DJI and General Secretariat of the Judicial Council organises first edition of ‘Emerging Legal and Judicial Challenges Forum'
The first edition of the forum witnessed the presence of H.E. Prof. Abdullah Saif Al-Sabousi, Secretary General of the Judicial Council; His Excellency Counsellor Mohammed Mubarak Obaid Al Sabousi, Director of the Judicial Inspection Department; and H.E. Justice Khalid Al Hosani, Chief Justice of the Court of First Instance. The forum was also attended by the Assistant Secretary General, heads of courts, and a distinguished group of members of the judiciary authority and counselors.
Her Excellency Judge Dr. Ebtessam Ali Al Badwawi, Director General of Dubai Judicial Institute, delivered the opening address, highlighting the importance of cultivating a culture of judicial dialogue to address such phenomena that impede the proper administration of justice. Her Excellency reaffirmed the Institute's role as a cornerstone of intellectual and professional excellence in advancing the quality and integrity of judicial work.
The forum's sessions encompassed a wide range of topics, including the legal classification of malicious lawsuits, corresponding penalties, the extent of current legislative frameworks, real-life examples to illustrate the detrimental effects of such lawsuits on the justice system, and a review of countermeasures in international legislation.
As an interactive platform for judicial discourse, the forum facilitated the exchange of insights among legal professionals. It also reinforced the significance of collaborative knowledge initiatives in supporting institutional integration among judicial entities to enhance the effectiveness of judicial work in the UAE. Participants emphasised the critical need for enhancing legislative instruments and empowering the judiciary while proposing effective legal measures to safeguard the legal process from the misuse of litigation rights.

DJI publishes annual report, highlights key achievements
The Dubai Judicial Institute (DJI) has issued its annual report for 2024, reaffirming its unwavering commitment to empowering the judicial workforce and enhancing its capabilities. The report highlights a series of exceptional achievements that underscore the Institute's pivotal role in advancing judicial and legal competencies. These efforts reflect the vision and directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and the guidance of Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council. The ultimate objective of all such efforts exerted by the DJI is to strengthen the efficiency of the judicial system, promote upskilling, and implement global best practices to deliver swift, efficient, and accessible justice. According to the report, 2024 marked a qualitative leap in the DJI's wide-ranging programme, with its sustained efforts culminating in remarkable achievements while reinforcing its commitment to the highest standards of quality and excellence. One of the most notable of these achievements is the institutional accreditation it received from the Ministry of Higher Education and Scientific Research. Recognising the Institute's leadership in elevating the quality of its programmes in terms of innovative content and delivery through its smart digital platforms serving the Arab judicial community, it was honoured by the Arab Center for Legal and Judicial Research operating under the auspices of the League of Arab States with the 'Arab Judicial Training Excellence Shield' Award for 2024. The report highlighted the launch of the Dubai Judicial Training Platform, which is designed as an integrated digital gateway for the diverse training programmes offered by the Institute. The platform enables trainees to manage self-learning content and maximise the benefits of training anytime and anywhere. The report spotlighted the implementation of 131 training programmes benefiting 7,337 individuals who aggregated 2,066 training hours through the courses. A total of 986 local and international entities from across the public and private sectors benefited from the programmes. Underscoring this aspect, and exemplifying its efforts to promote innovation, the DJI launched the 'Virtual Crime Scene in the Metaverse' programme, representing a qualitative leap in practical and applied training for members of the Public Prosecution in Dubai. The initiative aims to enhance skills amongst members of the Public Prosecution in conducting inspections in criminal cases and handling evidence at the crime scene within a safe, interactive virtual environment that simulates reality. The DJI also earned two ISO certifications – ISO 22301:2019 for Business Continuity Management Systems and ISO 9001:2015 for Quality Management Systems – following comprehensive audits that validated its adoption of best institutional practices in preparing and qualifying national talent to work in the judiciary while showcasing high levels of efficiency and competence, promoting and disseminating scientific research, and enhancing legal awareness within the community. In addition, the Institute launched the second edition of the 'Future Research' competition, building on the success of its first edition and reaffirming its commitment to fostering innovation in legal thought and encouraging legal researchers to share new perspectives in line with the changing global media landscape. Driven by its strategic vision and belief in the importance of institutional collaboration and expanding the scope of local, regional, and international partnerships, the Dubai Judicial Institute in 2024 strengthened its institutional partnerships. Teaming up with leading judicial, legal, and academic entities locally and internationally, the DJI has achieved significant success in promoting knowledge exchange and the sharing of best practices. Sharjah Court of Cassation holds its inaugural session
The first session was presided over by His Excellency Judge Ahmed Abdullah Al Mulla, Chairman of the Court of Cassation, with the participation of Their Excellencies Judge Sabri Shamsuddin, Judge Dawood Abu Al-Shawareb, and Judge Miftah Salim Saad. His Excellency Judge Al Mulla emphasised that the court's assumption of its judicial responsibilities represents a historic milestone in the development of the emirate's judicial system. He noted that the court's establishment reflects the vision of His Highness the Ruler of Sharjah to build a comprehensive and integrated legal framework founded on the principles of justice and the rule of law. Al Mulla praised the institutional support and the integration of the justice system in Sharjah, led by His Highness Sheikh Sultan bin Ahmed Al Qasimi, Deputy Ruler of Sharjah and Chairman of the Judicial Council. Highest Judicial Authority Judge Al Mulla stated that the Court of Cassation is the highest judicial authority in the emirate. It is entrusted with establishing legal principles, ruling on appeals, and issuing final and binding judgments. This contributes to the unification of legal interpretations and enhances the stability of judicial decisions. He added that the new judicial authority law constitutes a significant step forward in developing Sharjah's institutional framework, showcasing the emirate's focus on maintaining a justice system that is effective and independent. Al Mulla affirmed that justice is fundamental to upholding rights, litigation is a guaranteed right for all, and everyone is equal before the law without discrimination. Judge Al Mulla commended the efforts of His Excellency Judge Dr. Mohammed Obaid Al Kaabi, Chairman of the Sharjah Judicial Department, and all judicial staff working to protect rights and uphold justice. An Independent Judicial Body Under Law No. (7) of 2025, the Court of Cassation is established as an independent, supreme judicial body in Sharjah. The law permits the court to convene sessions, when necessary, in any city within the emirate. The court is composed of a president, vice president, and a sufficient number of judges appointed by Amiri decree. The vice president assumes the president's duties in their absence. The court operates through several judicial chambers that review appeals and requests in line with the provisions of the law. As part of the emirate's legal framework, the Court of Cassation plays a major role in protecting rights and freedoms. It reinforces the rule of law by overseeing the correct application and interpretation of legal provisions to serve justice. Court Jurisdiction and Responsibilities According to the law, the Court of Cassation has jurisdiction over appeals filed against judgments issued by appellate courts and other courts in cases eligible for cassation under the law. It settles jurisdictional disputes between judicial bodies in the emirate, unifies judicial principles, and ensures the correct application of the law. The law further authorises the court to hold members of the Executive Council, heads of local government departments, and their equivalents accountable. This applies following a referral by the Executive council or its delegate, for actions committed during their official duties. The court is also responsible for ruling on appeals filed by the Public Prosecutor in the public interest, as set out in the Federal Civil Procedures Law, and for hearing appeals submitted after this law came into effect.

Dubai Judicial Institute's Board of Directors holds its third meeting for 2025
The Dubai Judicial Institute (DJI) convened the third meeting of its Board of Directors for 2025 at its headquarters. The meeting was chaired by His Excellency Counsellor Essam Issa Al Humaidan, Attorney General of the Emirate of Dubai and Chairman of the Dubai Judicial Institute. The meeting was attended by H.E. Professor Dr. Saif Ghanem Al Suwaidi, Director of Dubai Courts and Vice Chairman of the Board, and renowned members, including H.E. Dr Lowai Mohamed Belhoul, Director General of the Government of Dubai Legal Affairs Department, H.E. Counsellor Khalifa Rashid Bin Deemas Al Suwaidi, Senior Advocate General, Chief of the Technical Office of the Attorney General, H.E. Counsellor Ahmed bin Meshar Al Muhairi, Secretary General of the Supreme Legislation Committee of Dubai, H.E. Counsellor Abdul-Moneim Salem bin Suwaidan, Lawyer, and H.E. Judge Dr Ebtessam Ali Al Badwawi, Director General of the Dubai Judicial Institute. During the meeting, the Board of Directors reviewed and approved the minutes of the second meeting and evaluated the progress of the council's work and the execution of its previous decisions. They also approved the outcomes of the training program 'Prosecution in the Military Accountability Training System,' conducted for the first batch of Dubai Police cadets. This program aligns with DJI's ongoing efforts to improve judicial and training capabilities for personnel in the military and police sectors. The attendees assessed the procedures for implementing judicial control programs aimed at developing judicial work mechanisms and boosting the capabilities of those involved in this field. Furthermore, they reviewed the upcoming initiatives of DJI, which encompass the efforts to enhance its role as a major institution for judicial education and training at both local and international levels. On the organisational and academic development front, the Board of Directors explored the potential advancements of the legal and judicial sciences program tailored for military judiciary. Members also reviewed possibilities of reshaping the scientific council and improving the organisational framework of the institute to ensure alignment with the latest global standards in this regard. Attendees also highlighted the significance of these strategic efforts in reinforcing DJI's position as a prime destination for judicial training, in line with Dubai's vision for achieving judicial excellence.
