Amir given economy minister's duties, to overhaul 13th Malaysia Plan

PETALING JAYA : The Cabinet has agreed for finance minister II Amir Hamzah Azizan to take on the duties and functions of the economy portfolio, effective immediately.
In a statement, chief secretary Shamsul Azri Abu Bakar said this was decided by the Cabinet on Wednesday.
'His main duty will be to amend and overhaul the contents of the 13th Malaysia Plan, which will be tabled in Parliament on July 31, with additional information submitted by the ministries as well as the views and comments given by the Cabinet,' he said.
Amir, a senator, was appointed as finance minister II in December 2023.
The economy minister's post became vacant with the resignation of Pandan MP Rafizi Ramli, who stepped down after losing his post as PKR deputy president.
Rafizi said he had completed the 13th Malaysia Plan before his resignation, describing it as his final responsibility as economy minister.
He said the document was drafted to place greater emphasis on comprehensive reforms, including several involving the education ministry.
Following his resignation, the Small and Medium Enterprises Association of Malaysia (Samenta) urged Putrajaya to ensure continuity in economic policies and commitment to long-term reforms.
Samenta chairman William Ng said the 13th Malaysia Plan in particular must not be seen as the vision of a single minister but a national blueprint born out of broad consultations and urgent necessity.
Ng also warned that Malaysia risked missing out on yet another economic cycle if key reforms outlined in the plan were not retained and fully implemented.
In a separate statement, Amir thanked Prime Minister Anwar Ibrahim for entrusting him with the responsibility of the economy ministry's duties in the interim.
He said he had received 'a lot of feedback' from his Cabinet colleagues on the 13th Malaysia Plan which necessitated an overhaul of the document.
'This is to best showcase the policies that the Madani government is prioritising while continuing the momentum of our economic reform agenda,' he said.

BUSINESS KUALA LUMPUR, June 27 (Bernama) -- The Small and Medium Enterprises Association Malaysia (SAMENTA) has welcomed the Ministry of Finance's (MoF) revision to the expanded Sales and Service Tax (SST), describing it as a meaningful relief for the small and medium enterprises (SMEs). Its president, Datuk William Ng said the revision includes a higher annual sales threshold for service tax on rental and financial services, which effectively exempts approximately 75 per cent of SMEs from the additional eight per cent tax under the expanded SST. 'When the expansion of the SST was first announced, SAMENTA was among the first to voice concerns, particularly over its potential impact on our SMEs. 'We urged the government to raise the SST threshold - a move that would protect smaller enterprises while still allowing for a broader and fairer tax base,' he said in a statement today. The MoF announced today that, after carefully considering public sentiment, it has decided not to proceed with the proposed expansion of the service tax to beauty services, including manicures and pedicures, facial services, and services provided by barbers and hairdressers. The MoF stated that all revisions to the expanded Sales Tax and Service Tax were made after considering feedback from the public and industry. Ng said the association expressed gratitude to Prime Minister Datuk Seri Anwar Ibrahim for hearing their concerns and directing the ministry to revise the threshold upwards. 'While we will continue to advocate for a balanced and SME-friendly approach in future tax reforms, we consider this matter concluded and will not seek further concessions on the SST expansion,' he added. He also encouraged affected SMEs to take the necessary steps to implement the expanded SST and to seek assistance from the Royal Malaysian Customs Department where needed.

Bullying won't be tolerated, says MARA chairman after Besut MRSM suspends, expels six
PASIR MAS, June 27 — Majlis Amanah Rakyat (MARA) has said that the recent physical bullying incident involving six students at the Mara Junior Science College (MRSM) in Besut, Kuala Terengganu should serve as a lesson to all students at other MRSM colleges to not repeat the same behaviour. Its chairman, Datuk Asyraf Wajdi Dusuki, said that the six students have been suspended and expelled from MRSM after an investigation found that they were involved in bullying their college juniors. 'I have repeatedly emphasised that I will not compromise on any form of bullying. So what happened at Besut MRSM is very disappointing for me, and of course, all processes and procedures have been carried out at the college level. 'We have a disciplinary committee, and their (students) actions are indeed true. That is why I mentioned that any dissatisfaction with a junior who commits any form of physical bullying is something that cannot be forgiven and I am firm on this matter,' he told reporters after officiating the Umno Division delegates' meeting in Rantau Panjang here today. He said that strict actions, including suspension, were taken immediately because MARA's principle is very clear: there is no compromise on any form of physical bullying. 'I have already instructed the disciplinary committee of the Secondary Education Division that we cannot compromise because once the investigation is done, it gives the committee the option of suspension or otherwise, but I said in this matter that our principle is firm,' he said. According to him, this case should serve as a lesson to all MRSM students to understand that any act of bullying a classmate will not be taken lightly. 'I can generally say, Alhamdulillah, the decrease in these cases is indeed very significant. We rarely hear about bullying cases. But when it resurfaces (the MRSM bullying case), it is very disappointing to me. 'At the MARA level, we suspended six MRSM students who were found to be involved. That day we suspended them temporarily, and when we conducted the investigation process, we found that the behaviour indeed existed,' he said. Asyraf Wajdi said that any rational reason to justify the act in question is unacceptable. According to him, the MRSM-level investigation has been completed and he will not accept any appeals because, for him, bullying involving physical actions is something serious. Asyraf Wajdi also said that various anti-bullying prevention programmes at MRSM have begun, including awareness programmes, motivational sessions, and the involvement of existing MRSM counsellors. 'Indeed, these enlightenment and education programmes have been implemented, but I am very saddened because it is still happening, and my objective is to achieve zero bullying at MRSM,' he added. Yesterday, the media reported that a Form Two student at Besut MRSM claimed to have been bullied by a group of senior students in the Putera dormitory on Tuesday night, resulting in injuries to his abdomen, ribs and back. The Besut district police chief Supt Azamuddin Ahmad @ Abu, was reported to have said that his department received a report regarding the incident at 6.48 pm the day before yesterday. — Bernama
