Public hearing held for 1200 MW Kalai-II hydro project in Arunachals Anjaw

Itanagar, Aug 20 (PTI) The Arunachal Pradesh State Pollution Control Board (APSPCB) on Wednesday conducted a public hearing for environmental clearance for the proposed 1200 MW Kalai-II hydroelectric project, an official said.
The project is being developed by THDC India Limited in Anjaw district, bordering China.
The public hearing, chaired by Anjaw deputy commissioner Millo Kojin, saw the participation of state Women and Child Development minister Dasanglu Pul, who is the local MLA, THDC officials and project-affected families from 33 villages.
Recalling that her late husband and former chief minister Kalikho Pul had initiated survey work for Kalai-I and II in 2009, Pul said she was glad to see his vision nearing fruition.
Urging locals to back the project, she cited Uttarakhand's Tehri dam as an example of the benefits of large hydropower infrastructure.
Pul, who represents Anjaw district in the assembly, also assured that 50 per cent of the project's employment opportunities would be reserved for land-affected families, besides boosting self-employment and entrepreneurship.
Officials said the project, one of 13 stalled hydro schemes revived last year through MoAs signed with four central PSUs, will create around 1,700 direct jobs and spur development through roads, healthcare, education and allied services.
During the hearing, APSPCB officials explained the clearance process, while THDC and its consultant WAPCOS Ltd presented details of the project's environmental impacts and proposed mitigation measures.
The project affected families raised concerns over land rates, compensation, employment and local area development.
Assuring the project-affected families that their suggestions would be reflected in the minutes, the deputy commissioner proposed exposure visits for two representatives from each affected village to Uttarakhand's Tehri dam.

5 Dead, 36 Hurt In Colombia Bomb Attack Near Air Base, Probe Underway

A vehicle bomb explosion in the Colombian city of Cali killed at least five people and injured dozens more on Thursday, according to reports from AFP. The incident occurred near a military facility and has raised concerns about escalating violence in the lead-up to the 2026 presidential elections. Cali's Mayor Alejandro Eder confirmed the toll, stating that preliminary reports indicated at least five fatalities and 36 people injured. The explosion occurred on a busy street in the northern part of the city, close to the Marco Fidel Suárez Military Aviation School. Authorities believe the blast targeted the air base directly. Police officials stated that the vehicle bomb was likely meant to hit military personnel stationed at the base. While the motive remains unclear, some officials have suggested the attack may be an attempt to destabilize ongoing peace efforts in the region. Eyewitnesses described the moment of the explosion. Héctor Fabio Bolaños, 65, told AFP, 'There was a thunderous sound of something exploding near the air base. Many houses were damaged in front of the base." Following the blast, several buildings, including a school, were evacuated as a precaution. Another witness indicated that some of those killed may have been civilians passing by at the time of the explosion. In response to the attack, Mayor Eder has announced a ban on large trucks entering the city, citing the risk of additional threats. On Thursday, a separate incident in Antioquia department resulted in eight deaths during clashes between guerrilla fighters and police officers. Trump Pick Alina Habba Serving Illegally As US Attorney, Says Federal Judge

Alina Habba, currently serving as the acting US Attorney for New Jersey, has been disqualified from continuing her role in any active criminal cases initiated by her office. A federal judge issued the ruling on Thursday, stating that the former personal attorney for President Donald Trump has not been lawfully serving in an official legal capacity. 'Faced with the question of whether Ms. Habba is lawfully performing the functions and duties of the office of the United States Attorney for the District of New Jersey, I conclude that she is not," wrote Judge Matthew Brann of the Middle District of Pennsylvania in his opinion. Judge Brann further noted that Habba's appointment had occurred 'through a novel series of legal and personnel moves." His ruling may still be appealed by the Trump administration before it officially takes effect. The decision came in response to a legal challenge brought by criminal defendants in New Jersey. The group questioned the validity of the charges filed against them, arguing that Habba no longer held the authority to prosecute after the expiration of her 120-day term in July. Last month, in anticipation of the term's expiration, New Jersey's federal district judges had selected a new nominee to succeed Habba as acting US Attorney. However, that appointment was blocked by US Attorney General Pam Bondi, who removed the judges' nominee from the office entirely. Habba was sworn in as acting US Attorney on March 28, shortly after serving as President Trump's personal legal counsel. In April, during a Fox News interview, she revealed her office had initiated an investigation into New Jersey's Democratic Governor Phil Murphy and Attorney General Matthew Platkin. The following month, in May, she again appeared on Fox News to announce that criminal charges were being brought against Newark Mayor Ras Baraka. Her 120-day appointment officially concluded last month. To continue serving in the role beyond that term, Habba would require confirmation by the US Senate, something that has not occurred yet.
