Punjab school education minister Harjot Singh Bains said this on Sunday as he congratulated the students and their teachers for participating in the prestigious event.
Bains informed that a total of 10 students — Usha Rani, Mehakdeep Kaur, Pinky Kaur, Arshdeep Kaur, Bimandeep Kaur, Preetjot Kaur, Baljinder Kaur, Veerpal Kaur, Sunita Kaur, and Sehajdeep Kaur — were privileged to interact with the President, immerse themselves in India's rich cultural heritage, and create unforgettable memories.
"The students represented various govt schools in Punjab, joining a larger contingent of students from across India who came together to celebrate the festival. This gathering showcased the country's rich cultural diversity and underscored the spirit of unity that binds its people," Bains stated.

The White House's Office of Information and Regulatory Affairs has approved a proposed rule that could reshape how H-1B visas are allocated to foreign workers in specialised fields, according to a Bloomberg Law report. The regulation is expected to be made public soon. The new wage-based rule may spell trouble for international aspirants, especially those from India, as entry-level, low-paying jobs may not get priority, said media reports. Shift from Lottery to Wage-Based Selection Under the proposal, applicants would be prioritised based on the salaries offered in their job applications. Positions with higher pay would be given preference, with the stated aim of protecting US workers and ensuring visas go to roles that significantly benefit the American economy, reported the TOI. Currently, the H-1B program has an annual cap of 85,000 visas, with recipients selected via a random lottery, reported the HT. In 2021, the Department of Homeland Security (DHS) suggested replacing the lottery with a four-tier wage-based system. This approach was first pursued under the Trump administration as part of the 'Buy American, Hire American' initiative, intended to favour highly paid, highly skilled foreign workers. History of Attempts and Pushback Previous efforts to shift to a wage-priority system faced legal and public resistance. The Biden administration withdrew the plan in 2021 after critics warned it could sharply reduce the hiring of foreign workers, particularly fresh graduates. Federal courts have also blocked earlier attempts to narrow eligible occupations and raise wage requirements. Impact on Graduates and Employers If implemented, the new system could create significant challenges for recent graduates and entry-level workers, who may struggle to secure high starting salaries. For international students, this would add pressure to negotiate higher pay early in their careers, often a difficult task without extensive experience or networks. Employers, particularly smaller companies, startups, and non-profits, may find it difficult to meet the higher wage thresholds for junior roles, potentially reducing sponsorships for international hires. This could limit job opportunities for foreign graduates aiming to stay and work in the United States.

ANI Pakistan has welcomed a ruling by the Permanent Court of Arbitration (PCA) interpreting the design criteria for new run-of-river hydropower projects to be built by India on the Western Rivers — Chenab, Jhelum and Indus — saying it vindicates its position under the Indus Waters Treaty (IWT). India put the treaty's implementation in abeyance after the April terror attack in court reportedly held that India must 'let flow' the waters of the Western Rivers for Pakistan's unrestricted use, with exceptions for hydropower generation strictly conforming to treaty requirements. 'The specified exceptions for generation of hydro-electric plants must conform strictly to the requirements laid down in the treaty, rather than to what India might consider an 'ideal' or 'best practices' approach,' Pakistan's foreign office said Delhi has never recognised the PCA's jurisdiction in the matter, insisting instead on using the neutral expert mechanism under the treaty. Sources quoted by ToI recalled that India had earlier notified its intent to seek modification of the IWT following prolonged disputes over the Kishanganga and Ratle projects in Jammu and Kashmir. India has also maintained that the World Bank's 2022 decision to simultaneously activate both a neutral expert and the Court of Arbitration — at Pakistan's insistence — on the same issues was unacceptable, citing 'practical and legal challenges' of concurrent India's official response to the latest ruling is expected Wednesday, officials say the IWT will remain in abeyance until Pakistan takes credible action against cross-border court's decision comes in the backdrop of recent nuclear war warnings by Pakistan's army chief, Gen Asim Munir, and combative remarks by senior leaders. The Ministry of External Affairs had earlier described such comments as 'nuclear sabre-rattling,' calling it Pakistan's 'stock-in-trade.'Pakistan reiterated Monday that it remains committed to implementing the IWT and urged India to resume its 'normal functioning.'
