The Greater Noida Industrial Development Authority (GNIDA) has come under sharp criticism from the Comptroller and Auditor General (CAG) for allowing construction on the Hindon floodplain — a zone meant for natural conservation, reported by TOI. Instead of protecting these ecologically sensitive areas, GNIDA enabled the development of farmhouse plots in prohibited zones, leading to major environmental and regulatory violations, according to a CAG audit.GNIDA launched the 'Institutional Farmhouses' scheme in 2011 and the 'Krishi Farmhouses' scheme in 2015, both in violation of existing norms. Though initially intended for temporary structures, the schemes led to the construction of permanent houses, shops, and polluting workshops. In Haibatpur village, farmhouses were permitted as close as 130 metres from the Hindon riverbank.The audit referenced the Regional Plan 2021 , which classifies the Hindon floodplain as a natural conservation zone . Only restricted activities such as farming and afforestation are permitted, with a construction cap of 0.5%. Construction or habitation on riverbanks, riverbeds, or floodplains is strictly prohibited.GNIDA's actions disregarded several regulations, including a 2010 state government order directing development authorities to designate floodplain areas as green zones in Master Plans and ban construction. A 2013 interim order from the National Green Tribunal imposed a construction ban on Yamuna and Hindon floodplains, reinforced in 2016 by a central government notification prohibiting construction along the Ganga and its active floodplains.Despite these orders, GNIDA labelled Hindon floodplain land as "agricultural use" in its Master Plan 2021 and introduced the farmhouse schemes.Under the Institutional Farmhouses scheme, GNIDA allotted three large plots totalling 13.5 lakh square metres. These went to an SDS Infratech-led consortium (FH-1), Gaursons India (FH-2), and Gaursons Hi-tech Infrastructure (FH-3). As of April 2021, the total dues had reached Rs 598 crore.Although FH-1 was cancelled in 2017 for non-payment, the matter remains in court. FH-2 and FH-3 were not cancelled despite outstanding dues. FH-3 was later downsized due to GNIDA's lack of possession over some parts of the land.The audit also found that GNIDA allotted plots without confirming clear land ownership. At the time of allotment, portions of FH-1 were already under development, and parts of FH-2 and FH-3 were either encroached, under litigation, or not yet acquired. Despite this, GNIDA allowed developers to mortgage the land — even when dues remained unpaid — a practice criticised by the Supreme Court in the Amrapali case.FH-2 was mortgaged with the condition that banks would pay Rs 107 crore in dues, which never materialised. Layout approvals revealed 91 farmhouses across FH-2 and FH-3, with permanent construction on over 1.5 lakh square metres of floodplain.The Krishi Farmhouses scheme , launched in May 2015, targeted farmers whose land had been acquired. Nine plots totalling 84,047 square metres were allotted in Haibatpur village. These plots were between 130 to 553 metres from the Hindon riverbank. Satellite imagery and inspections in 2019 revealed dense encroachments, including permanent homes and commercial shops.GNIDA acknowledged the encroachments in 2015 and 2016 but failed to take corrective action. In 2019, the board opted to cancel the scheme and refund allottees with 4% interest. By 2021, eight refunds had been processed; one remained pending in 2022.By April 2021, total dues under both schemes stood at Rs 646 crore. Despite large-scale defaults and repeated violations, most developers faced no serious action. Construction on many plots remained incomplete even after a decade.The audit concluded that GNIDA had failed to fulfil its core responsibility of protecting green buffers and floodplain zones, instead facilitating their conversion into unauthorised farmhouse developments while allowing significant financial and regulatory lapses to persist.(With inputs from TOI)

Bengaluru: The Comptroller and Auditor General's (CAG) report has revealed that the five guarantee schemes implemented by the government of Karnataka accounted for 15 per cent of Revenue Expenditure for the year 2023-24. It further underlined that to finance the guarantees, the state government availed Rs 37,000 crore loan more than the previous year and reduced capital expenditure (Capex). The central auditor's report was tabled in the Legislative Assembly on Tuesday and the details have surfaced on Wednesday. The CAG stated, "Implementation of the schemes resulted in the increase in growth of expenditure (12.54 per cent from the previous year) which was the contributing factor of Revenue Deficit of Rs 9,271 crore. Consequently, fiscal deficit of the state also increased from Rs 46,623 crore in 2022-23 to Rs 65,522 crore in 2023-24." The state in order to finance the guarantee schemes and the deficits arising thereof, availed net market borrowing of Rs 63,000 crore which was Rs 37,000 crore more than last year's net borrowings. The guarantee schemes also reduced the Capex towards infrastructure by around Rs 5,229 crore when compared to previous year, the CAG stated. The CAG report also gave details of five guarantee schemes implemented during 2023-24. A total budget of Rs 36,537.96 crore was allotted. Under Gruha Laxmi, which provides Rs 2,000 every month to woman head, Rs 16,964 was spent. Under Gruha Jyothi, free power scheme, Rs 8,900 crore was spent. Anna Bhagya free rice scheme (Rs 7,344.68 crore), Shakti free travel for women scheme Rs 3,200 crore was spent and for Yuva Nidhi scholarship scheme Rs 88.88 crore was spent. The guarantee schemes accounted for 15 per cent of revenue expenditure for the year 2023-24. During the year 2023-24, while the state's revenue grew by 1.86 per cent over last year, its expenditure grew by 12.54 per cent. The increase in growth of expenditure was mainly on the account of the guarantee schemes which was the contributing factor for revenue deficit of Rs 9,271 crore, according to the CAG report. The report further underlined, "This mismatch of receipt and expenditure during the current year had resulted in state witnessing revenue deficit of Rs 9,271 crore after its recovery during 2022-23 from the Covid-19 economic slowdown. Consequently, the financial deficit of the state also increased from Rs 46,623 crore in 2022-23 to Rs 65,522 crore in 2023-24. To finance the guarantees and deficits thereof, the state availed net market borrowing of Rs 63,000 crore which was Rs 37,000 crore more than last year's net borrowings. This would not only increase repayment burden in the near future but also would enormously increase burden of the state, the CAG report warned. The state has also reduced the Capex towards infrastructure by around Rs 5,229 crore when compared to the previous year. This has an impact on the increase in incomplete projects by 68 per cent when compared to the previous year. This compression in gross capital formation may prove to be detrimental to future growth prospects, the CAG underlined. Thus, implementation of the guarantee schemes without rationalising existing subsidies/financial assistance or the benefits would place a pressure on state's resources and have an influence on fiscal deficits and debt level as already discussed, the CAG report underlined. The government in Medium Term Fiscal Plan 2024-28 has projected a revenue deficit of Rs 27,354 crore and thereby increasing its borrowings to Rs 1,05 lakh crore, the CAG report stated. It also said, state finance department, while accepting the facts during Exit Conference held in January 2025, stated that the five guarantees boosted the local economy, reduced economic disparities and supported human capital development.

CAG flags strain due to Congress' Karnataka guarantees: Rs 5,229 crore cut in infrastructure spend
The Congress's five guarantees in Karnataka, which are largely seen to have propelled it to power in the state in 2023, resulted in a Rs 5,229 crore reduction in capital expenditure on infrastructure in the 2023-2024 fiscal year and will cause a strain on the economy if the subsidies are not rationalised, a Comptroller and Auditor General (CAG) report has said. According to the CAG report, which was tabled in the Assembly on Tuesday, the reduction in expenditure has also resulted in a 68 per cent delay in projects across the state. 'The State also reduced the capital expenditure towards infrastructure by around Rs 5,229 crore when compared to previous year. This has an impact on the increase in incomplete projects by 68 per cent when compared to previous year. This compression in gross capital formation may prove to be detrimental to future growth prospects,' the report stated. Currently, the Siddaramaiah-led Congress government implements five direct benefit transfer (DBT) schemes: the Gruha Lakshmi (Rs 2,000 to each woman from poor households), Yuva Nidhi (a monthly unemployment allowance of Rs 3,500 for graduates and Rs 1,500 for diploma holders, Gruha Jyoti (free power), Anna Bhagya (free rice) and Shakti (free bus travel for women). For the schemes, the government had allocated a total of Rs 36,538 crore, which amounts to 15 per cent of the state's revenue expenditure for the 2023-2024 fiscal year. It used the entire amount to implement the schemes, except the unspent Rs 40 crore of the Rs 7,384 crore allocated for the Anna Bhagya scheme. While the state's revenue grew by 1.86 per cent in 2023-24 compared to the previous year, the expenditure grew by 12.54 per cent. 'The increase in growth of expenditure was mainly on account of the guarantee schemes which was the contributing factor for the Revenue Deficit of Rs 29,271 crore. This mismatch of receipt and expenditure during the current year (2023-24) had resulted in the state witnessing revenue deficit of Rs 9,271 crore after its recovery during 2022-23 from Covid-19 economic slowdown. 'Though the cash transfers such as Yuva Nidhi and Gruha Lakshmi empowered the youth and women and also gave security and enhanced their purchasing power, these cash transfers along with the other three subsidy schemes without rationalisation of existing subsidies would strain the financial economy of the state… The government in its medium-term fiscal plan 2024-28 has projected a revenue deficit of Rs 27,354 crore and thereby increasing its borrowings to Rs 1,05,246 crore,' the CAG noted. The gap between the revenue receipt and revenue expenditure, which results in revenue deficits/surpluses shows that Karnataka had a revenue surplus of Rs 13,496 crore in 2022-23 (0.62 per cent of GSDP) and Rs 19,271 crore (0.36 per cent of GSDP) in 2023-24, the CAG noted. 'The state government spent Rs 52,120 crore on the capital account. This was around 17 per cent of the total expenditure in 2023-24. The borrowings exceeded the capital expenditure by Rs 38,160 crore and the amount was utilised for meeting the expenses towards five guarantee schemes,' the report stated.

Karnataka debt jumps to ₹63,000 cr in FY24; CAG blames guarantee schemes
The Karnataka government borrowed ₹63,000 crore in 2023-24 to cover the cost of its guarantee schemes and the financial gaps they created. This was ₹37,000 crore more than the net debt of ₹26,000 crore in the previous year, according to a report by the Comptroller and Auditor General (CAG). The report said that from the money set aside for capital expenditure on infrastructure, about ₹5,299 crore was instead spent on guarantee schemes in 2023-24. CAG flags impact of guarantee schemes on Karnataka's finances The CAG report has raised concerns over the effect of Karnataka's five guarantee schemes on state finances. According to the report, the schemes made up 15 per cent of the government's revenue expenditure in 2023-24. Cost of five welfare schemes The Congress government introduced the guarantees — Gruha Jyothi, Gruha Lakshmi, Anna Bhagya, Yuva Nidhi, and Shakti — soon after it took office in May 2023. Together, the programmes cost the state: • ₹16,964 crore for Gruha Lakshmi • ₹8,900 crore for Gruha Jyothi • ₹7,384 crore for Anna Bhagya • ₹3,200 crore for Shakti • ₹88 crore for Yuva Nidhi According to a release from the Principal Accountant General (Audit-1), the rollout of these schemes pushed up expenditure growth by 12.54 per cent compared to the previous year. This resulted in a revenue deficit of ₹9,271 crore. The state's fiscal deficit also widened sharply, climbing from ₹46,623 crore in 2022-23 to ₹65,522 crore in 2023-24. To meet these expenses, the state borrowed nearly ₹63,000 crore from the market — ₹37,000 crore more than in the previous year. The CAG audit further noted that increased welfare spending affected capital expenditure. Spending on infrastructure dropped by about ₹5,229 crore compared to 2022-23. 'Thus, implementation of the five guarantee schemes without rationalising existing subsidies/financial assistance or the benefits would place pressure on the state's resources and have an influence on fiscal deficits and debt levels,' the CAG said in its report.
