Al Dossary's remarks came during the 22nd government press conference, held yesterday to discuss preparations for the upcoming Hajj season (1446 AH). The conference featured key officials, including Minister of Hajj and Umrah Tawfig Al Rabiah, Minister of Transport and Logistic Services Saleh Al Jasser, Minister of Health Fahad AlJalajel, and members of the Supreme Hajj Committee led by Minister of Interior Prince Abdulaziz bin Saud bin Naif bin Abdulaziz.
Al Dossary emphasised that the 'No Hajj Without a Permit' campaign remains a cornerstone in regulating pilgrimage and safeguarding pilgrims, promoting community commitment through vital awareness and security messages,
Key Highlights
1-Makkah Route Initiative
As of Sunday, 1,070,000 pilgrims have arrived from outside the Kingdom, with approximately 249,000 arriving via the Makkah Route Initiative, which streamlines travel procedures from departure to arrival in Makkah.
2-Mosque preparations
The Ministry of Islamic Affairs has prepared over 25,000 mosques in Makkah, Madinah, and the holy sites. Additionally, 2.5 million copies of the Holy Quran and 1.3 million digital ID cards with QR codes have been distributed.
3-Volunteer engagement
Over 25,000 volunteers will participate this year, supported by the National Center for the Non-Profit Sector.
4-Water infrastructure
The daily water system capacity exceeds 1.2 million cubic meters, distributed through a 1,300-kilometer network. More than 4,000 lab tests are conducted daily, overseen by over 2,000 Saudi engineers and technicians.
5-Inspection and municipal services
The Ministry of Commerce completed over 11,000 inspections in Makkah and Madinah. The Ministry of Municipalities and Housing has allocated 22,000 personnel, 980 vehicles, and 177 shelters, with an operations room linked to 911 for rapid response.
6-Digital and AI integration
Advanced digital infrastructure and AI algorithms are being used for crowd and pilgrim management, supported by over 5,000 communication towers, 9,000+ 5G/4G stations, and 2,000 km of optical fiber. Over 10,000 Wi-Fi hotspots are available.
7-Hajj Media Forum
The second edition of the Hajj Media Forum, in partnership with the Pilgrim Experience Program, spans 6,000 sq. meters and hosts over 5,000 media professionals. The Saudi Broadcasting Authority is broadcasting globally through a wide range of media services.
8-Hajj readiness
The Ministry of Hajj and Umrah held 78 preparatory meetings and submitted early arrangements to international Hajj offices. Females constitute 53 per cent of arrivals. Most pilgrims (94 per cent) arrived by air.
9-Nusuk card update
Over 1.4 million updated Nusuk cards have been issued, enabling seamless access and services. The Nusuk app has added over 100 services, with 60 new ones launched for this season.
10-Infrastructure trials
Authorities tested electricity and water networks, conducted four simulations, and inspected over 37,000 pilgrim residences, addressing 3,400 observations.
11-Transport sector preparedness
The transport sector, with 45,000 employees, prepared 7,000 flights from 238 destinations. Railway services offer two million seats on over 4,700 trips. Road maintenance covered 7,400 km, with an 82 per cent expansion in cooling services.
12-Bus and taxi operations
Ground transport includes 25,000 buses and 9,000 taxis, with 18 dedicated lanes and road readiness assessments including 247 bridges.
13-Health sector measures
The health sector increased bed capacity by 60 per cent, deploying over 50,000 personnel. Early international health measures included vaccinations. 14 ports were equipped, and over 50,000 health services have been delivered.
14-Heat safety initiatives
Measures to combat heatstroke include planting 10,000 trees, installing 400 water coolers/misting fans, and expanding shaded areas.
15-New emergency facilities
A new 200-bed hospital was established in Mina. Three field hospitals with 1,200+ beds, 71 emergency points, 900 ambulances, 11 evacuation aircraft, and over 7,500 paramedics have been mobilized.
16-Digital health services
The Seha Virtual Hospital provides remote consultations and chronic disease monitoring.
This season also sees the highest private sector participation in health services.
Al Jalajel concluded by urging pilgrims to stay hydrated, avoid direct sunlight, and seek medical attention when needed. He assured that the health system is fully prepared to manage emergencies, ensuring a safe and healthy Hajj season.

"This Hajj awareness kit reflects our deep commitment to guiding and supporting UAE pilgrims in performing their rituals with knowledge, faith, and peace of mind," the authority said.'It is our responsibility to make sure that each pilgrim is academically and spiritually ready for this auspicious voyage.'Among the key publications in the bag is 'Values of the Pilgrim', a booklet that offers lessons on essential moral and ethical values that a pilgrim should uphold during the sacred journey, the authority said. These values include humility, patience, generosity, and kindness — qualities that help pilgrims fulfill the true spirit of Hajj and enhance the likelihood of their pilgrimage being essential component of the kit is 'Supplication in Hajj', which highlights the significance of du'a (supplication) during the pilgrimage. It provides insights into the virtues, etiquette, and conditions of du'a, along with a collection of comprehensive prayers that pilgrims may need throughout their journey. The package also includes a scholarly guide titled 'They Ask You About Hajj: Fatwa Stations', compiled by the UAE Council for Fatwa. This publication addresses frequently asked religious questions and issues related to Hajj, offering reliable rulings and clarifications based on Islamic jurisprudence. It serves as a valuable reference for pilgrims seeking authentic answers during different stages of addition to the booklets, the kit features a map of the main Hajj stations, helping Emiratis understand the geographic and procedural flow of the pilgrimage. It serves as a practical guide to support planning, navigation, and the performance of rituals. Every pilgrim also received a copy of the holy Quran and a special Hajj prayer booklet as part of the kit, offering both spiritual guidance and easy access to essential religious text. This UAE initiative underscores the importance of proper religious preparation and spiritual awareness, ensuring that pilgrims are not only physically ready but also spiritually and intellectually equipped for this profound religious journey.

Hajj 2025 begins: Thousands of UAE pilgrims arrive in Makkah for sacred journey
As Haya Qawas stepped into the view of the Holy Ka'aba, she felt as if she had been transported to another world. The sight of the sacred stone building brought her to tears, and her heart raced with joy. "It was like I had been waiting for this moment my whole life," she told Khaleej Times. Qawas is among thousands of pilgrims from the UAE who have travelled to Saudi Arabia to perform Hajj, the annual Islamic pilgrimage to Makkah. This year, Saudi authorities have implemented stricter measures to protect pilgrims from the intense heat, as temperatures are expected to soar above 40°C. Hajj begins on Wednesday, June 4, and will continue until Monday, June 9. What is Hajj? Hajj is a religious obligation for all Muslims, with exceptions made for those who are elderly, disabled, or financially unable to participate. It is a spiritual milestone in the life of every Muslim, where people of all walks of life — rich and poor, young and old — stand together in identical white garments, stripped of status and worldly attachments. 'Those were days of physical exhaustion, but I experienced a kind of emotional and spiritual peace I had never known before,' Qawas said, referring to the journey to Makkah. 'I truly felt close to my Lord, as if my sins were melting away with every tear, every tawaf (the act of walking around the Ka'aba), and every weakness." Abdulrahim Shraim, Qawas' husband, felt much of the same feelings, his heart beaming with joy at the sight of the Ka'aba. This will be his first time performing Haj, and Shraim and an estimated 1.8 mn pilgrims are preparing the long and strenuous journey. The high temperatures will add on to his exhaustion but said that it will be worth it. Her husband, Abdulrahim Shraim, who is performing Hajj for the first time, echoed her sentiments. The high temperatures are adding to the physical fatigue, but Shraim believes the experience will be worth it. 'All the travel fatigue vanished, and my heart felt so light,' he said. The married couple are among the estimated 1.8 million pilgrims who will be performing Hajj this year. 'Greater reward' When Khaleej Times last spoke to Sarah Tiry, she was preparing to embark on a night journey to Mina, an area 8km southeast of the city of Makkah which houses hundreds of thousands of tents to accommodate pilgrims. The stay-at-home mum from South Africa will board a bus along with her group that will leave for Mina at 2.30am. From there, she expects to make the trek from Arafah to Muzdalifah. 'There are times where the bus route may have taken an extra hour to reach our hotel, but that was due to the police blockages around the Makkah area, but Alhamdulillah we are meant to bear with a little inconvenience for the greater reward of this journey,' she said. Tiry also shared that she had prepared for the heat by wearing a cotton hijab and using unscented products, as Muslims in the Ihram, a sacred state a Muslim must enter in to perform the Haj, cannot use perfumes or strongly scented products. Although travelling with her husband, she found companionship and support from two women she met during the trip. 'I've made 2 friends and it's like we've known one another forever,' she said. 'The support, familiarity and companionship you get is like no other in a short space of time. It's something you need while you're here as a lot of the time you won't be with your partner." Layali al-Tashriq Jaseem Khateebi, a Dubai resident, is also travelling with his wife and other family members for Hajj. 'We haven't started our journey to Mina yet. Because of the extreme heat, we will either go later this evening or early tomorrow morning." The stay in Mina, known as Layali al-Tashriq, is a time for pilgrims to recite the Holy Quran, offer prayers and nawafil, perform dhikr, and listen to Islamic lectures. Currently, Jaseem and his group are staying in Aziziya, a neighbourhood close to the holy sites. Khateebi described the crowds this year as massive, and while travelling to the holy sites is difficult due to the heat, he noted that most pilgrims stay inside their accommodations during the hottest part of the day. 'During the afternoon, hardly anyone steps outside, it's just too hot. Most pilgrims stay inside their hotels or accommodations until the temperatures drop,' he said. Jaseem added that many prefer to visit Masjid Al Haram in the evening or early morning. Despite the scorching heat and the large number of pilgrims, Jaseem commended the organisers for ensuring a smooth and safe experience. 'There are clear signage, regular announcements, and people helping us all along the way. It gives us peace of mind, especially for the elderly in our group,' he added. Organisations across the UAE, including the Abu Dhabi Rehabilitation Centre and the Khalifa bin Zayed Al Nahyan Foundation, sponsor free Hajj trips for Emiratis who are unable to afford the pilgrimage, including the elderly, widows, and divorced women. The official Hajj delegation of the country will also look after UAE pilgrims in the holy site by giving them free healthcare services and preparing them for their journeys.
