Economic Community of West African States (ECOWAS) Launches the Review of the Regional Food Security Storage Strategy
The ECOWAS regional food security storage strategy, in place since 2011, is based on three main pillars: i) food security storage to meet the needs of vulnerable populations in the event of cyclical food crises ii) interventions to improve the functioning of markets and reduce price volatility iii) food security social safety nets for populations with structural livelihood deficits.
In less than ten years, significant progress has been made, through the capitalization of good practices in the management of local stocks by producer organizations, the development of national storage strategies by Member States and the structuring of the RFSR, which has supported 22 interventions since its creation, benefiting 4.3 million vulnerable people.
However, the challenges persist in the context of increasing deterioration in food and nutrition security, marked by conflicts, economic shocks, pandemics, climatic crises and weakened access to public services. The revision of the regional food security storage strategy aims to strengthen the region's capacity to prevent and manage food, nutrition and pastoral crises in a sustainable and coordinated manner.
The task of the restricted steering committee is i) to guide the work and validate the main guidelines, ii) to ensure that they are included in the ECOWAP review process (ECOWAP 2035, Post Malabo) and iii) to validate the proposals submitted to the ECOWAS statutory bodies.
In addition to clarifying the role and mission of the Steering Committee, this first meeting aims to present the objectives and methodology of the review process and share a detailed assessment of the first phase of implementation of the regional food security storage strategy. Discussions will also focus on specific concerns that will guide the future work of the Technical Review Committee.
To recall, the main objectives of the review include: i) adapting the regional storage strategy to the new priorities of ECOWAP@2035, ii) adjusting the RFSR's areas of intervention, its crisis response instruments and its operating rules and procedures, and iii) optimizing the institutional and financial arrangements to ensure the coherence, efficiency and sustainability of the regional strategy.
Speaking on behalf of Mrs Massandjé TOURE-LITSE, ECOWAS Commissioner for Economic Affairs and Agriculture, the Executive Director of the Regional Agriculture and Food Agency (RAAF), Mr. Mohamed Zongo, encouraged the members of the Committee to take an active part in the discussions and to share their thoughts and recommendations so that the process leads to concrete and beneficial results for the region as a whole.
Through this review, ECOWAS is reaffirming its commitment, alongside its regional partners (UEMOA, CILSS, RESOGEST) and international partners (European Union, AFD, AECID, World Bank, etc.), to strengthen food and nutrition security for vulnerable populations in West Africa and the Sahel.

Audit of the Management of Economic Community of West African States (ECOWAS) Gender Development (EGDC) Operations in Senegal: The ECOWAS Auditor General's Office on Mission in Dakar
In accordance with its mandate to monitor the impact, quality and effectiveness of programmes, as well as to ensure compliance with governance and transparency standards, the Office of the Auditor General of the ECOWAS Commission conducted an audit mission at the ECOWAS Gender Development (EgDC). This mission, which took place from the 4th to 15th of August 2025 in Dakar, Republic of Senegal, focused on the management of EGDC operations, particularly in the areas of procurement, human resources, travel, missions and advances. The objective was to analyse the operational procedures in place and to gather the EGDC's expectations and needs in terms of good management. At the opening meeting on 4th of August, the auditors presented the context, objectives and methodology of the audit. The Director of the ECDC and the Director of Administration and Finance of the GIABA/EGDC Pooling highlighted the importance of the exercise, emphasising the progress made by the Centre in the areas examined. The closing meeting, held on the 18th August 2025, provided an opportunity to share the preliminary conclusions. The Auditor General praised the EGDC's open cooperation and encouraged it to continue its efforts to improve its operating framework. This work was carried out in a hybrid mode (face-to-face and videoconferencing via Zoom and Teams), with the active participation of staff from the EGDC, GIABA and the Auditor General's Office. National workshop of the consultative framework on autonomous solar pv technologies in Côte d'Ivoire: the rogeap/ecowas project contributes to achieving the objectives for the development of a regional market. The Director General of Energy of the Republic of Côte d'Ivoire, represented by Mr. KALET Guy Pacom, Director of Conventional Energy, chaired a national workshop on the 13th of August 2025 in Abidjan, dedicated to the Consultation Framework on Autonomous Solar Photovoltaic Technologies. The event was attended by the Senior Advisor for the ROGEAP project, Mr Elhadji SYLLA, representatives of GIZ and technical and financial partners. This workshop, funded by the ECOWAS Commission through the Regional Off-Grid Electricity Access Project (ROGEAP), aims to strengthen national dialogue and accelerate the establishment of an efficient off-grid solar photovoltaic market in Côte d'Ivoire. ROGEAP supports 19 countries in West Africa and the Sahel to increase access to electricity for households, businesses and public institutions through modern off-grid solar systems. Support includes strengthening the regulatory framework, organising awareness-raising and training workshops, providing technical and financial support to private sector companies, and creating an environment conducive to the development of the off-grid solar PV market. In Côte d'Ivoire, a national consultation framework has been established to bring together all stakeholders, public authorities, the private sector, civil society organisations and technical partners, in order to find sustainable solutions for off-grid rural electrification. ' The aim of this workshop is to strengthen exchanges, take stock of developments in the framework, present the opportunities offered by ROGEAP and, above all, work on developing a common vision and a structured action plan for the harmonious and sustainable development of off-grid solar photovoltaic energy in Côte d'Ivoir e' said Mr KALET Guy Pacom. ROGEAP is funded by the World Bank, the Clean Technology Fund (CTF) and the Netherlands Directorate-General for International Cooperation (DGIS), and implemented by the ECOWAS Commission as part of its Component 1 aimed at developing a regional off-grid solar energy market. Safer borders, stronger trade for West African Women
Every day in West Africa, thousands of women walk through border posts carrying produce like cassava, tomatoes, or maize to sell in neighbouring countries. They are unrecognized but vital parts of the region's food systems and economies. But many face harassment at checkpoints, along with demands for bribes. Border processes may not be in a language that they speak. The border crossings themselves have poor infrastructure. And women often have limited access to banking or other financial services. Coordinated efforts are underway to tackle these challenges within the Economic Community of West African States (ECOWAS). Forty regional officials met from 24 to 26 February 2025 in Abidjan, Côte d'Ivoire, to endorse a slate of solutions, including: establishing legal clinics at border posts providing gender-sensitivity training for customs and transport officials launching simplified declaration systems for small traders deploying visual, mobile-accessible tools to help women comply with trade procedures engaging men as allies 'We need to ensure regional trade policy becomes a tool for inclusive growth, where women are not just participants, but empowered leaders,' said Sandra Oulate, Director of the ECOWAS Gender Development Centre (EGDC). The International Trade Centre (ITC) is working with ECOWAS and the main German development agency GIZ on the ECOWAS Agricultural Trade (EAT) programme. The goal is implement solutions like these to make cross-border trade safer, simpler, and more inclusive for women. The workshop brought together representatives from ECOWAS, national gender and agriculture focal points, chambers of commerce, and development partners including ITC, Women in Law and Development in Africa (WILDAF), West Africa Association for Cross-Border Trade, in Agro-forestry-pastoral, fisheries products and Food (WACTAF), and the West African Food Systems Resilience Programme. Salimata Thiam, an EGDC representative, said participants were encouraged to 'identify concrete actions that could be implemented within the framework of the EAT project to boost the role of women in regional trade'. ITC presented several tools under development: a new regional trade guide for women, a policy paper on women in agrifood trade, and findings from gender-sensitive border assessments to support informed policymaking.
