Students moving away from govt schools, disturbing: Centre to states

Pointing to the 'disturbing trend' of students 'moving away from government schools', and the steady increase in private school enrolment in states, including Andhra Pradesh, Telangana and Uttarakhand, the Ministry of Education has asked them to take steps to reverse the trend, official documents show.
The enrolment of students came up in meetings that the Education Ministry held with states in March and April to discuss projects for 2025-26 under the Samagra Shiksha scheme.
In 10 of the 30 states and Union Territories, minutes of meetings made public so far show, the Union ministry has raised the matter of increasing or higher enrolments in private schools, despite the presence of a higher number of government schools.
Additionally, across eight of the 30 states and UTs, the ministry has pointed to decreasing enrolments in government and aided schools.
The issue of decreasing enrolments in government schools was also raised in recent meetings that the Ministry had with the states on the PM-POSHAN or midday meal scheme.
In Andhra Pradesh, Telangana and Uttarakhand, for instance, the secretary of the Education Ministry's Department of School Education and Literacy 'expressed his concerns that in spite of spending a large amount of funds, students are moving away from government schools, which is a disturbing trend'.
The minutes of the ministry's meeting with Andhra Pradesh refer to UDISE+ data from 2023-24 to state that out of the 61,373 schools in the state, around 73 per cent (45,000) are government schools, and around 25 per cent (15,232) are private. However, enrolment in government schools is around 46 per cent of the total, while those in private schools is a little more than 52 per cent, according to the minutes. 'Enrolment trend during 2021-22 to 2023-24 suggests that enrolment in unaided schools is steadily increasing,' the minutes state.
In Telangana and Uttarakhand, the minutes state that enrolment during the 2018-19 to 2023-24 period suggests that 'except during 2021-22 (COVID-19)', unaided schools witnessed a steady increase.
In Telangana, the minutes refer to UDISE+ 2023-24 data to point out that 70 per cent of the 42,901 schools in the state are of the government, but their enrolment accounts for only 38.11 per cent of the total, compared to 60.75 per cent in private schools.
Similarly, in Uttarakhand, close to 72 per cent of the total number of schools are of the government. 'However, total enrolment in government schools is only 36.68 per cent as compared to 54.39 per cent enrolment in unaided schools,' the minutes read.
In the case of Andhra Pradesh, Uttarakhand and Telangana, the secretary has suggested that the state 'should make a sincere analysis of the root cause so as to take remedial steps and to reverse this trend'.
In Tamil Nadu, the Union ministry has pointed out that government schools constitute 64 per cent of the total, and account for 37 per cent of enrolment. In contrast, unaided schools make up 21 per cent of the total, and account for 46 per cent of enrolment. 'In this regard, the State was urged to build the government school brand so as to increase enrolment and make the best use of the available resources,' the minutes state.
In Kerala and Maharashtra, the Union ministry flagged a drop in government and aided school enrolments in 2023-24 compared to 2018-19 in Maharashtra, and compared to 2022-23 in Kerala. In response, these states have said they have done a 'data cleansing exercise using Aadhaar verification'.
In Mizoram, Nagaland, Tripura, Arunachal Pradesh and Meghalaya, the ministry has raised a drop in enrolment in government and aided schools in 2023-24 compared to figures in 2018-19 for some states and 2022-23 for others.
In the Andaman and Nicobar Islands, Delhi, Ladakh, Puducherry, and Dadra and Nagar Haveli & Daman and Diu, the Education Ministry has noted that enrolment in private schools is higher compared to government schools, and has referred to this as a 'matter of concern.'
A senior official in the Ministry of Education said private school enrolments are particularly high in the junior classes, and that states have been asked to check for reasons for the drop in government school enrolment. The official said, 'With aspirations, demand for private schools has also gone up.'
The meetings on the PM-POSHAN scheme referred to a drop in enrolment in government and aided schools, with officials citing a data clean-up and a move to private schools in the post-Covid years as possible reasons.
The UDISE+ 2023-24 data shows that private school enrolment accounts for 36 per cent (a little over 9 crore) of the total of 24.80 crore. In 2022-23, private school enrolment was 33 per cent of the total, the same as in 2021-22, and a little less than the 36 per cent recorded in 2020-21. In the pre-pandemic year of 2019-20, private school enrolment accounted for 37 per cent of the total.

The PM SVANidhi scheme, which started off as a micro-credit scheme during the Covid-19 pandemic, to help the street vendors and small businesses survive and sustain their ventures in trying times, has another side to it. Many beneficiaries, who got funds under this scheme, utilised it to build lasting enterprises, and many of them went on to create success stories worth emulating. Launched by Prime Minister Narendra Modi on June 1, 2020, the micro-credit facility scheme proved to be a boon for thousands of street vendors and small businesses in improving their livelihood. As the scheme completes five years on Sunday (June 1), many beneficiaries pan-India shared their story of transformation with IANS while extending their gratitude to the Modi government. In Bihar's Bhagalpur, more than 4,000 beneficiaries have availed the benefits of the scheme. It has opened new doors for poor and unemployed youth in the district. Today, there are around 1,200 street vendors who have taken a loan of up to Rs 20,000 and are doing business. Some shopkeepers, namely Sujit Sinha, Arbind Das and Ganesh Gupta, who benefited from the scheme, expressed their deep gratitude to PM Modi. Deputy Mayor of Bhagalpur Municipal Corporation, Salauddin Ahsan, informed that close to two dozen people got a loan of up to Rs 50,000 under the scheme. Under this scheme, a loan up to Rs 10,000 is provided in the first phase, Rs 20,000 in the second phase and Rs 50,000 in the third phase. After repaying one loan, traders can avail of the next phase of the loan. In Uttar Pradesh's Chandauli district, local retailers said that this scheme has helped them a lot in expanding their business. In Chhattisgarh's Bemetra district, Chaileshwar Verma, who got a loan of Rs 10,000 under the scheme, restarted his fruit shop. Today, he has become self-reliant. 'I got a loan of Rs 10,000 from this scheme, with which I restarted my shop. Now my shop is running well. I have become self-employed,' he said. Kawardha, another district of Chhattisgarh, also boasts of the scheme's success as many small businessmen and street vendors saw their business propped by the Central government's assistance under the PM-SVANidhi scheme. Vikas Devangan and Narendra Kumar, the residents of Pandaria Municipality in Kabirdham district, received two instalments of Rs 20,000 under the scheme, which helped them restart their tea and grocery shop, respectively. In Karnataka's Tumkur district, a couple of women street vendors shared their story of despair during Covid and also explained how the scheme helped them cross past all challenges. Lalita, a beneficiary, recalled the financial difficulties during Covid and how local lenders denied loans. She was unable to secure funds from the local bank, also. PM SVANidhi scheme came to her rescue as she was sanctioned a loan of Rs 10,000. She successfully repaid the amount by selling fruits and vegetables on the streets. She thanks the government for stabilising her livelihood during tough times. Radha, a flower vendor, found it hard to sustain her business during Covid times. Under the PM SVANidhi scheme, she got a loan of Rs 10,000, which helped her improve her flower-selling business and gain financial stability. After successfully repaying the first loan, she secured another loan of Rs 20,000, which helped cover rent and also support her children's education. Jayamma, a vegetable vendor in Tumkur, shared her story of finding stability because of the PM SVANidhi scheme, saying, 'Before availing this scheme, I had to struggle with high interest as private loans made it difficult to sustain our business. She expressed her gratitude to the Centre, saying that the scheme has brought a significant difference in her ability to support herself and her family. The scheme launched during the Covid-19 pandemic on June 1, 2020, provides collateral-free loans up to Rs 50,000 for eligible street vendors in incremental tranches. It provides loans in three tranches: 1st tranche of Rs 10,000, 2nd tranche of Rs 20,000, subject to repayment of the 1st tranche, and 3rd tranche of Rs 50,000 upon repayment of the second loan.

Finance Minister K.N. Balagopal has accused the Union government of bias in permitting Maharashtra to accept foreign aid for its Chief Minister's Distress Relief Fund (CMDRF). Responding to the Centre's decision, Mr. Balagopal said here on Sunday that Kerala had been denied permission to accept aid from outside the country in the aftermath of the devastating 2018 floods. The Union government had denied permission despite the offers for assistance from abroad, he recalled. Mr. Balagopal said that Kerala was not against Maharashtra receiving foreign aid, but it was important that the Union government saw all States on an equal footing. Discrimination He said that it would not be surprising if Keralites felt that even in moments of great crisis, there was discrimination among States. 'Any State receiving aid in a crisis is a good thing. Giving permission to accept the aid is also a good thing. But the Centre's approach gives room for doubt that the decision is driven by political bias,' he said. Mr. Balagopal said it was quite unbecoming of administrators when politics became the yardstick and not the magnitude of disasters. Such approaches also failed to uphold federal principles, he said. The Kerala Finance Minister's remarks come close on the heels of the Union Ministry of Home Affairs granting the Foreign Contribution (Regulation) Act (FCRA), 2010, registration to Maharashtra's CMDRF, thereby enabling it to receive foreign donations for 'social' programmes. No aid post-landslides Mr. Balagopal also recalled that, following the 2024 landslides in Wayanad, Kerala had expected Prime Minister Narendra Modi to announce assistance on two occasions—during his visit to the disaster sites and later when he dedicated the Vizhinjam port to the nation. On both occasions, the State was disappointed, he said.

The Union Minister added that increasing access to technology has created a highway of empowerment in students' lives. He expressed optimism that India could effectively leverage AI, and said, 'India's human intelligence has the power to transform any emerging technology into an indigenous innovation.' Pradhan shared the policy action required to prepare for the technological change, outlining efforts to build mass-scale AI literacy and support innovation in AI. Pradhan commended the Centre of Policy Research and Governance (CPRG) for hosting this timely and much-needed policy dialogue. CPRG is a policy research think tank that aims to promote responsive and participatory policy-making.
