Tenants in Dubai considering even minor modifications to their rented homes, such as installing a temporary partition, must obtain prior approval from their landlord and relevant government authorities, warns a leading legal expert.
Ashish Mehta, founder and Managing Partner of Ashish Mehta & Associates, who is qualified to practise law in Dubai, the United Kingdom, and India, explained the legal obligations of tenants under Dubai's rental laws in a recent Khaleej Times article. His comments were in response to a reader inquiry about installing a non-permanent gypsum board partition to divide a shared children's room in a two-bedroom apartment.
While such installations might not involve structural alteration, Mehta clarified that any form of modification, temporary or otherwise, cannot legally be undertaken without proper permissions.
'In Dubai, tenants are prohibited from making any changes or carrying out maintenance work in a rental property without first obtaining approval from the landlord and the relevant authorities, including but not limited to Dubai Civil Defence,' Mehta said.

He referenced Article 19 of Law No. 26 of 2007, which governs the relationship between landlords and tenants in Dubai. The law clearly states:
'A tenant must pay the rent on its due dates and must maintain the Real Property in a good condition as a reasonable person would maintain his own property. Without prejudice to the tenant's obligation to carry out any restoration that is agreed upon or which is customary for tenants to undertake, the tenant may not make any changes or carry out any restoration or maintenance works in the Real Property without obtaining the permission of the landlord and the necessary licences from the competent official entities.

Mehta also pointed out that unauthorized changes which compromise the property's safety or result in damage may even result in eviction, under Article 25 (1)(e) of Law No. 33 of 2008, which amended the original tenancy law:
'Where the tenant makes any change to the Real Property that endangers its safety in a manner that makes it impossible to restore the Real Property to its original state; or causes damage to the Real Property as a result of his deliberate act, or his gross negligence by failing to exercise due caution and care or allowing others to cause that damage."
Based on these legal provisions, tenants planning to install any partition, even one that is not fixed or permanent, should first obtain the explicit approval of the landlord and secure the necessary clearances from official bodies such as Dubai Civil Defence.

FIR against HDFC Bank MD-CEO by loan defaulter An FIR has been filed against HDFC Bank's MD and CEO by a certain Mehta family that defaulted on a bank loan provided back in 1995. The private lender informed stock exchanges on Sunday evening, as it vowed to continue all lawful remedies to recover the dues from the defaulter. In 2001, Splendour Gems Limited, owned by the Mehta family, defaulted on loan facilities granted in 1995 by HDFC Bank along with the other consortium banks, the HDFC Bank informed stock exchanges. Despite a recovery certificate issued by the Debt Recovery Tribunal in 2004 and subsequent enforcement actions, the dues remain substantially unpaid, the bank said. The outstanding dues towards HDFC Bank, including interest, amount to approximately Rs 65.22 crore as on May 31, 2025. "In response to ongoing recovery proceedings, members of the Mehta family have initiated multiple legal actions and complaints against HDFC Bank and its senior officials. These include criminal complaints, minority rights petitions, and representations to regulatory authorities--all of which have been dismissed or are under legal challenge. HDFC Bank firmly believes that these allegations are retaliatory in nature and have mala fide intention solely at evading repayment of long-standing dues," the bank said in its statement. Mehta Family, once again, through Lilavati Kirtilal Medical Trust, has filed a complaint against HDFC Bank's MD and CEO. HDFC Bank unequivocally "rejects and strongly condemns the malicious and baseless allegations levelled and maintains that these allegations are completely false, outrageous and constitute a gross misuse of the legal process." HDFC Bank firmly believes that "these actions (by Mehta family) are a deliberate attempt to obstruct and undermine legitimate recovery proceedings related to substantial long-outstanding dues owed by Splendour Gems Limited." "Having exhausted all legal avenues without success, these individuals have now resorted to launching personal attacks against HDFC Bank and its MD and CEO in a clear attempt to malign their reputation and intimidate HDFC Bank into halting its recovery actions. These actions appear to be a calculated distraction from their own failures and liabilities," the bank added. Delhi: MCD holds 120 property-tax camps to promote compliance under SUNIYO amnesty scheme
NEW DELHI: In a bid to facilitate taxpayers and encourage compliance, the MCD has organised 120 property-tax camps across its 12 zones. According to a statement issued by the Municipal Corporation of Delhi (MCD), the initiative aims at helping property owners file their taxes and take advantage of the ongoing Property Tax Amnesty Scheme 2025-26 -- Sumpattikar Niptaan Yojana (SUNIYO). The MCD said the camps witnessed active participation from residents, reflecting a growing interest in the scheme. Encouraged by the response, the civic body plans to hold more such camps in the coming days to ensure wider outreach and participation, it stated. Under SUNIYO, property owners can get a full waiver on tax dues, including interest and penalties, pending till the financial year 2019-20, the statement said. It added that to qualify, taxpayers must pay the principal amount for the current financial year (2025-26) and the previous five years -- from 2020-21 to 2024-25 -- without any interest or penalty. For further assistance, the MCD has set up a dedicated helpline number to address queries and guide citizens through the process, according to the statement. The civic body has appealed to all eligible property owners to make the most of the scheme and clear their outstanding dues without additional financial burden.
