E-commerce shake-up on table
KOTA KINABALU: The review of e-commerce legislation, which began in April last year to develop a more responsive legal framework for regulating the industry and protecting consumer interests, is expected to be completed by August.
Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali said the review is now in its final phase before the recommendations are submitted to the Cabinet for approval and subsequently tabled in Parliament for the drafting or amendment of relevant laws.
He said the key laws under the ministry's jurisdiction include the Consumer Protection Act 1999 and the Electronic Commerce Act 2006.
'Our aim is to finalise the review by the end of this year, including securing Cabinet approval on whether to introduce a new legal framework or amend existing laws to make them more conducive, comprehensive and relevant to current challenges,' he told reporters after launching the Sabah-level 2025 Business Digitalisation Programme at Universiti Malaysia Sabah yesterday.
Armizan said the review also seeks to identify gaps in existing legislation, assess regulatory scope and benchmark Malaysia's e-commerce laws against international practices.
He said the review also considers issues and needs of both the industry and consumers, and will propose new legislation or amendments along with the most effective regulatory approach for the e-commerce landscape.
'At present, there is no direct regulation of platform operators or sellers in the e-commerce space. No decision has been made yet on whether to introduce a licensing regime or adopt a compliance-based approach.
'Our objective is not merely to establish a legal framework, but to create a regulatory mechanism that supports the growth of businesses using e-commerce platforms.
'We do not want future legislation to become a hindrance to the sector's potential,' he said, Bernama reported.
Armizan also announced that a town hall session with industry players will be held on July 17 to gather feedback and input on the proposed regulatory framework.
He said several engagement sessions had taken place, involving 63 entities from the public and private sectors, as well as industry representatives, in addition to surveys with e-commerce firms and users.
Armizan added that the e-commerce sector is projected to generate RM1.65 trillion in revenue this year.

The participation of 70 entrepreneurs from BizFrancais Pernas and UDA, representing various business backgrounds, has made the carnival an inclusive and relevant platform for all segments of society. Visitors have been able to enjoy a wide range of products and services, with sales targeted at RM4.25 million over the three-day event. Minister of Entrepreneur Development and Cooperatives Datuk Ewon Benedick said the initiative aligns with his ministry's aspiration to provide a more conducive market access environment in support of the country's entrepreneurial sector. This includes developing strategic networks and strengthening branding towards producing competitive, innovative, and sustainable entrepreneurs. He added that the strategic collaboration between UDA and Perbadanan Nasional Bhd (Pernas) reflects strong synergy among the Ministry of Entrepreneur Development and Cooperatives (KUSKOP) agencies in empowering local entrepreneurs, not just in major cities, but extending down to grassroots levels. 'This carnival is not just a sales platform for entrepreneurs, but more importantly, it allows KUSKOP agencies to directly provide services and support to current and aspiring entrepreneurs,' he said during the carnival's opening ceremony today. Ewon also stated that under the 13th Malaysia Plan (13MP), KUSKOP will focus on empowering the development of the franchise, MSME, cooperative, and social enterprise sectors in Sabah to strengthen the socio-economic standing of local entrepreneurs through business growth opportunities. President and CEO of UDA Holdings Bhd, Johari Shukri Jamil, said in his speech that the collaboration between UDA and Pernas is in line with the Blue Ocean Strategy, combining resources, expertise, and networks to create greater impact for the benefit of entrepreneurs and the local community. Since 2022, he noted, the UDA Carnival has been one of the agency's main platforms for reaching out to communities and supporting local entrepreneurs. 'This year, the collaboration with Pernas through the BizFrancais programme reflects our joint commitment to strengthening the support network for entrepreneurs. The BizFrancais programme, organised by Pernas since 2019, aims to promote the franchise industry and provide direct exposure to franchise opportunities in the country,' he said. Johari also reiterated UDA's commitment to supporting KUSKOP's efforts in strengthening the national entrepreneurial ecosystem, in line with its mandate as a property developer and provider of competitive commercial spaces.

Tabung Haji denies RM20m rebranding claim, clarifies actual cost
KUALA LUMPUR: Tabung Haji (TH) has dismissed claims that it spent RM20 million on rebranding as false and defamatory. The pilgrimage fund clarified that the brand rejuvenation process cost RM2 million annually for three years. 'Efforts to strengthen the brand have been carried out several times as an important investment to change mindsets and attract Muslims to save systematically in order to meet the requirements for performing the haj,' TH stated. The rebranding included market surveys and depositor engagement to address demographic shifts among Malaysian Muslims. 'The claim that TH need not strengthen its well-known brand after 60 years of operation is also inaccurate,' the statement added. TH currently serves 9.6 million depositors, roughly half of Malaysia's Muslim population. Over 53 per cent of depositors have savings below RM1,300, far short of the RM15,000 needed for a B40 pilgrim in 2025. 'Over 80 per cent of depositors' financial transactions are done online,' TH noted. The institution plans a campaign to encourage early, consistent savings while ensuring stable investments. TH's Board of Directors will review strategies to stay competitive and attract younger depositors. The rebranding issue was raised by Pengkalan Chepa MP Datuk Dr Ahmad Marzuk Shaary in Parliament last week. Minister Datuk Dr Mohd Na'im Mokhtar will address the matter during Monday's Dewan Rakyat session. - Bernama

Enterprises urged to explore potential of Sabah's green energy

KOTA KINABALU (Aug 16): Sabah-China Chamber of Commerce president Datuk Frankie Liew emphasized that the world is now moving towards green transformation and sustainable development. He encouraged Chinese and Sabah enterprises to actively explore the potential of Sabah's green energy to align with the global low-carbon trend. 'Green finance, on the other hand, provides financial support and investment opportunities. When combined, they not only give trade new value but also create unlimited potential for Sabah's future,' he said at the Green Energy and Finance Forum on Saturday. The Sabah-China Chamber of Commerce organized the Green Energy and Finance Seminar at its Kolombong headquarters. Industry representatives were invited to share the latest developments and services. The keynote speakers included Ir. Jess Vun from JV Consultant, Ir. Lo Yi Bang from SW Green Energy Technology, and Vivien Liew Ping Ching, representing Hong Leong Bank's Green Energy Financing division. The seminar began with Vun's presentation on Environmental, Social, and Governance (ESG), followed by Lo's presentation on Green Energy Technology in Sabah. The final session was presented by Hong Leong Bank, introducing its green energy financing services. Liew said that since its establishment in 2019, the Chamber has been committed to promoting economic, trade, industrial and commercial cooperation between Sabah and China. In recent years, apart from traditional trade and investment, the Chamber has actively responded to national and state government policies by promoting green energy, new technologies and emerging industries.
