Uttar Pradesh launches WhatsApp chatbot for transport services, brings RTO functions to citizens' fingertips

'In a move to make government services more accessible and efficient, the Uttar Pradesh Transport Department has launched a 24x7 WhatsApp chatbot to offer key transport-related services directly to citizens,' officials said on Saturday (May 3, 2025.)
'Vehicle registration services, driving licence details, challan status and more can be accessed without standing in a queue at the RTO office by using the chatbot,' they said.
Launched on Friday (May 2, 2025), the initiative is part of the State's push for digital transformation. The new service aims to ensure that citizens receive transparent and timely support using a widely used platform.
"This WhatsApp chatbot reflects our commitment to using technology for citizen welfare," Transport Commissioner Brajesh Narain Singh said. "It brings the Department closer to the public and is a step towards transparent, efficient, and responsive governance," Mr. Singh added.
He explained the chatbot eliminates the need for citizens to stand in long queues or make repeated visits to RTO offices for routine queries and tasks. From checking challan details to renewing a driving licence, everything can now be managed from the comfort of home using just a smartphone.
The service is integrated with the Central Vahan and Sarthi databases, ensuring that the information shared with users is real-time and authenticated. This guarantees accuracy and transparency, especially for services involving legal compliance or payment-related updates.
To ensure inclusivity, the chatbot is available in multiple languages, allowing people speaking diverse languages to access and use the service with ease. "This feature is particularly helpful in a State as linguistically diverse as Uttar Pradesh," he said.
In addition to providing quick answers, the chatbot also offers step-by-step guidance for commonly used services such as road tax payment, transfer of ownership, and application status tracking. 'This helps reduce confusion, cuts down on paperwork, and speeds up resolution,' the officer noted.
Transport Department officials said citizens can start using the chatbot by saving the number 8005441222 on their mobile phones and sending a 'Hi' message on WhatsApp. 'The chatbot will immediately respond with a menu of available services, accessible 24x7,' they added.

New Delhi: The Delhi Metro Rail Corporation (DMRC) achieved a breakthrough of the Tunnel Boring Machine (TBM) at the Tughlakabad Railway Colony Underground Metro Station site, an official said on Saturday. This milestone was achieved as part of work on the Golden Line (Tughlakabad–Aerocity corridor) under Phase-IV of the Delhi Metro network. The breakthrough was achieved in the presence of Delhi Transport Minister Pankaj Kumar Singh who lauded the engineering precision. He said that such breakthroughs reaffirm the Central government's commitment to modern, sustainable urban infrastructure that enhances ease of living, reduces road congestion, and contributes to environmental sustainability. 'Ever since our government came to power in Delhi, we have worked to restore the public's trust — and this is now clearly visible in the progress of long-delayed metro phases,' he said. 'What was once stalled is now moving at full speed. Today's breakthrough is not just a technical achievement, but a symbol of renewed momentum. In many ways, this event serves both as an inspection and a celebration,' said Singh. 'Going forward, we will further accelerate metro expansion and ensure that Delhi's citizens receive the quality infrastructure and services they truly deserve,' said the Minister. Vikas Kumar, Managing Director, DMRC, along with other senior officials and engineers were also present on the occasion. The Tunnel Boring Machine (TBM) completed the excavation of a 0.792-kilometre-long tunnel, breaking through at the Tughlakabad Railway Colony station using a 96-metre-long tunnel boring machine. This is one of the two parallel circular tunnels being constructed for the up and down movement of metro trains. The second parallel tunnel is expected to see a breakthrough by July 2025. The tunnel has been built at an average depth of 18 metres, with an inner diameter of 5.8 metres, and comprises approximately 566 precast concrete rings produced at a fully mechanised casting yard in Mundka. As of now, under Phase-IV, about 40.109 kilometres of underground lines are being constructed, with the Aerocity–Tughlakabad corridor alone contributing 19.343 km of underground sections, said a statement.

The High Court of Karnataka has advised the Union Ministry of Road Transport and Highways (MoRTH) to review the Motor Vehicles Act, 1988, and make appropriate changes to address the issue of mismatch of vehicle type that crops up during collection of toll due to variance in vehicular classifications, particularly buses, under the MV Act, and the rules framed under the National Highways Act, 1956. Justice M. Nagaprasanna passed the order while dismissing a petition filed by Karavali Bus Owners' Association, Udupi, and several individual owners of private buses. The petitioners had questioned deduction of extra toll amount later in addition to the amount deducted from FASTag account instantly when their buses pass through two plazas between Mangaluru and Kundapur due to mismatch in vehicle type. The Court noted that the variance in classification of vehicles in the MV Act and the National Highways Fee (Determination of Rates and Collection) Rules, 2008 framed under the NH Act is the cause for this litigation and hence the MV Act requires statutory refinement. Background of case The petitioners had registered information of their vehicles in FASTag system as 'minibus' even though the registration certificate of the vehicles issued by the Regional Transport Officer (RTO) classified their vehicles as 'bus' with seating capacity of 38. The argument of the petitioner was that the provision of the MV Act states that vehicles with unladen weight of less than 12,000 kgs are classified as Light Motor Commercial Vehicles (LMCVs), which include 'minibus'. However, toll collecting authorities were collecting extra amount, which applicable for 'bus/truck' later as FASTag was deducting lower toll applicable to LMCVs at toll plazas. The toll collecting had relied on the RTO data of the vehicles belonging to the petitioners as the norms framed under the fee collection rules of 2008 describes a light motor commercial passenger vehicle with seating capacity up to 32 as a 'minibus' and as 'bus/truck' if the seating capacity is more than 32 and/or unladen weight of the vehicle is above 12,000 kg. The court pointed out that MV Act describes a vehicle with unladen weight up to 7,500 kg as a light motor vehicle and beyond 12,000 kg as a heavy passenger motor vehicle but there is 'vacuum' in the Act with respect to classification of vehicles between 7,500 kg and 12,000 kg. Registering as minibus The bus owners were registering their vehicle under the category of 'minibus' in FASTag by taking advantage of the MV Act as many of their buses were under 12,000 kg even though the seating capacity exceeded 32, the court noted while pointing out that base rate of toll for LMVCs/minibus is ₹1.05 per km and for bus/truck is ₹2.2 per km. Though the MV Act defines a medium passenger vehicle, the weight of such vehicles is left undefined, and the definition of a 'bus' is nowhere found in the MV Act, the court said. Also, the court noted a clarification given by the RTO to the petitioner-association that irrespective of the unladen weight of the vehicles, all stage carriage vehicles are mentioned as 'bus' in the registration certificates. Since the toll collection is governed by the NH Act and the fee collection rules, and not under the MV Act, the court upheld the action of the authorities in recovering differential toll amount from the FASTag accounts.

A city resident lost ₹24.22 lakh to online investment fraud. In a compliant to Cyber Crime, Economic Offenses, and Narcotics (CEN) station, the victim said in March he saw an advertisement related to trading on Instagram. On clicking the link, it led to Fyers Market discussion group on Whatsapp. One Sharon Trivedi sent him link of Fyersplus application. The victim downloaded the application and started transferring money related to different growth schemes on the app. Similarly, he also started investing in the schemes offered by Zeroda Trading company. In all the victim invested ₹24.22 lakh between April 21, 2024 and May 31, 2025. When he asked for return of invested amount, he was asked to pay income tax and commission charges. After paying the charges, fraudsters demanded deposit of 10% of the invested amount as security deposit for return of the invested amount. Realising that he has been cheated, the victim filed compliant seeking action against Fyers Market and Zerodha trading firms.
