'Illegal' drugs sale case: Enforcement Directorate raids de-addiction centres in Punjab, Maharashtra

'The Enforcement Directorate (ED) on Friday (July 18, 2025) raided multiple locations in Punjab apart from some in Mumbai as part of a money-laundering investigation linked to 'illegal' sale of drugs by private de-addiction centres in the northern State,' official sources said.

'The federal probe agency's investigation stems from various FIRs filed by Punjab Police against a doctor named Amit Bansal, a pharmaceutical company, a drugs inspector and some others. Amit Bansal runs 22 drugs de-addiction centres across Punjab,' the sources said.
'The raids are being conducted in Chandigarh, Ludhiana and Barnala in Punjab and in Mumbai, Maharashtra, under the Prevention of Money Laundering Act (PMLA),' they said.

Sources said private de-addiction centres like the ones run by Bansal have been entrusted by the Punjab government to provide BNX (Buprenorphine/Naloxone) medicine to patients, enrolled in their facilities, so that they can be weaned away from narcotics.
It was found that these medicines meant for rehabilitation of drug addicts were being taken in "excess" quantity for a "new kind of drug abuse", they said. The sources claimed Bansal, through his de-addiction centres, "misused" the facilities and was involved in "illegal" sale of such drugs.

A drugs inspector named Rupinder Kaur is being searched as the official allegedly assisted Bansal in forwarding incorrect inspection report related to pilferage of medicine from his hospitals, the sources said.
A phrama company named Rusan Phrama Limited, manufacturer of BNX, was also covered during the action, they said.

Amritsar: The counter intelligence (CI) unit of the Punjab Police here on Saturday claimed to have busted a cross-border narcotics smuggling module with links to Pakistan and arrested four of its operatives. The CI, Amritsar, also recovered 4 kg of heroin from the possession of the arrested accused, said the police. Those arrested have been identified as Ranjit Singh and Karan Masih, both residents of Attari in Amritsar; and Manpreet Singh and Ajaypal Singh, both residents of Jandiala Guru in Amritsar, said Gaurav Yadav, director general of police, Punjab. Apart from recovering heroin, the police teams also impounded the auto rickshaw, which the accused persons were using inconspicuously to retrieve and deliver the drug consignments. Yadav said preliminary investigations revealed that the arrested operatives were acting under the directions of a Pakistan-based smuggler identified as Shah, who was using drones to drop narcotic consignments from across the border. The operatives further delivered the narcotics consignments to other parties in the state, he added. Enforcement Directorate (ED) searches against the companies of Reliance Group chairman Anil Ambani in Mumbai continued for the third day on Saturday (July 26, 2025) with the agency recovering a number of documents and computer peripherals from multiple locations, official sources said. The raids were launched on July 24 by the federal probe agency as part of an alleged ₹3,000 crore worth bank loan fraud-linked money laundering case apart from multiple other allegations of financial irregularities with crores of rupees by certain companies. 'The searches, being conducted under the Prevention of Money Laundering Act (PMLA), are continuing at some locations out of the more than 35 premises that were covered in Mumbai since Thursday (July 24, 2025),' the sources said. These premises belong to 50 companies and 25 people including a number of executives of the Anil Ambani Group companies. ED sources had said the investigation primarily pertains to allegations of illegal loan diversion of around ₹3,000 crore, given by the Yes Bank to the group companies of Mr. Ambani between 2017-2019. Reliance Power and Reliance Infrastructure, two companies of the group, had on Thursday (July 24, 2025) informed the stock exchanges saying while they acknowledge the action, the raids had 'absolutely no impact' on their business operations, financial performance, shareholders, employees, or any other stakeholders. 'The media reports appear to pertain to allegations concerning transactions of Reliance Communications Limited (RCOM) or Reliance Home Finance Limited (RHFL) which are over 10 years old,' the companies had said. The ED, the sources had said, has found that just before the loan was granted, Yes Bank promoters 'received' money in their concerns. The agency is investigating this nexus of 'bribe' and the loan. The sources said the ED is also probing allegations of 'gross violations' in Yes Bank loan approvals to these companies including charges like back-dated credit approval memorandums, investments proposed without any due diligence/credit analysis in violation of banks credit policy. The loans are alleged to have been 'diverted' to many group companies and 'shell' (bogus) companies by the entities involved. The agency is also looking at some instances of loans given to entities with weak financials, lack of proper documentation of loans and due diligence, borrowers having common addresses and common directors in their companies etc., the sources said. The money laundering case stems from at least two CBI FIRs and reports shared by the National Housing Bank, SEBI, National Financial Reporting Authority (NFRA) and Bank of Baroda with the ED, they said. These reports indicate, the sources said, that there was a 'well-planned and thought after scheme' to divert or siphon off public money by cheating banks, shareholders, investors and other public institutions. The Union government had informed the Parliament recently that the State Bank of India has classified RCOM along with Mr. Ambani as 'fraud' and was also in the process of lodging a complaint with the CBI. A bank loan 'fraud' of more than ₹1,050 crore between RCOM and Canara Bank is also under the scanner of the ED, apart from some 'undisclosed' foreign bank accounts and assets, the sources said. Reliance Mutual fund is also stated to have invested ₹2,850 crore in AT-1 bonds and a 'quid pro quo' is suspected Mumbai by the agency. Additional Tier 1 (AT-1) are perpetual bonds issued by banks to increase their capital base and they are riskier than traditional bonds having higher interest rates. An alleged loan fund diversion of about ₹10,000 crore involving Reliance Infrastructure too is under the scanner of the agency. A SEBI report on RHFL is also part of the ED probe. The companies also said in their filings before the stock exchanges that Anil Ambani was not on the Board of either Reliance Power or Reliance Infrastructure and that they had no 'business or financial linkage' to RCOM or RHFL. Any action taken against RCOM or RHFL, the companies said, has no bearing or impact on the governance, management, or operations of either Reliance Power or Reliance Infrastructure.

Thousands of men in China are accused of sharing private photos and videos of their girlfriends without consent via the messaging app Telegram, according to Chinese media reports. The incident has triggered widespread outrage online, with growing calls to crack down on secret filming and strengthen protections for women. Pornography is banned in China, where conservative views on women remain widespread, often reinforced by state media and popular culture. This controversy follows a recent case where a Chinese university expelled a female student for 'damaging national dignity' after a Ukrainian esports player shared videos on Telegram suggesting they had been intimate. The Chinese state-owned Southern Daily reported this week that a woman discovered photos of her taken unknowingly had been shared in a Telegram forum with over 100,000 users, mostly Chinese men. Members of the forum also shared photos of their girlfriends, ex-girlfriends and wives, according to a commentary in the Guangming Daily, an outlet backed by China's ruling communist party. Revelations of the group have sparked widespread outcry online. "We are not... 'content' that can be randomly uploaded, viewed and fantasised about... We can no longer remain silent. Because next could be me, or it could be you," read one comment on Instagram-like Red Note. A related hashtag has been viewed more than 230 million times on social media platform Weibo since Thursday. The largest group, called "Mask Park", has since been taken down, but smaller spinoffs remain active, according to women contacted by Southern Daily. Telegram encrypts its users' messages and is banned in China, but it is accessible using a virtual private network. "The sharing of nonconsensual pornography is explicitly forbidden by Telegram's terms of service and is removed whenever discovered," Telegram said in a statement sent to AFP. "Moderators proactively monitor public parts of the platform and accept reports in order to remove millions of pieces of harmful content each day, including nonconsensual pornography." The incident has drawn comparisons to a case in South Korea dubbed "Nth Room", in which a man blackmailed dozens of women into taking sexually explicit videos and sold them on Telegram. Online, Chinese women have detailed their own experiences of being filmed and photographed by men in public. "What criminals consider 'regular' for them may be nightmares that countless women can't escape for the rest of their lives," one woman said, sharing an encounter on Douyin. Chinese police have cracked down on illegal filming, arresting hundreds of people in 2022 over clandestine surveillance. But women's rights are sensitive territory in China -- over the last decade, authorities have suppressed almost every form of independent feminist activism. #MeToo activist Sophia Huang Xueqin was sentenced to five years in prison on charges of "inciting subversion of state power" after she became a symbol of the country's stalled feminist movement. Chinese authorities have yet to publicly announce any action against the Telegram group. But the Guangming Daily commentary urged "accountability" for the organisers of the Telegram group, and empathy for the people filmed. Improving law enforcement would "enhance the overall sense of security, free women from the fear of being spied on and make privacy boundaries a truly untouchable red line", it said.
