‘It's just such a tragedy': Franklin community mourns loss of young girl after OUI crash
A memorial of flowers and stuffed animals is growing on Grove Street after a little girl was killed in a crash Saturday night.
'It's just such a tragedy,' Franklin Town Council Chairman Tom Mercer said. 'The devastation is being felt across the entire community.'
According to the Norfolk County District Attorney's Office, a pickup truck driven by 21-year-old James Blanchard collided with the family's car shortly after 6:20 p.m. Saturday.
The father of the young girl, who was driving the car at the time, has since been released from the hospital.
The two other passengers of the car, the mother and son, are in the hospital with serious injuries.
The crash happened in front of Smilage Dental Center, where Sylvia Sham works.
'I was getting ready to close up and leave and then I heard it,' Sham explained.
She ran outside to a harrowing scene and dialed 911 while other bystanders quickly started to help.
'There was someone, I believe he was a doctor, he came and helped the best he could,' Sham said. 'There was a lot going on everyone was kind of gravitating to where they needed to be.'
Since then, Mercer said his phone has been ringing off the hook from residents wanting to help the family, who has not yet been identified.
'Our hearts and thoughts and prayers go out to the families involved, such a tragic accident for sure,' Mercer said.
The Norfolk DA said Blanchard is facing a list of charges including motor vehicle homicide and drunk driving.
Blanchard is due in court Tuesday.

Marysville to rename Oak Street after fallen Officer Osmar Rodarte
In a tearful presentation by the mayor of Marysville, city leaders honored fallen Officer Osmar Rodarte with a proclamation to rename Oak Street after his sacrifice. Fellow officers, city leaders, community members and Rodarte's family poured into City Hall on Tuesday night for a proclamation to forever remember the man who gave the ultimate sacrifice. Mayor Chris Branscum said that Oak Street will be memorialized as Officer Osmar Rodarte Memorial Way. "We will be eternally grateful for his service and sacrifice, and whereas the same is true for his family, who have sacrificed alongside this heroic American," said Renick House, Yuba County supervisor. Rodarte was killed in March in the line of duty during a transnational drug trafficking bust in Olivehurst. He leaves behind his wife and young children. "The pain never goes away. We will forever honor your son, your husband, your father, your grandson," Mayor Branscum said. "I saw your son get his badge pinned on in this room." As the room remembered Rodarte, two more officers were sworn in to the Marysville Police Department. Rodarte's death in the line of duty was the first for the department in a hundred years. "We are all with you. Though Osmar Rodarte is gone, his spirit will live on in our hearts and he will be remembered as a true hero who gave his life on the line of duty," House said. Rodarte's family exchanged handshakes and hugs with city officials as they accepted the proclamation to rename Oak Street. "The City of Marysville wishes to honor and preserve the memory of Officer Rodarte's life, service and sacrifice," Mayor Branscum said. It's unclear exactly when new signage will be put in reflecting the name change, but the city says it will be soon.

Woman, 84, dragged into alley and assaulted, Santa Monica police say; Long Beach man arrested
A man has been arrested on suspicion of sexually assaulting an 84-year-old Santa Monica woman. In the incident earlier this month, the woman was heard screaming for help after the 39-year-old man dragged her into an alley, Santa Monica police said Tuesday. Police responded at about 9:30 p.m. June 5 to the cries of the woman near the intersection of Wilshire Boulevard and 6th Street, the police statement said. "Upon arrival, officers located an 84-year-old Santa Monica resident who appeared to be in distress," police said. "The victim reported that she was approached and grabbed from behind by a male suspect who then dragged her into a nearby alley and attempted to sexually assault her." The department said there were multiple witnesses at the scene who backed up the woman's statement and told officers the suspect fled to the north. Police were able to find and detain the suspect at 5th Street and California Avenue. The suspect, Pape Tall of Long Beach, has been charged by the Los Angeles County district attorney's office with felony counts, including assault with intent to commit rape and kidnapping with intent to commit rape, police said. Tall was charged on June 9. He is being held at Men's Central Jail in downtown Los Angeles without bail. His next court date is scheduled for July 9 at the Airport Courthouse near Los Angeles International Airport. Santa Monica police are asking anyone with information about the incident to contact Det.
