Updated plans submitted for Dumbarton shopping centre redevelopment

An application to improve the existing shopfronts at the Artizan Centre located on College Way, which was previously granted by the local planning department, will also see the creation of a new town square, an open space and play space.
The plans are part of a wider masterplan to regenerate the area, which is being considered as a separate application in principle, which looks to redevelop the site and partially repurpose the existing buildings where possible.
The masterplan seeks to create a new high-quality public realm which will be used for residential, retail, leisure/food and beverage purposes and provide a healthcare facility.
It comes after West Dunbartonshire Council successfully applied to the UK Government's Levelling Up Fund to tackle the decline of Dumbarton Town Centre and deliver three key projects in the town, one of which is the Artizan Centre.
Proposals for the initial stage of the masterplan were approved last November subject to conditions that meant that during the period of construction, all audible work and ancillary operations should be carried out between 8am and 6pm Monday to Friday and between 8am and 1pm on Sunday unless otherwise approved.
This was applied 'to ensure that the development does not adversely affect the amenity of neighbouring properties by creating excessive noise and disturbance at unsocial hours.'
The developer has now requested a change in these conditions that allows the hours of working to be amended, which will be presented to members of the planning committee next Wednesday.
If approved, work can be carried out between the hours submitted on the approved schedule in addition to the standard working hours previously agreed.
There will be no working on Sundays or public holidays and where changes to the programme are required, an amended schedule shall be submitted to the planning authority prior to the changes being made.

West Dunbartonshire residents urged to share views on proposed 'tourist tax'

West Dunbartonshire Council is conducting a 12-week-long consultation on proposals to introduce a five per cent 'tourist tax' on overnight accommodation. Residents in West Dunbartonshire are to be asked to share their thoughts on a proposed 'tourist tax' for the region that would see visitors hit with a five per cent levy on overnight accommodation. ‌ West Dunbartonshire Council (WDC) has launched a 12-week consultation with nine questions focused on the possible introduction of the scheme in the region. ‌ Under new powers granted by the Visitor Levy (Scotland) Act 2024, the draft scheme proposes a five per cent levy on overnight stays across all forms of paid visitor accommodation within the WDC area. ‌ If approved, money raised would be used for the benefit of the visitor economy under a number of categories – including infrastructure, culture and heritage, environmental protection, tourism marketing and business and skills support. The 'tourist tax' would see guests at hospitality venues booking overnight stays slapped with a five per cent fee. It is proposed that a five per cent fee is added to all overnight stays from July 1 2027 but is is dependent on councillors supporting the move. Those taking part in the consultation are being asked to rank the categories in order of preference and also put forward other suggestions for areas of potential investment. ‌ If approved, part of the budget could be earmarked for projects which the community would vote on. The consultation, available to access via the WDC's website or in person at the council offices at 6 Church Street, in Dumbarton, will run until Tuesday, October 21, at 5pm. ‌ No decision has yet been made on whether WDC will introduce the visitor levy and the information gathered through the consultation process will be collated and considered by the council at a future committee meeting. Convener of Infrastructure, Regeneration and Economic Development, Councillor David McBride, said: 'I want to thank the hundreds of people who responded to the initial consultation earlier this year and would encourage them and others to give their views this time around to this more detailed plan. ‌ 'This part of the consultation focuses on the level of fee which would be paid and how the visitor levy would be operated and ultimately distributed. 'It is vital to note that no decision has yet been made which is why it is so important that feedback is given so councillors can make an informed decision.' Vice Convener of Infrastructure, Regeneration and Economic Development, Councillor Lawrence O'Neill, added: 'Regardless of whether you are in favour or not of a visitor levy, this is a prime opportunity to give your views as part of this consultation process. 'It is a straightforward survey which can be completed in a matter of minutes and so I would urge everyone to have their say.' He said: 'The UK Government's new Electric Car Grant (ECG), which launched this month, aims to make electric vehicles more affordable by offering up to £3,750 off new EVs under £37,000. However, the policy overlooks the needs of thousands of disabled drivers who access vehicles through the Motability Scheme. "In the first half of 2025 alone, around 225,000 new EVs were registered in the UK - and if we apply the current Blue Badge holder rate ( 4.9% of the UK population), that suggests around 11,025 disabled drivers are expected to purchase an EV car between now and December. "New research by Mobility in Motion shows that just 20 of the 40 most accessible and affordable EVs available through the Motability Scheme meet the government's price threshold for the new ECG grant, meaning half of the most practical and accessible EVs are already ruled out. "To make the transition to electric vehicles truly inclusive, the latest policy must consider additional support for disabled motorists. The Future of Roads Minister from the Labour Party government said: "Frankly, if you generate a lot of the electricity that powers your factory through coal power stations, then you are not going to be able to access this grant."
