
Industrial power tariff: Power Div, APTMA at odds over cross-subsidy calculation
The dispute emerged at a time when the Power Division claims it is engaging with the industry to further reduce cross subsidies to ease the financial strain on industrial consumers. The Division had earlier announced a reduction of Rs 174 billion in cross subsidies.
'We do not agree with the Power Division's calculation of Rs 74 billion in cross subsidies in industrial power tariffs,' stated Shahid Sattar, Secretary General of APTMA, in a letter addressed to Power Minister Sardar Awais Khan Leghari. 'According to our analysis based on Nepra's determination of consumer-end tariffs for FY26, the actual cross subsidy amounts to at least Rs 137 billion.'
PD uncertain on power tariff changes from July 1
APTMA defines cross subsidy as the difference between a consumer's cost of service, which includes generation, transmission, distribution, and associated margins, and the effective price charged by the government of Pakistan.
Under Section 31(4) of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997, Nepra is mandated to determine a uniform tariff for public sector licensees in the interest of consumers. The National Electricity Policy 2021 also allows the government to propose uniform tariffs across consumer categories based on socioeconomic objectives, budgetary targets, and regulator recommendations.
According to APTMA, power tariff determination results in two sets of tariffs: one determined by Nepra, which reflects the true cost of service across consumer categories, and another proposed by the government, which applies cross subsidies. Nepra's tables show that residential users consuming up to 300 units and non-ToU agricultural consumers are charged below-cost tariffs. In contrast, other consumer categories, including industry, pay higher-than-cost tariffs to cover the resulting revenue gap—effectively bearing the cross subsidy burden.
'Our calculations, using category-wise consumption data from the FY25 determination (due to lack of FY26 data), indicate a cross subsidy of nearly Rs 140 billion in industrial power tariffs. This figure may rise by 2–3% based on CPPA-G's projected demand growth for FY26,' APTMA noted.
APTMA suggests that the Power Division's Rs 74 billion figure likely uses an average system-wide benchmark—such as the FY26 Power Purchase Price (PPP) of Rs 25.98/kWh—instead of Nepra's cost-reflective tariffs by category. Based on this method, APTMA acknowledges the cross subsidy may drop to around Rs 85 billion, closer to the government's estimate.
However, APTMA insists the cross subsidy should be calculated against actual cost of service per consumer category, not a generalised average. 'If the goal is to deliver cost-reflective and competitive power tariffs, it's critical that government and stakeholders align on definitions and calculation methodologies.'
APTMA reiterated its long-standing demand for a regionally competitive power tariff of 9 cents/kWh. This demand, it says, is supported not only by regional benchmarks (5–9 cents/kWh) but also by domestic cost-of-service studies that show tariffs for 83–84% of Pakistani consumers' hover around 9 cents/kWh. Nepra's own determination supports this, with industrial base rates set at Rs 21.65/kWh (off-peak) and Rs 30.76/kWh (peak) for July 2025, equating to roughly 9.5 cents/kWh before applying cross subsidies.
On the issue of wheeling charges, APTMA argues that the current rate of about 4.5 cents/kWh undermines the viability of the Competitive Trading Bilateral Contract Market (CTBCM) for renewable energy. For a textile unit operating three shifts, only 20% of its energy demand can be met at a viable rate (~8 cents/kWh) through wheeling.
The remainder must be sourced from the grid, where marginal costs—particularly from RLNG plants—total around Rs 37.79/kWh (or 13.4 cents/kWh), resulting in an average energy cost of 12.32 cents/kWh, significantly above the industry's target.
APTMA emphasised the need for tariff predictability, which is crucial for long-term business planning. Volatile rates pose major challenges, particularly for exporters. The Association urged the Power Minister to reconsider wheeling charges and allow hybrid consumers (those using both CTBCM and grid power) to retain access to the industrial tariff, enhancing predictability and competitiveness.
APTMA also acknowledged the government's new incremental consumption package, calling it a 'substantial improvement' over previous schemes, which were complex and impractical for industry adoption. 'We appreciate that industry feedback is now being actively considered in policy design,' the Association added.
On the topic of industrial Time of Use (ToU) tariff reform, APTMA said it has recently engaged with Abid Lodhi and Naveed Qaiser at PPMC. 'They outlined several system constraints, and we are now developing a proposal for a more flexible ToU tariff structure, which we plan to submit in the coming weeks,' said Sattar.

FBR to disallow 50% business expenditure
ISLAMABAD: The federal Board of Revenue (FBR) will disallow 50 percent business expenditure in cases where a person makes a sale of Rs 200,000 or above on a single invoice and payment is not received through banking channel or digital means. According to an income tax circular issued by the FBR on Monday, new clauses have been inserted to make disallowance for expenditure under certain specific circumstances: Through Finance Act, 2025, a new clause (q) has been inserted in Section 2L of the Income Tax Ordinance,2001 whereby ten percent expenditure attributable to purchases from persons who are not NTN holder will be liable to disallowed. lt aims to enable formal sector to capture more market share as compared to that of informal sector. This provision will not apply on agriculture produce unless it is sold by middle men. EPBD's BoG rejects granting FBR excessive powers This provision also authorizes the board to exempt any class of persons subject to conditions and limitations as it deems appropriate. Through Finance Act 2025, a new clause (s) has been inserted in Section 21 of the Income Tax Ordinance,2001, which envisages that where a person makes a sale of Rs. 200,000 or above on a single invoice and payment is not received through banking channel or digital means 50 percent of the proportionate business expenditure attributable to such sales shall be disallowed. For the purposes of section 21(s), it is clarified that when a person, whether an NTN holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause. Through Finance Act, 2025, in section 22 of the Ordinance, the depreciation expense of any capital asset shall be inadmissible if the capital asset has been acquired without discharging the withholding obligation on the payments made under sections 152 or 153 of the Ordinance as the case may be. The said amount paid to a supplier of capital assets on which tax was not withheld and deposited will not become part of the cost of asset for the purpose of computation of tax depreciation for the tax year in which the acquisition is made. K-IV project: governor says Centre has already released Rs20bn
KARACHI: Governor Sindh Muhammad Kamran Khan Tessori has announced that the federal government had already released Rs 20 billion out of the Rs 40 billion requested for Karachi's development, to be executed through elected representatives. He also proposed a meeting at Governor House with Chamber representatives to discuss the K-IV project and explore the possibility of transferring its ownership to the business community for expedited execution. Governor, who graced the closing ceremony of the 20th edition of the iconic 'My Karachi – Oasis of Harmony' Exhibition, organized by the Karachi Chamber of Commerce & Industry (KCCI), has praised KCCI for organizing the event in a vibrant and engaging manner. Emphasizing the need for secure infrastructure and access to basic services, he stressed that both federal and provincial governments must work closely to address Karachi's genuine challenges. He urged the business community to collaborate with his office and legislators for shaping strategic industrial and infrastructure development initiatives. PCA audit report: FCA: Rs38bn revenue losses suffered in 3 months
KARACHI: Pakistan's much-touted Faceless Customs Assessment (FCA) system has suffered a massive revenue loss of Rs. 38 billion during just three months of operations, casting serious doubts over this corruption-proof digital reform. This was revealed in an audit report prepared by the Directorate General of Post Clearance Audit (PCA) for the period from December 16, 2024, to March 15, 2025. The audit was conducted by just nine officers covering the entire PCA South region, compared to over 100 officers facilitating FCA clearances. This severe resource imbalance meant only 8.8 percent of total clearances could be audited, suggesting the actual scale of losses could be far greater. According to the details, the PCA, South has examined 13,140 Goods Declarations (GDs) out of 149,086 total clearances, detecting irregularities in nearly one in every five transactions they have audited. The audit revealed multiple layers of revenue haemorrhaging across different categories of violations. A staggering Rs. 7.44 billion was lost through duty and tax evasion in just 1,524 GDs, averaging over Rs. 3.3 million per declaration. Additionally, Rs. 10.538 billion worth of restricted goods were cleared in violation of Import Policy Order conditions across over 1,006 GDs involving items that should never have passed customs. The most significant loss came from the failure to frame contravention cases as required under regulations, resulting in Rs. 30.364 billion in losses, with less than 2 percent of such cases being officially booked. The reported Rs. 38 billion figure excludes an additional Rs. 23 billion in statutory fines linked to smaller-scale duty evasions, suggesting the actual losses could be substantially higher. Among the most shocking revelations was the massive under-invoicing of luxury vehicles, with discrepancies reaching 91 percent. Out of 1,335 vehicle import GDs reviewed, declarations worth Rs. 670 million were enhanced to Rs. 7.254 billion during assessment, yet even these enhanced valuations were processed without proper verification of foreign remittances. The audit specifically highlighted cases like luxury Toyota Land Cruiser imports being declared at absurdly low values, raising concerns about potential money laundering through illicit channels. The audit also flagged over 4,973 import consignments, including solar panel containers worth Rs. 23.4 billion, that remained unclaimed at ports for unusually long periods, with some delayed by over two years. These containers were cleared on unauthorised National Tax Numbers and Customs User IDs, raising trade-based money laundering concerns worth Rs. 643 million. Even goods subjected to multiple assessment stages showed faulty processing, with 313 GDs wrongly assessed despite full oversight, leading to Rs. 2.11 billion in duty evasion. An additional 58 GDs that passed through Quality Assurance still resulted in Rs. 77.2 million losses, including cases of misclassification, illegal exemptions, undervaluation, and vague goods descriptions. The audit report further said that Pakistan's customs framework has become 'heavily tilted toward blind facilitation,' allowing repeated mis-declarations and tax evasions without accountability. The report warned that limiting visibility of GD particulars under FCA has undermined assessment quality, creating a 'structural lag in the taxation framework.' The PCA South audit report also urged the authority concerned for immediate action, including reinforcing audit directorates with qualified staff, rebalancing the FCA model to restore supervisory checks, digitally flagging GDs for mandatory contravention framing, and launching forensic probes into repeated GD re-filings.
