Singapore remains most powerful passport as US and UK decline, UAE and emerging economies rise

Asian countries continue to lead global mobility, with Singapore holding its position as the world's most powerful passport, while the United States and United Kingdom experience long-term declines, according to the 2025 Henley Passport Index released Tuesday.
Singapore passport holders can travel visa-free or with visa on arrival to 193 destinations worldwide, the highest number of any passport. Japan and South Korea share second place with access to 190 destinations, reinforcing Asia's dominance in international travel freedom.

The United Kingdom, which ranked first in 2015, has dropped to sixth place, offering visa-free access to 186 destinations. The United States has fallen to tenth place, with visa-free or visa on arrival access to 182 destinations. The index, compiled by Henley & Partners using exclusive data from the International Air Transport Association (IATA), highlights the declining mobility of traditional Western powers.
'The consolidation we're seeing at the top underscores that access is earned and must be maintained through active and strategic diplomacy,' said Dr. Christian H. Kaelin, chairman of Henley & Partners and creator of the index. 'Countries that neglect global engagement are losing ground.'
Seven European Union countries — Denmark, Finland, France, Germany, Ireland, Italy, and Spain — share third place, each providing visa-free access to 189 destinations. Another seven European nations — Austria, Belgium, Luxembourg, Netherlands, Norway, Portugal, and Sweden — share fourth place with 188 destinations.
Emerging economies are among the fastest risers. India has jumped eight places in six months to 77 th, adding two new visa-free destinations to reach 59. Saudi Arabia gained four new visa waivers, rising four places to 54th, with access to 91 destinations.
The United Arab Emirates continues its rapid ascent, ranking eighth globally — the highest position ever for a Gulf nation. Over the past decade, the UAE climbed 34 places, from 42 nd to 8 th, thanks to strategic diplomacy and reciprocal visa agreements.
China has also risen 34 places over the past decade to 60 th place, despite not yet gaining visa-free access to the European Schengen Area. Beijing has expanded visa-free access to 75 countries in 2025, up from fewer than 20 five years ago. This includes visa-free entry for all Gulf Cooperation Council countries – Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE – as well as several Latin American nations including Brazil, Argentina, Chile, Peru, and Uruguay.
These moves are part of China's broader strategy to strengthen bilateral ties and boost tourism and trade. These developments also influence the Henley Passport Power Index, which ranks passports based on the percentage of global GDP their holders can access visa-free.
While over 80 countries have improved their rankings by at least 10 places over the past decade, only 16 countries have declined. Venezuela experienced the sharpest fall, dropping 15 places to 45 th. The United States fell eight places, and the United Kingdom declined five.
'This is part of a broader reordering,' said Henley CEO Dr. Juerg Steffen, noting rising demand from Americans and British nationals for second citizenship and residency options.
'Your passport is no longer just a travel document – it reflects your country's global relationships,' Steffen said. 'As geopolitical uncertainty grows, citizens of historically dominant nations are reassessing their mobility options.'
The Henley Passport Index, first published in 2006, is widely regarded as a leading benchmark for passport strength and international travel freedom, used by governments, investors, and migration experts.

Arab Finance: Minister of Investment and Foreign Trade Hassan El-Khatib held extensive meetings with officials from four Japanese companies to review investment opportunities and potential to expand their presence in the Egyptian market, according to a statement. As part of his current visit to Japan, El-Khatib met with representatives from Saraya Co., Ltd and followed up on the Saraya Middle East factory that was launched in the Sokhna Industrial Zone during June 2024. Out of 14 of the company's sites, the facility is the only one operating in the field of extracting raw jojoba oil, reflecting the company's confidence in the Egyptian market as a regional industrial hub. Saraya is one of the leading Japanese companies specializing in health, hygiene, and the environment. The company develops, manufactures, and sells a variety of products for household, medical, and commercial use. The minister also met with leaders from Earth Corporation, a leading manufacturer of household pesticides, personal care products, and pharmaceuticals. The Japanese company expressed interest in investing in the Egyptian market through establishing a new project or entering into industrial partnerships with local partners. Last June, Earth Corporation launched an exploratory business mission to Egypt in preparation for developing a clear business plan for expansion in the promising market. As for the pharmaceutical and food industries, the minister held an expanded meeting with representatives from Otsuka and addressed plans to establish a new factory for integrated food products, called Arab Otsuka Food Supplements. With a total investment of nearly EGP 2 billion ($40 million), the factory will provide more than 1,400 job opportunities, supporting the company's commitment to deepening local manufacturing and expanding its exports to regional markets. Regarding the technology and smart industries sector, El-Khatib met with officials from Sharp Corporation, one of the largest Japanese electronics companies with a global presence in 30 countries and exports its products to more than 160 countries. The meeting outlined details of the partnership between Sharp and the Egyptian Elaraby Group, which resulted in the establishment of Horizon Home Appliances in July 2024. The joint venture (JV) aims to manufacture large refrigerators locally with an annual production capacity of up to 400,000 units. Production will commence in March 2026, with a total investment of $30 million. Sharp holds a 20% stake in the JV, while Elaraby Group owns the remaining 80% of the shareholding. El-Khatib affirmed the ministry's commitment to attracting more Japanese investments and transferring advanced technology to the Egyptian market. Tesla has signed a $16.5 billion agreement with Samsung Electronics to source chips in a move expected to boost the South Korean tech giant's loss-making contract manufacturing business. The electric vehicle maker's chief executive Elon Musk confirmed a deal, saying that 'the strategic importance of this is hard to overstate'. The chips will be manufactured at Samsung's upcoming fabrication plant in Taylor, Texas, with the facility likely dedicated to producing the electric vehicle maker's next-generation AI6 chip. Mr Musk added that Tesla would assist Samsung in improving manufacturing efficiency and plans to 'walk the line personally' to accelerate progress at the fab, located near his Texas residence. Samsung had previously announced the deal without naming the client, citing confidentiality. However, three sources confirmed to Reuters that Tesla is the customer. The deal will run through the end of 2033. Samsung shares jumped more than 4 per cent after the news broke, amid hopes the partnership could revive its foundry division, which Reuters reports has posted losses of more than $3.63 billion in the first half of this year. Analysts say Samsung has struggled to keep pace with rivals like TSMC and SK Hynix in producing advanced AI chips, and the Tesla deal could help restore credibility and competitiveness to its semiconductor operations. The agreement also signals a shift in global chip dynamics, as the US works to reduce its reliance on Taiwan and China by investing in domestic semiconductor production. For consumers, the tie-up could accelerate the rollout of smarter, AI-powered Tesla vehicles, potentially with greater onboard computing and autonomy. Economically, the deal strengthens both Tesla's supply chain resilience and Samsung's role in the race to power next-generation AI infrastructure. Wider supply chains For Gulf countries that are investing heavily in semiconductors and artificial intelligence, the move underscores the importance of establishing strategic partnerships within the global chip supply chain. In May, the UAE and US launched the AI Acceleration Partnership, which includes plans for a 5-gigawatt AI campus in Abu Dhabi, known as Stargate UAE. The agreement enables the UAE to obtain advanced CPUs and GPUs from US companies, which are essential for building up domestic AI infrastructure. UAE officials said the deal as part of a trusted strategic partnership. 'The UAE welcomes President Trump's AI Action Plan and is ready to fast-track our strategic AI partnership with the US,' Yousef Al Otaiba, UAE Minister of State and ambassador to the US, said last Wednesday. He added that the UAE is 'working closely with leading US companies to adopt and scale American technology in the UAE and beyond.'
