ECP rejects criticism after SC ruling on reserved seats
The Election Commission of Pakistan (ECP) rejected on Saturday what it called 'baseless propaganda' being circulated in certain media circles in response to renewed criticism following the Supreme Court's constitutional bench's decision on reserved seats.
The criticism arose after the Supreme Court's constitutional bench dismissed the Pakistan Tehreek-e-Insaf (PTI)-turned Sunni Ittehad Council's (SIC) review petition regarding the allocation of reserved seats.
This decision allowed the ruling coalition, led by the Pakistan Muslim League Nawaz (PML-N), to emerge as the single largest party and to consolidate a two-thirds majority in the National Assembly.
Amid shifting political dynamics, the ECP has reiterated its constitutional role and defended the legality of its decisions, saying the claims were contrary to facts and intended to mislead the public.
In a statement, a spokesperson for ECP said that some circles in the media were engaged in baseless propaganda against the Commission following the recent decision of the top court. The spokesperson said that the Commission declares this propaganda to be contrary to facts and based on falsehoods.
The statement said that such elements were unjustifiably targeting the Commission with criticism. It added that historical facts and numerous decisions of the superior judiciary provide irrefutable evidence that the Commission has always performed its duties in light of the Constitution and law. 'The Supreme Court has repeatedly upheld the position of the Election Commission,' it read.

For example, in the Senate elections, the spokesperson said, the Commission's stance regarding secret ballot and show of hands procedures, which was fully in accordance with Article 226 of the Constitution, was upheld by a Supreme Court bench headed by the then ex-CJP Justice Gulzar Ahmed.
In the case of the disqualification election in Daska, the official added, the Commission's decision was not only declared valid by the Supreme Court bench, led by then Chief Justice Umar Ata Bandial but also recognized as a constitutional action.
The Supreme Court bench headed by then Chief Justice Qazi Faez Isa had also endorsed the legal interpretation of the Commission concerning PTI's intra-party elections, the statement maintained.
Furthermore, it said, in the case of the delisting of the All Pakistan Muslim League (APML), when the Commission delisted APML for failing to conduct intra-party elections, and this decision was challenged by APML in the Supreme Court, the Court upheld the Commission's decision.
Following this, the spokesperson said, the Commission delisted several other parties that failed to comply with the law, keeping the Supreme Court's decision in mind. The Supreme Court also accepted the Commission's appeal regarding Punjab Election Tribunals, rejecting the Lahore High Court's decision and upholding the Commission's stance.

Similarly, it was maintained, in the recent case concerning reserved seats of the Sunni Ittehad Council, first the Peshawar High Court and now the SC constitutional bench have upheld the Commission's position as constitutional and legal.
'All these and many other judicial decisions are undeniable proof that the Election Commission does not alter its decisions due to political pressure, public clamor, or for cheap popularity,' the spokesperson said, adding the ECP rather performs its duties solely based on constitutional requirements, legal jurisdiction, and evidence.
The ECP said that it would not be an exaggeration to say that the Commission is a constitutional institution that is not intimidated by the unscrupulous tactics of any political party or vested interest group. Therefore, it concluded, it is in no way appropriate to hold the Commission responsible for shortcomings and weaknesses.

SCBA expresses concern over amended SC rules
ISLAMABAD: The president Supreme Court Bar Association (SCBA) expressed deep concern over the recent amendments to the Supreme Court Rules, 1980, which were introduced 'without prior and meaningful consultation with the SCBA'. SCBA chief Mian Rauf Atta, in a statement issued on Wednesday urged the Supreme Court to review and withdraw the recent increase in court filing fees so as to restore public confidence and uphold the constitutional promise of speedy, inexpensive, and unobstructed justice. The SCBA remains steadfast in its commitment to the rule of law, judicial independence, and the equal right of all citizens to access justice without financial or procedural barriers, and will continue to safeguard these principles in the national interest. Atta said that the apex representative body of the legal fraternity, with members across all provinces and territories, the association has a vital institutional role in any reforms to the procedural framework of the Supreme Court. 'Introducing such changes in isolation risks weakening the spirit of collaborative decision-making and overlooks the legitimate contribution of the Bar in protecting the integrity and accessibility of the justice system.' Rauf Atta noted that the substantial and unprecedented increase in court fees and filing charges is excessive and poses serious challenges to the principle of affordable justice. He emphasised that the Supreme Court's constitutional role is to remain the ultimate forum for the dispensation of justice – not to create financial hurdles that discourage citizens, especially the poor and vulnerable, from exercising their right to seek redress. Determining or revising such fees is properly within the legislative and the executive domain, and such increases, if disproportionate, risk placing justice beyond the reach of many, contrary to the foundational principles of a democratic legal order. The SCBA president further highlighted that the dignity, respect, and fair treatment of lawyers, litigants, and all stakeholders must be preserved at every stage of judicial proceedings and within court premises. A fee structure of this magnitude will inevitably increase the overall cost of litigation, making it more difficult for ordinary citizens to pursue their cases. This, he observed, is inconsistent with the constitutional guarantees contained in Article 8 to 39 of the constitution, which require the State to ensure inexpensive, expeditious, and unobstructed justice for all. Atta also stressed that the Supreme Court should focus on delivering substantive justice through patient and thorough hearings, rather that placing undue emphasis on statistical disposal of cases. True justice is reflected not in the number of cases decided but in the fairness, impartiality, and depth of judicial reasoning. Efficiency should serve the cause of justice, not replace it. Pakistan saves billions through UK-backed governance reforms
ISLAMABAD: The UK's Sub-National Governance Programme ran from 2019 to 2025, unlocking over £1.9 billion in public finance through improved planning, budgeting, and revenue mobilisation. Working closely with provincial governments, the programme has helped to achieve savings to reinvest into other public services. For example, it helped the Government of Punjab to develop a comprehensive pensions reform plan. This included the introduction of a new pensions scheme where both the employer and employee pay in, which is expected to save the Government of Punjab PKR 2.7 trillion over the next 30 years. Reforms through the programme have also directly supported people's livelihoods. In Punjab, 35 million people's social and economic data was collected, meaning the government can now better target urgent cash assistance and food subsidies. The programme helped design and rollout social protection initiatives such as Ba-Himmat Buzurg, which offers elderly people with no source of income financial assistance, and the Himmat Card which provides financial support for people with disabilities in Punjab. In KP, it helped overhaul waste management, introducing sustainable door-to-door waste collection which is now being scaled up across the province. British High Commission Development Director, Sam Waldock said, 'This programme shows what is possible when strong partnerships come together to support long-term reform, changing people's lives. We've strengthened institutions, improved service delivery, and helped Pakistan unlock more of its resources to finance its own development. That has led to direct improvements to the day to day lives of millions - from helping people to access essential cash assistance, to creating waste management systems which makes their surroundings cleaner and more hygienic.' The UK's work on governance reform in Pakistan will continue. In collaboration with UN Development Programme, the UK will continue to focus on sustained institutional reform and improved public financial management.
