public Works Department (PWD) claimed he was unaware of the details.
In a sharp rebuke, PAC Chairman Junaid Akbar said, "If we had done something like this, the media would have been all over us, calling it a grave injustice".
Addressing journalists present at the meeting, he questioned: "Can anyone tell me who lives here?"
Secretary of housing and works assured the committee that the names of the occupants would be provided within 30 minutes. However, when the committee reconvened after the deadline, ministry officials cited 'network issues' and requested time to check the details outside the meeting hall.

The Public Accounts Committee (PAC) of the Sindh Assembly has ordered a comprehensive audit of the Rs2billion monthly budget allocated to union councils (UCs) across the province, citing concerns over financial irregularities and lack of oversight. In a formal letter to the auditor general of Pakistan, the PAC expressed concern that the substantial funds distributed to 1,600 UCs across Sindh are not being properly audited. The committee noted that while the Sindh government disburses Rs2billion monthly to these local bodies, there is no ongoing scrutiny of how the funds are being spent. According to the letter, only the UCs in Karachi Division were audited by the Directorate General (DG) Audit between 2018 and 2019. The financial activities of UCs in other districts of Sindh remain unaudited, raising serious accountability concerns. In response, the PAC has urged the AGP to instruct the relevant DG Audit offices to conduct a three-year audit of the budgets and expenditures of UCs throughout Sindh. Meanwhile, the PAC reported huge recoveries from various government departments in Sindh, totaling over Rs16.22billion to date. The latest recovery of Rs3.42 billion includes, Rs1.87billion deposited by DG Audit Local Government from recoveries made between September 2024 and April 2025. It also has Rs782.72million collected by DG Audit Sindh between July 2024 and April 2025 and Rs772.18million recovered by DG Audit Works during the same Rs12.59billion was recovered in outstanding water charges from various federal and provincial institutions on behalf of the Karachi Water and Sewerage Board. These amounts have all been deposited into the government treasury. PAC Chairman Nisar Khuhro stated that the PAC held 97 meetings between July 2024 and May 2025. During this period, the committee reviewed 1,383 audit paras from various departments, settling 325 of them. The remaining 1,058 paras were deferred for further consideration. Khuhro stressed that the recovery and deposit of over Rs16billion into the government treasury reflect the PAC's unwavering commitment to financial accountability and transparency. He affirmed that the PAC will continue its efforts to recover public funds and ensure fiscal discipline across all government departments.

ISLAMABAD: National Assembly's Public Accounts Committee (PAC) on Thursday examined the audit report of the Ministry of Communication for the year. During the meeting, audit officials said that instead of 3,938 sanctioned posts, 4,252 were advertised. 314 additional recruitments were made. On one point, Junaid Akbar Khan said that the documents of the majority are fake; jobs were sold, and you are saying there is a stay order. Most peoples' documents were forged, he added. Whoever took the money did wrong, and whoever gave the money also did wrong, member Afnanullah Khan said. He recommended action should be taken against those responsible. Action should also be taken against whoever made the appointments, says Junaid Akbar Khan. The committee referred the matter of illegal recruitments to NAB for investigation as well as decided to summon the Attorney General regarding the stay order cases. Audit objection also been raised pertaining to the unauthorised use of over Rs 4 billion by Pakistan Post Office. The communications secretary said, 'We have taken departmental action.' The National Accountability Bureau (NAB) has summoned two retired officials in connection with the Rawalpindi Development Authority (RDA) financial scandal. The summons were issued for Thursday (today) following their nomination as suspects by the RDA administration. The accused include former Director Asif Mehmood Janjua and retired Assistant Director Khawaja Arshad Javed. According to the NAB notice, both individuals are required to explain why they issued instructions to the bank regarding the issuance of Certificates of Deposit (CDRs), despite allegedly lacking the authority to do so. The bureau has asked them to provide a detailed explanation for their actions, submit complete records related to the CDRs, and furnish the names and details of all recipients. The notice further warned that failure to appear or comply would result in legal action in accordance with the law. This development marks a significant step in NAB's investigation into alleged financial irregularities within the RDA. More details emerge of scam Investigations have revealed that large sums of money were transferred to various companies, vendors, and individuals through Call Deposit Receipts (CDRs). These transactions were traced with the help of bank records and a report compiled by RDA's probe committee, which has now been provided to the investigative authorities. The companies and vendors involved in these transactions include MS Addad (Rs393.17million), Car Specialist Network (Rs11 million), Pothohar Associates (Rs74.26 million), SNK & Company (Rs324.46 million), Silver Stone (Rs339.4 million), and Smart Cubed (Rs309.77 million). RDA's investigation is currently comparing these transactions with records from the relevant banks. Meanwhile, a probe committee formed by RDA's Director-General Kanza Murtaza under Director State Management Nasir Shehzad Gondal has issued a report. The committee noted significant negligence and carelessness in RDA's Finance Department and found that the bank involved failed to verify the transactions with authorities before processing them. The committee concluded that the preparation of CDRs was an overstep of authority and illegal. As a result, the committee has recommended that the case be forwarded to the ACE and other relevant agencies to recover RDA funds and further investigate the irregularities.
