
Philippines reports foreign cyber intrusions targeting intelligence data, but no breaches
MANILA, Feb 18 (Reuters) - The Philippines has detected foreign attempts to access intelligence data, but its cyber minister said on Tuesday no breaches have been recorded so far.
Attempts to steal data are wide-ranging, said minister for information and communications Ivan Uy. Advanced Persistent Threats or APTs have repeatedly attempted but failed to infiltrate government systems, suggesting the country's cyber-defences have held firm.
APTs are a general term for cyber actors or groups, often state-backed, that engage in malicious cyber activities.
"These have been present for quite some time, and threats come from many actors, but a big majority of them are foreign," Uy told Reuters.
Some of these threats, which Uy referred to as "sleepers" had been been embedded in systems before being exposed by government's cyber security efforts.
"Why are these things operating in those systems, without even anybody calling it out?," he said.
So far, the government has not seen any cyberattacks targeting critical infrastructure, he said.
"Hopefully it's because our cyber defences and cyber security are strong enough," he added.
Uy acknowledged the difficulty of attributing cyber intrusions to specific attackers, as they sometimes leave misleading digital traces.
However, the government is working through diplomatic channels and sharing intelligence with the military, including with other countries, to validate threats and strengthen defences, he said.
Last year, the Philippine said it thwarted attempts by hackers operating in China to break into websites and e-mail systems of the Philippine president and government agencies, including one promoting maritime security.
Uy described the escalating cyber threats as part of a global arms race, where nations and criminal organizations exploit digital vulnerabilities for financial or strategic gain.
"World War III is happening and it is cyber," Uy said. "These weapons are non-kinetic. They are cyber, digital, virtual, but it's happening, but the attacks and defences are happening as we speak, without any physical manifestation."
Beyond cyberattacks, Uy has also flagged a surge in deepfakes and what he referred to as "fake news media outlets" aiming to manipulate public opinion ahead of the Philippines' mid-term elections in May, and the ministry has deployed tools to combat them.
"Misinformation and disinformation are riskier with respect to democracies like ours, because we rely on elections, and elections is based on personal opinion," Uy said.

Our media outlets would note that Iraq was plunged into a sectarian bloodbath and a playground for al-Qaeda, before that was supplanted by the even more extreme Daesh. We would recall the hideous war crimes committed by the US there, not least in Fallujah. We would be forced to recall how the triumphalism about Afghanistan gave way to a bloodbath, before the Taliban once again regained power in a stronger position than ever. We would be forced to listen to the hubris that accompanied intervention in Libya, which became regime change in total defiance of the original mandate, and led to the country becoming a violent failed state. Our media outlets would note that the Israeli prime minister is a wanted man evading justice, subject to an arrest warrant for war crimes and crimes against humanity issued by the International Criminal Court, an institution our country is a founding member of. They would note the consensus among genocide scholars – including those in Israel itself – that genocide has been committed in Gaza. The heinous crimes in the illegally occupied and colonised West Bank would be noted, as well as the mass slaughter of civilians in Lebanon. That Israel is invading, occupying and attacking Syria as a matter of course would be noted, alongside statements by Israeli ministers openly calling for the establishment of a "Greater Israel" illegally annexing land which does not belong to it. Pressure from the British media – in this context – would go on like this: 'Will the Prime Minister rule out intervening in Iran given the catastrophes in Iraq, Afghanistan and Libya, the first two causing the needless deaths of hundreds of British service personnel, the wider chaos and destruction aside?' our journalists would demand. 'Will Britain rule out allying with Israel in a war of aggression ruled illegal by experts, given its prime minister is subject to an arrest warrant for war crimes?' they would ask. 'Is the Prime Minister not concerned about Israel's possession of nuclear weapons, given its illegal occupation of land that doesn't belong to it, its openly expansionist commitments, and given it is so credibly accused of grave war crimes and indeed genocide?' But there is no such pressure, at all. Instead, British media outlets simply bang the drum for war, giving credibility to claims Iran will imminently acquire nuclear weapons and that it poses a unique threat. They present Israel as the victim, even though the country launched an unprovoked war of aggression. Those who oppose this insanity are – as before – portrayed as dupes of a foreign tyranny. The real pressure on Starmer is over whether he will join forces with the US to drop bombs on Iran. If you agitate on behalf of a proscribed organisation such as Hamas, you face being jailed on the grounds you are inciting support for its demonstrable violence. Yet if you use your platform to incite support for what is, in practise, infinitely more lethal violence, you are treated as respectable and indeed mainstream. It is those who oppose Western violence – despite the incontrovertible evidence of bloody disaster – who are instead smeared as dangerous extremists. When are we going to finally have a reckoning which deals with these people? They should become public pariahs, shamed forever for having helped create catastrophes which left millions dead, maimed, displaced, traumatised. This is an example of the world turned on its head: That those who are doing all they can to stop UK involvement with objectively obscene violations of international law are officially treated as the real criminals. Well, history will be a savage judge. We have failed, in the here and now, to crush the extremists responsible for death and destruction on an unimaginable scale. Haunting images showed the Bayesian resurface for the first time in ten months after it sank in August 2024. A gruelling rescue operation near the fishing village of Porticello, Italy, to recover the £14million yacht has been going on since May. Bystanders watched in awe as the multimillion-pound ship rose to the top of the water as it was dragged up by one of Europe's biggest cranes. A spokesperson for the rescue operation firm said the yacht had been raised slowly from its position 165ft below the surface. The TMC Maritime official said they had been at work for the last three days to allow the steel lifting straps, slings and harnesses to be secured properly under the keel. The top of the passenger area of the Bayesian was visible on Friday, but not the entirety of the vessel. The huge £20million recovery undertaking has been plagued by delays and even more tragedy - after a diver working on the operation died last month. Robcornelis Maria Huijben Uiben, 39, died when working 160ft below the ocean alongside other workers - just days after recovery operations began. This has prompted some locals to believe that the sunken ship is "cursed". Workmen were seen on the vessel's deck fixing guide lines as crews geared up for the next phase of the tricky recovery mission. When the wreck finally resurfaced, the Bayesian was missing its towering 236ft mast, which had been sliced off and left on the seabed to be hauled up later. Salvage teams said the mast had to be cut away so the yacht's hull could be tilted upright and brought to the surface. "He considers the destruction of the state of Israel to be a goal. Such a man can no longer be allowed to exist." Israeli PM Benjamin Netanyahu has said Israel is ready to "remove" the nuclear threat from Iran. Israel is itself widely believed to possess nuclear weapons, although the country maintains ambiguity over this. However, other top Israeli figures have taken a more cautious tone on regime change. President Isaac Herzog told Axel Springer Global Reporters: "We don't have a goal on Khamenei, nor do we have a goal on regime change. "But it could be historically a clear side effect of major historical consequences that will do good to the Iranian people." Russia, a close international partner of the Iranian regime, has said it would react "very negatively" if Khamenei is killed.
