Good morning. For weeks I've been digging into the tariff war reverberating around the globe and affecting virtually every industry there is. To me, a major mystery of the Trump tariff crusade is this: The 'Liberation Day' reciprocal duties he's threatening are completely disconnected from what other nations are charging the U.S. on our exports. In virtually all cases, Trump's tariffs are multiple times larger. How does he justify this giant gulf? The president claims we're getting 'ripped off' not by excessive tariffs but blatant 'non-tariff barriers' (NTBs), such as quotas and technical standards that systematically block our goods from foreign markets, while we naively open America to the 'cheaters' who lock us out. But the data show a different story. When I dug in, it became clear that the U.S. is utilizing many of the strategies that we've slammed trading partners for enforcing. Here's what leaders should know about the policies underlying this chaotic debate:
A highly respected guide to where different countries' trade policies stand on the spectrum from open to restrictive is the International Trade Barrier Index compiled by the Tholos Foundation, a Washington, D.C., think tank focusing on tax reform and policy research. For 2024, the Tholos data placed the U.S. as the 24th most protectionist economy in the world from a list of 88 countries, based on the number of restraints on trade each nation imposes. Overall, we're about 10% above average in overall restrictions—on a roster featuring lots of bad actors.
NTBs come in a wide variety of forms. They encompass such practices as quotas, technical standards, and packaging, labeling, licensing, and safety requirements. In a 2024 study, the St. Louis Federal Reserve reported that across 15 manufacturing sectors, NTBs covered well over two-thirds of the imports of components, commodities, and finished products.
The U.S. is an avid user of a protectionist tool called the 'tariff-rate quota.' Despite its name, the TRQ is really a non-tariff barrier because it doesn't actually impose duties. TRQs typically allow products or commodities to enter the country duty-free to a certain level, and once the imports hit that bogey, trigger prohibitively high tariffs, effectively halting the flows of rival products and commodities from abroad, and enforcing a fixed quota to shield domestic producers. A top example: the sugar market, where, by law, the USDA rules restrict production to keep minimum prices generally higher than on the international markets. Attention turned to Whiteman Air Force Base in Missouri, which is the home to all 19 of the B-2 bomber fleet, and whether they might be launched for a nonstop flight to Iran that would require multiple mid-air refuelings. Attention was also focused on the small British island of Diego Garcia in the Indian Ocean that would afford B-2 bombers a much shorter flight time to Iran. In April, six B-2 bombers were deployed to the island as part of the sustained air campaign that the Trump administration had launched against Houthi militants in Yemen because of their continued attacks against commercial shipping in the Red Sea region. The bombers carried out airstrikes against Houthi targets in Yemen, but their deployment was also a strategic message to Iran at a time of heightened tensions between the U.S. and Iran.

State Dept Starts Exit Flights From Israel as Trump Mulls War Entry

The U.S. State Department has begun "assisted departure flights" for U.S. citizens and lawful residents out of Israel, according to a notice issued Saturday. Individuals seeking U.S. government assistance to depart, should complete the crisis intake form on the State Department's website. Duplicate requests may cause delays, so people are encouraged to file it once. "U.S. citizens seeking to depart Israel or the West Bank should take the first available option, even if it is not your first choice of destination," the notice stated. It addressed that there are third parties assisting people to leave Israel via land borders to Jordan and Egypt as well as by sea to Cyprus. "While we are not able to endorse any providers, we know some have been able to successfully help U.S. citizens. The U.S. Embassy is also aware that there are commercial opportunities to depart Israel by ship, and U.S. citizens should check local media if other commercial opportunities arise to depart as we may not be able to provide the information before such travel options sell out," the notice reads. U.S. ambassador to Israel Mike Huckabee posted on his X, formerly Twitter, about the announcement and wrote, "'Operation Exodus' is helping US Citizens evacuate Israel. We can't part the Red Sea, but are parting the 'Red Tape' to help people who wish to leave!" He added that the U.S. embassy in Jerusalem "has arranged for masses to leave & our team is working around the clock to assist." The post continued: "Once on the list you will find out options to leave via cruise ship, commercial or charter flight or a few US Gov't operated flights. If given an option, TAKE IT. If you turn down evac offer, it will be offered to next person on list." In another X post on Saturday, Huckabee reaffirmed that the "assisted departure flights" have commenced and that individuals who would like to be considered need to fill out the online form first.
