
Reform UK police chief's 'dark heart of wokeness' claim under fire
Reform UK's new police and crime commissioner is under fire for calling the police's plan to tackle racism an 'abomination'.
Rupert Matthews, who has defected from the Tory Party to Nigel Farage 's rightwing outfit, claimed the UK needs 'to cut the dark heart of wokeness out of our criminal justice system'. And he branded the Police Race Action Plan (PRAP) "the very epitome of two tier policing'.
But experts slapped down his comments for 'fundamentally misrepresenting' the plan, which was created to address evidence that minority communities are treated differently by police. It comes after Nigel Farage came under pressure to distance himself from 'racist' Ant Middleton rant.
In a Reform UK press conference on Monday, Mr Matthews, the Leicestershire and Rutland PCC, said: "The National Police Chiefs' Council (NPCC) recently sponsored the abomination that is the Police Race Action Plan. That concluded that people should be treated differently depending on which ethnic group they came from.
'That is a disgrace and the very epitome of two tier policing. We need to cut the dark heart of wokeness out of our criminal justice system and allow the police and courts to get back to what they're supposed to be doing, which is keeping our communities safe."
Abimbola Johnson, the head of the police racism watchdog, told The Mirror: 'The suggestion that the Police Race Action Plan asks for people to be treated differently depending on their ethnicity fundamentally misrepresents the purpose and findings of the programme.
'The uncomfortable truth is that racially minoritised communities, particularly Black people, are already treated differently by our policing system. The intention of PRAP is to deal with those disparities.
'Unfortunately, there are people in power, like Mr Matthews, who use their position to undermine progress rather than push policing towards improvement in key areas such as anti-racism.'
Last year, Black people were more than five times more likely to be stopped and searched than their white counterparts, while Black children remain six and a half times more likely to be strip-searched than white children.
PRAP was first established in 2020, against the backdrop of George Floyd's murder by a US police officer and the worldwide Black Lives Matter protests that followed.
But policing has long had a difficult history with black communities. In 1999, the Macpherson Report found that institutional racism contributed to the police's botched investigation into Stephen Lawrence's 1993 murder in London. It was a watershed moment in facing up to racism in the police.
But progress has been slow. In 2023, Baroness Louise Casey's report after the murder of Sarah Everard by a serving Metropolitan police officer again found the force was institutionally racist.
The Independent Scrutiny and Oversight Board, of which Ms Johnson is the chair, last month(JUL) found some improvements in its latest assessment of PRAP, including reforms to data collection of vehicle stops. But it warned issues still remain elsewhere, including serious data gaps when it comes to body-worn video cameras.
Chief Constable Gavin Stephens, chairman of the NPCC, said: 'It remains the fact that Black communities have the lowest levels of confidence in the police, are three times more likely to be subject to police use of force, while Black children are disproportionately likely to be reported missing to the police.
'If communities don't trust the police, they won't come forward when they need help or support us with things like information to support our investigations. This then has implications for everybody. Improving confidence in the police benefits policing for everyone, and that is the driving force behind everything we are trying to do.'
When contacted by The Mirror, Mr Matthews said: 'I believe that if you want to restore trust and confidence in the police then you need to treat everyone the same, no ifs, no buts.
"The same rules should apply across the board. Background or indeed any other so-called difference should have absolutely no effect on the implementation of those rules. It should not take a national Plan and associated budget of millions in order to do unto others as you would have them do unto you.'

Three killed on Ukraine's Odesa region beaches by unexploded objects
Aug 10 (Reuters) - Three swimmers were killed by unexploded objects in Ukraine's southern Odesa region at two beaches where swimming has been banned, regional officials said on Sunday. Regional governor Oleh Kiper said one man was killed in Karolino-Buhaz and another man and woman killed in nearby Zatoka, both down the coast from the regional capital. "All of them were blown up by explosive objects while swimming in prohibited recreational zones," he said in a statement. "This once again proves that being in unchecked waters is fatally dangerous!!!" The Black Sea region has long been a popular summer destination, but authorities have urged caution since Russia's full-scale invasion left mines scattered near its coast. Kiper said 32 areas have been deemed safe for swimming, and 30 of those are located in the city of Odesa.

Labour accepted £40k donations from criminal it kicked out of party
Labour has said it is returning more than £40,000 donated by a convicted criminal who the party had already expelled as a member. The donations came from businessman Abdul Sattar Shere-Mohammod, 55, known as Shere Sattar, who was convicted of actual bodily harm in 2022, and thrown out of Labour later that year. The money includes £10,300 given to the central party last June, a figure that is just below the threshold to be disclosed to the elections watchdog, the Electoral Commission, the Sunday Times reported. The revelations raise questions about Labour's procedures for accepting political donations, a hot topic in the wake of reports earlier this year that Elon Musk planned to give Nigel Farage's Reform UK party $100m. In its manifesto at the last election, Sir Keir Starmer 's party pledged to 'protect democracy by strengthening the rules around donations to political parties'. As well as the money given to the party, £15,000 was donated by Mr Mohammod to, in part, support the re-election of Portsmouth MP Stephen Morgan, the early education minister. The party said Mr Morgan was not aware of his conviction. His local party should have declared these, but blamed an 'administrative error' that it said was being 'rectified'. Mr Mohammod also gave £10,000 to the local party of Southampton MP Satvir Kaur and £5,000 to Amanda Martin, another Portsmouth MP. Both declared the money in their parliamentary register of interests. The paper said the donations to Mr Morgan and his local party only emerged when a reporter contacted Mr Mohammod. Asked about his conviction this week, Mr Mohammod said he had been present during a violent confrontation after his son's bike had been stolen. He said he had tried to prevent a 'bad situation' but that his sons had gotten into a fight. He denied personally assaulting the victim. Labour told the paper the £10,300 donation to the party was below the £11,180 limit set by the Electoral Commission, meaning it didn't need to be declared. In a statement, the commission said: 'Donations that have been reported late by parties and accounting units are considered in line with our enforcement policy. We can confirm we are currently considering this matter.' Labour said that because Morgan's crowdfunding page said that donations would also support other campaigns in Portsmouth, it could not be considered a direct donation to him and did not need to be declared in his register of interests. It added that the donations would be submitted to the Electoral Commission in the party's next quarterly return. A spokesman said: 'These donations were made to Portsmouth Labour Party. Action has since been taken to return them.' They also said that Ms Kaur returned her donation last year, Martin was in the process of doing so, while the national party did so on Thursday after being contacted by the paper.

Police Scotland monitoring of Palestine protests revealed
Dubbed Operation Tarlac, the coordinated approach was developed by the National Police Chiefs' Council (NPCC), and sought to support local police and counter-terrorism forces to ensure 'public safety and community cohesion.' A briefing document viewed by The Herald outlines Police Scotland's response to mass protests in Glasgow, Edinburgh, Dundee, and Aberdeen on Saturday, October 14th, one week after the conflict erupted. (Image: Lucy North / PA) A command centre was set up in Govan after the force received intelligence of potential counter-protests and 'disorder' on the morning of the 14th. Operational notes explain that 250 people gathered in Aberdeen and 300 took to the streets in Dundee, while 500 people marched to the Scottish Parliament in Edinburgh. Meanwhile, approximately 6,000 people gathered at the Buchanan Street Steps before proceeding to the BBC's headquarters on Pacific Quay. No counter protest was identified, and all events ended peacefully. Assistant Chief Superintendent David Robertson told colleagues: 'In spite of significantly greater numbers than anticipated, the event passed off peacefully with a proportionate policing deployment. 'It resulted in only one fixed penalty notice for a breach of the peace directed towards officers.' In total, police attended nearly 500 planned pro-Palestine protests across Scotland between October 2023 and May 2025, as well as an unspecified number of 'spontaneous' demonstrations. Officers were called out to 178 protests in the Greater Glasgow region, as well as 98 in the North East, 75 in Edinburgh, 54 in Tayside, and 46 in Dumfries and Galloway. 'Operation Tarlac' was launched amid nationwide concern over ethnic tensions in the wake of the Hamas attacks. A letter to NPCC members, sent on October 8th, reads: 'What we have learnt from our monitoring of UK communities during times of previous conflict, notably in 2014 and 2021, is that there is likely to be an adverse reaction here in the UK, as well as the potential for individuals and extremist groups around the world to use the conflict to justify their own violence. 'It is vital that we play an active and informed role to reassure affected communities and by responding robustly to any incidents that seek to increase tensions rather than to share empathy. 'I would urge all forces to reach out locally to affected communities and maintain effective communications to reassure them that we will not tolerate illegal activity, regardless of how distressing the international violence is to our communities.' In March, campaigners called for a review of the force's conduct at protests. At the time, Scottish Friends of Palestine said: 'There are currently about 40 Palestine supporters facing court cases. It is worth noting that over the past 16 months hardly any arrests have resulted in convictions by the Scottish courts. 'This is a huge waste of public resources that could easily be avoided if Police Scotland got their act together and provided their officers and commanders with adequate training about the public's right to protest and the limitations of officers' powers when dealing with political protests.' Others have spoken out since the Palestine Action group was proscribed in July. Kimberley Davidson of the Scottish Palestine Solidarity Campaign told The Herald that activists have had to have 'difficult conversations' in the wake of the ban. She said: 'There is a very clear approach that has been taken by police up and down the UK. People have been arrested for wearing T-shirts and others have been challenged by police over Palestine flags and anti-Israel placards.' More than 200 people have been arrested across the UK on suspicion of expressing support for Palestine Action since the ban came into force.
