Pierce County embarks on regional response to homelessness. Can it make a difference?

Pierce County's Unified Regional Approach (URA) to homelessness officially kicked off, but it is still unclear how the coalition will be led, what goals it will attempt to achieve and how it will operate.
On March 7, dozens of elected officials from cities in Pierce County, representatives from local government agencies and some nonprofit service providers gathered for the official URA meeting.
The Unified Regional Approach is an attempt to satisfy the first goal identified in Pierce County's Comprehensive Plan to End Homelessness — established by the Pierce County Council four years ago.
Attendees included members of the Tacoma City Council, City of Gig Harbor, Lakewood City Council, Puyallup City Council, local fire and police departments, Pierce County Council members and Pierce County Human Services, among others.
The URA is intended to bring together government, community and non-profit partners involved with the region's response to the homelessness crisis. The idea is that better coordination and cooperation is needed between jurisdictions and communities fighting the common problem of homelessness.
The effort to assemble the first URA meeting has been long and costly. Last year, Pierce County offered $1 million to a consulting firm to help organize and implement the URA.
During the March 7 meeting, those consultants facilitated the conversation.
Brian Scott is the project director from Uncommon Bridges, the consulting firm chosen by the county.
Scott outlined the plan to slowly define the objectives of the URA, the roles each member would have and how it would operate. He said the members of the URA would have to discuss and determine their respective levels of commitment and how decisions about resources would be made.
Even questions around how often the URA would meet have yet to be answered.
That process alone is expected to take a year.
Scott said consultants would speak individually with members of the URA to ask about their thoughts, concerns and expectations for the URA. He said the intention is to collect feedback that members are hesitant to share during meetings.
Some of the early feedback the consultants received about the homelessness response system was shared March 7. The themes included unequal burden faced by certain jurisdictions that provide the majority of the homeless services, a need for better data tracking and sharing, and 'cumbersome processes' for procuring and distributing contracts and grant funding.
Consultants also identified tensions between jurisdictions due to factors such as smaller communities having fewer resources to contribute, confusion around leadership roles, and regional approaches that could undermine local strategies and priorities.
Sarah Solon works for HR&A, a consulting firm partnering with Uncommon Bridges to help implement the URA.
Solon presented case studies of other regions that improved their response to homelessness through regional coordination.
According to data she presented, Harris County, Texas, where Houston is located, had the sixth largest homeless population in the nation in 2011. Since 2012, the region has been able to reduce its unhoused population by 60%.
Solon said it found success by creating a unified system where anyone experiencing homelessness was able to access services and support. She said the system focused heavily on reducing wasted and duplicated efforts.
According to her data, the region housed 32,000 people since 2012 and experienced a 90% success rate in housing programs —meaning those individuals did not return to homelessness over two years.
She told the attendees some of the key agreements regional coalitions could make include operational coordination, service contract alignments and data-sharing agreements. She also outlined a need for an alignment of financial resources and stronger coordination to request state and federal funding.
'What is happening here is not happening in other communities,' she encouraged. 'We are on the wave of innovation.'

The PGA Tour comes to a conclusion this week at the Tour Championship at East Lake Golf Club in Atlanta, GA, and there are rumors the host site could be changing. East Lake has hosted the Tour Championship since 2004, when its primary sponsor, Coca-Cola, urged the Tour to move away from its previous rotating site, Champions Golf Club in Houston, TX. Since its inception in 1987, the Tour Championship has been held at eight venues, including Pinehurst No. 2, The Olympic Club, Pebble Beach, Oak Hill, Harbour Town, and Southern Hills. 'It's been discussed,' said Adam Scott, a player director on the PGA Tour Policy Board. 'We've questioned everything at some point. I couldn't tell you contractually how long we're tied there, but East Lake is where it's at.' Title sponsors of the PGA Tour Playoff series may have influenced the location decisions. FedEx, headquartered in Memphis, TN and sponsor of the FedEx St. Jude Championship, helped turn what was once a rotating event into a fixed one. Previously, the Westchester Classic (later known as The Barclays) was held at Westchester Country Club in New York from 1967 to 2007 before rotating between venues along the East Coast. The BMW Championship, formerly the Western Open, also provides a case study. For decades, the event was tied to Chicago: played at Butler National from 1974 to 1990 and then at Cog Hill from 1991 to 2006. Its proximity to the Western Golf Association's headquarters played a major role. A rebrand and new title sponsor later, the BMW Championship became a rotating event, ironically no longer confined to the 'West.' 'I don't hear fans say it is an exciting golf course to watch golf,' professional golfer Peter Malnati said of East Lake. 'I know it does a lot for the community and that's very important, but I think it would be cool for our biggest trophy to be given away at a course that really excites fans. But there are a lot of things that have to be done in the right way to make that happen. I think East Lake works really hard to be an amazing host. I'd love to see our fans be excited about where we play the Tour Championship in addition to the tournament itself.' The current contract with East Lake Golf Club ends in 2027. With the BMW Championship already rotating and frequent player feedback about the heat and humidity in Georgia in August, the Tour Championship could be next to move. SSG, with its $1.5 billion investment into the PGA Tour, might consider adding another stop in its headquarters city, Orlando, FL, though that too would be another steamy summer site. Jason Day has voiced support for rotating playoff venues, starting with the FedEx St. Jude Championship in Memphis, where he struggles at TPC Southwind. 'I'm like, when can we leave?' Day said. 'But I definitely think we should move around a bit, yeah, for sure.' Several major metropolitan areas in the U.S. currently lack regular PGA Tour stops but could provide fresh tests if the playoff events rotated. Cities like Chicago, Denver, Boston, New York, Philadelphia, Indianapolis, Washington, D.C., St. Louis, Seattle, Salt Lake City, Oklahoma City, and Portland could all offer championship caliber venues. Cooler climates in the Midwest and Pacific Northwest would also give players a more comfortable environment to compete in. Normal Tour venues must have facilities for fields of around 150 players, but the reduced playoff fields require less dining, practice, and locker space. However, infrastructure for media, grandstands, and broadcast technology will still be critical factors in venue selection. With East Lake's contract expiring, a new investor in the mix, and shifting sponsor priorities, both the Tour Championship and the FedEx St. Jude Championship could soon be on the move.

Black Hills and NorthWestern to merge into company with $7.8bn market cap

Black Hills and the NorthWestern Energy Group have entered a definitive agreement for an all-stock, tax-free merger that will establish a regional electric and natural gas utility company with a pro forma market capitalisation of $7.8bn. The combined company will serve more than two million customers across eight US states. The proposed combination would result in a total enterprise value of $15.4bn based on both companies' stock prices as of 18 August 2025. NorthWestern shareholders will receive a fixed exchange ratio of 0.98 shares of Black Hills per share owned at closing, representing a 4% premium based on average stock prices since discussions began in March 2025. Black Hills investors will own 56% while NorthWestern shareholders will hold 44% of the combined company on a fully diluted basis. Black Hills president and CEO Linn Evans stated: 'We are excited to bring our two highly complementary companies together to create significant long-term value for customers, employees, shareholders and the communities we serve. Our future success will be driven equally by the people, assets and capabilities of both organisations. 'The combined company will have greater scale and financial strength to consistently deliver for customers across our service territories and invest at the pace and scale that today's energy transformation demands.' The new board for the merged entity will comprise six directors from Black Hills and five from NorthWestern, with headquarters in Rapid City, South Dakota. Joint investment plans from 2025 to 2029 exceed $7bn, focusing on critical infrastructure for electricity and natural gas to cater to growing energy needs while maintaining competitive rates for consumers. The merged company targets an earnings per share (EPS) growth rate between 5% and 7% annually, which is higher than either company's current standalone projections and anticipates accretive EPS in the first year after closing. The transaction will be completed within 12 to 15 months, pending customary conditions. This includes obtaining clearance under the Hart-Scott-Rodino Act, securing shareholder approvals, and regulatory consents. These approvals will involve commissions in the three states where both companies currently operate, Montana, Nebraska, South Dakota, and in Arkansas if needed, as well as Federal Energy Regulatory Commission endorsement. NorthWestern Energy president and CEO Brian Bird stated: 'Our merger with Black Hills will create a premier regional regulated utility company with a larger, more resilient platform consistent with mid-cap peers. This acquisition complements Kite's expertise in cell therapy by incorporating Interius's integrating in vivo platform. This approach enables the generation of CAR T-cells directly within the patient's body and may offer a more durable and long-lasting therapeutic effect by inserting DNA into the patient's genome.
