Kuwait unveils ‘First Responder' medical fleet

KUWAIT: Kuwait's Ministry of Health has officially launched its new First Responder fleet, a nationwide project aimed at delivering faster emergency medical care—especially during critical moments where rapid intervention can mean the difference between life and death.
Unveiled on Wednesday, the project is a joint initiative between the ministry's Emergency Medical Department and the General Secretariat of Endowments. 'This is not just an operational upgrade or logistical support—it's a direct extension of our national health vision, which places a strong emphasis on medical readiness,' said Minister of Health Dr Ahmad Al-Awadhi at the launch event.
Designed to serve both remote and densely populated areas, the project aims to bring early resuscitation and immediate medical treatment to patients before they even reach the hospital. Dr Al-Awadhi explained that the goal is to 'enhance the speed and quality of emergency response across the country, protect lives, and reduce complications.'
He added that the fleet of 28 specially equipped vehicles will be distributed strategically across Kuwait based on population density, service coverage, and response priorities. This setup, he said, will be 'continuously evaluated and updated to maintain the highest operational efficiency.'

Each vehicle in the fleet is staffed by trained emergency technicians and paramedics who are required to pass both Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS) courses. According to Assistant Undersecretary for Medical Support Services Dr Abdullah Al-Faras, the vehicles come fully stocked with resuscitation equipment, oxygen tanks, advanced respiratory devices, IV fluids, essential emergency medications, and tools to stabilize fractures and spinal injuries.
'When a call is received by the central operations room, the nearest First Responder vehicle is dispatched,' Dr Al-Faras explained. 'The field teams then conduct an immediate assessment and send a report from the scene, followed by on-site care until backup arrives or the patient is transported to the hospital.'
The project is funded through the Waqf Healthcare Fund, part of the General Secretariat of Endowments. Nasser Al-Khader, Director of the Endowment Projects Department at the General Secretariat of Endowments, speaking on behalf of the Secretary-General, praised the collaboration with government bodies to support national development goals.
He highlighted the role of donors whose endowments continue to fund projects that serve the public good, saying, 'This initiative reflects our commitment to using Waqf resources in line with donors' wishes and Islamic legal guidelines.' — KUNA

She also presented the State's final financial statement for fiscal year 2024-2025, which recorded a deficit of KD 1.056 billion. The Cabinet acknowledged the urgency of addressing financial waste and boosting non-oil revenues, calling for collective action across all government entities. It reviewed and approved draft laws related to final financial statements for the fiscal year, which will be referred to His Highness the Amir for endorsement. Citizenship review Lastly, the Cabinet approved the report submitted by the Supreme Committee for the Investigation of Kuwaiti Citizenship, concerning cases involving the loss and withdrawal of nationality. Al‑Awadhi underscored the department's decisive involvement in major criminal cases solved within record time, including the Imam Al‑Sadiq Mosque bombing, the Hawally 'monster' case involving approximately 18 child rape offenses, and the Jahra wedding tent fire that tragically claimed around 57 lives. He detailed the department's methodical approach: examining the crime scene, transporting the body to the morgue for a thorough autopsy, followed by a comprehensive medical report that scientifically clarifies the cause of death. These findings are coordinated with investigative authorities to inform legal proceedings. Highlighting future enhancements, Brig. Al‑Awadhi announced ongoing efforts to align Kuwait's forensic sciences with international standards. Al‑Awadhi outlined that forensic reports guide criminal investigations by accurately determining critical elements such as time and cause of death, injury patterns, links to crime scenes, and suspect identification—all based on scientific data. He further explained that the GDCE's forensic system can be mobilized for complex cases involving fires or advanced decomposition. In such instances, a multidiscipline task force applies strict protocols and coordinated analysis to deliver prompt and reliable results. Recognizing challenges such as caseload pressure, the need for precision, and confidentiality, the department has established a Quality Control Department and a Coordination Unit. It has also introduced a secure G2G messaging system to transmit forensic reports electronically and discreetly, reducing reliance on paper-based procedures. In support of digital transformation, the department is integrating services with the Ministry of Interior's 'Sahel' application. Upcoming features will allow citizens and residents to receive notifications relating to civil and medical legal processes—including appointment scheduling and case status—enhancing transparency and procedural efficiency. The department is evaluating adoption of virtopsy technology—a forensic imaging system that uses CT and MRI to simulate autopsy findings without dissection. This method has gained traction internationally due to its ability to preserve the integrity of the body and facilitate faster, non-invasive investigations—especially relevant in settings with cultural sensitivities regarding autopsies Brig.
