
Oman: Raysut Cement rekindles green energy deal with Chinese firm
The news surfaced directly from Raysut Cement CEO Eng Hilal al Dhamri, who confirmed a successful high-level meeting with SINOMA Overseas in Dubai. Discussions centred on moving forward with a long-stalled green energy initiative at Raysut's flagship plant in Salalah.
'Dhofar will host the first station of its kind in Oman,' said Al Dhamri in a post on social media, adding that the project will operate on heat discharged from cement production kilns.
The groundwork for the WHR project was originally laid in 2018, when Raysut Cement and SINOMA Overseas Development Co, Ltd signed a memorandum to develop a 9-megawatt power facility. The system, once operational, is expected to cut the plant's reliance on grid power by up to 30 per cent and reduce CO₂ emissions by more than 50,000 tonnes annually.
This revival arrives at a critical juncture. Oman is ramping up sustainability commitments under Oman Vision 2040 and its net-zero road map for 2050. Waste heat recovery is a proven industrial decarbonisation tool, already deployed across major cement markets like China and India.
The Raysut–SINOMA project is expected to be a regional first, offering a replicable model for industrial-scale energy reuse in the Gulf.
With environmental, social and governance (ESG) criteria gaining prominence across global capital markets, Raysut Cement's move could strengthen its sustainability credentials and attract future green investment.
Moreover, SINOMA Overseas Development — an internationally renowned engineering firm under the China National Building Material Group (CNBM) — brings to the table extensive experience in delivering turnkey WHR projects worldwide. Its involvement signals technical credibility and enhances the project's feasibility.
No official commissioning timeline has been released, but engineering design and site preparations are expected to be revisited before the end of 2025. The Salalah plant, one of Oman's largest cement production hubs, is already primed for the system's integration.
When completed, the WHR facility will not only mark a first for Oman but serve as a blueprint for the region's low-carbon manufacturing future.

Oman: New strategic plan to shape Dakhliyah's growth
Nizwa – Dakhliyah has launched its strategic development plan for 2026-2030 as part of ongoing efforts to promote decentralisation and enhance institutional planning. The plan aligns with Oman Vision 2040, the National Urban Development Strategy and the sultanate's five-year development framework. A cooperation agreement was signed on Wednesday between the Governorate of Dakhliyah and Oman Think Urban, a planning and development centre, to implement the strategy under the corporate name 'Afaq'. Intended to enhance public engagement and decentralised governance, it will be developed based on analytical and field studies. Sheikh Hilal bin Saeed al Hajri, Governor of Dakhliyah, said the agreement represents a step towards realistic and measurable planning approaches, aimed at delivering results that benefit all wilayats in the governorate. He stressed the importance of involving both local communities and government entities in every phase of the plan. It seeks to tap into the governorate's resources and strengths, enabling local authorities, citizens and private businesses to contribute to decision-making and development. Khaled bin Adim al Salmi, Director of Planning and Investment Department in the governorate, described the plan as a practical reflection of national policies promoting decentralised and balanced development. He added that community and private sector participation would be central to prioritising and allocating resources effectively. Prof Mahmoud bin Humaid al Wahaibi, CEO of Oman Think Urban, said the plan would adopt a participatory model supported by scientific methodologies and measurable indicators. The approach aims to produce sustainable outcomes and address future development challenges. The 'Afaq' project will also involve local capacity building and training programmes to boost institutional and community participation. A workshop was held during the launch with participation of governorate staff and representatives of public agencies. The session was a platform to discuss the overall direction of the plan and ensure it reflects the governorate's development needs. According to the Governor's Office, the plan will support key sectors including tourism, industry, education, innovation and infrastructure development.

Study highlights Muscat Stock Exchange's tangible impact on economic development
An academic study confirms a positive correlation between the Muscat Stock Exchange (MSX) and its growing role in financing investments, in line with global trends positioning stock exchanges as effective financial instruments in modern economies. The study took the MSX as a practical case. Titled 'The Role of Muscat Stock Exchange Management in Financing Investments in Line with Oman Vision 2040,' the research is considered the first of its kind in the Sultanate of Oman to explore the capital market's contribution to investment financing. It aims to elevate the status of the MSX as a reliable liquidity provider and stimulate its use in financing major national economic projects. The study comes at a time when regional financial markets are striving to deepen their ecosystems, diversify financial instruments, and strengthen their roles amid a favourable investment environment in the GCC. These efforts are supported by economic reforms aligned with national strategies. The study seeks to assess the MSX's role in financing investments within the framework of Oman Vision 2040, highlighting key programmes that support its mission as a capital market financing tool and a generator of investment opportunities. It also examines the development trajectory of the exchange in recent years. Findings revealed a strong, direct, and positive linear relationship between the MSX's performance and the level of investment financing in the Sultanate, especially through mechanisms such as equity offerings (IPOs) and bond issuances. As the MSX's role expands, investment financing also increases—aligning with Oman Vision 2040's goals. The research also reviewed the foundational objectives behind the creation of global stock exchanges, particularly their function in mobilising capital for economic and developmental projects. It further emphasised the role of stock markets in channelling public savings into productive investment. The study concluded with several recommendations, most notably the importance of implementing national initiatives that enhance the MSX's competitiveness as a viable financing option. It also called for improved coordination among regulatory and operational bodies within the financial sector to diversify financing instruments and continuously improve the investment environment. Abu Dhabi invests AED 764.5 million in Oman tourism project
An Abu Dhabi investment project worth AED 764.5 million to strengthen tourism in Oman's Salalah has broken ground, with plans to construct a luxury resort and a marina, as the latter looks to diversify its economy. Spanning an area of 2.5 million square metres in Jinawf, Oman, the development aims to significantly enhance the city's tourism infrastructure and capacity through the construction of hospitality facilities and inch closer to the country's national goal of economic diversification. The first phase of the project spans approximately 604,000 square metres, including the construction of a luxury resort which comprises over 120 rooms and chalets, as well as the developments of a marina, the rehabilitation of coastal and beachfront areas, and the implementation of essential infrastructure works - including roads and public utilities. "This project is a testament to the deep-rooted strategic ties between the UAE and Oman," said Mohammed Saif Al Suwaidi, Director-General of Abu Dhabi Fund for Development (ADFD). "The project also reflects our vision of economic diversification and our proactive approach to advancing sustainable development through meaningful regional partnerships and shared prosperity.' Azzan Al Busaidi, Under-Secretary of the Ministry of Heritage and Tourism for Tourism in Oman, emphasised that the project is expected to create hundreds of direct and indirect job opportunities while stimulating growth across key economic sectors. He added that it will enhance local capabilities through the integration of SMEs in key projects and offering training and capacity-building programmes for Omani nationals in the fields of hospitality and tourism. The initiative aligns with Oman Vision 2040, which positions tourism as a central aspect for economic diversification, particularly in regions with abundant natural resources such as Dhofar. Aligned with ADFD's strategic investment goals, the project goes beyond enabling Oman's economic and tourism development.
