
Gulf stock markets tumble amid Israel-Iran escalation
RIYADH — Financial markets across the Arabian Gulf and Egypt plunged sharply on Sunday, as escalating military tensions between Israel and Iran triggered widespread selloffs and heightened volatility across the region's stock exchanges.
The downturn followed a weekend of intensified hostilities, with both sides exchanging airstrikes since Friday, rattling investor confidence and driving oil prices up nearly 7% by the close of trading on Friday.
In Saudi Arabia, the Tadawul All Share Index (TASI) opened down by around 3%, before recovering slightly to close 1.81% lower at 10,647 points.
Trading volumes exceeded SR2 billion. Despite the overall market drop, shares in Saudi Aramco rose 1.76%, buoyed by the oil price surge, peaking at SR25.50 on a trading value of more than SR357 million.
The Kuwait Stock Exchange experienced the steepest losses, initially falling by 5%, which triggered a temporary trading suspension.It ended the session down 3.9% at 8,507 points, shedding 348 points. Total trading exceeded 446 million shares, valued at KWD 127.7 million.Egypt's stock market suffered one of its worst single-day losses in recent memory.The benchmark EGX 30 index fell 6.26% to 30,475 points, while market capitalization lost more than EGP 120 billion within the first 15 minutes of trading, as a wave of panic selling swept the bourse.The Qatar Stock Exchange index also dropped 2.8% to 10,334 points, and the Muscat Securities Market slid 1.8% to 4,461 points. The Bahrain Bourse recorded a milder decline of 0.7%.

Saudi Arabia approves digital ID use for non-resident foreigners to own property
Saudi Gazette report RIYADH — Saudi Arabia's Cabinet has approved the use of a digital ID to enable non-Saudi, non-resident foreigners to own property in the Kingdom. The General Real Estate Authority will coordinate with the Ministry of Interior, the Saudi Data and Artificial Intelligence Authority (SDAIA), the National Information Center, and other relevant bodies to develop mechanisms for activating the digital ID. The move aims to allow its use ahead of the implementation of the Non-Saudi Real Estate Ownership Law. The Cabinet also endorsed a decision by the Strategic Committee of the Council of Economic and Development Affairs on governance for non-Saudi property ownership and usufruct rights, including forming a committee within the authority's board to oversee these matters. The board of the General Real Estate Authority has been restructured under its CEO's chairmanship, with members from several ministries, government bodies, and three private-sector representatives. In July, the Cabinet approved the Non-Saudi Real Estate Ownership Law, which will take effect in January 2026. Last month, the authority also released a draft of the law's executive regulations, requiring non-resident foreigners to obtain and activate a digital ID via the Absher platform, open a Saudi bank account, and secure a local contact number before acquiring or using property.

Saudi Arabia launches media scholarship track to develop local talent
Saudi Gazette report RIYADH — The Ministry of Education and the Ministry of Media have signed a cooperation agreement to launch the 'Media Scholarship' initiative aimed at training and qualifying Saudi talents in top global media companies and educational institutions. The initiative will begin with the 'Waed' track for the media sector, one of the tracks under the Custodian of the Two Holy Mosques Scholarship Program, offering study-abroad opportunities linked to employment in media. The program will target specializations in high-demand fields such as digital media, artificial intelligence in media, content production technologies, augmented and virtual reality, digital journalism, publishing, and platform management. The memorandum of cooperation was signed in the presence of Education Minister Yousef Al-Benyan and Media Minister Salman Al-Dosari. Representing the Ministry of Media was Undersecretary for Strategy and Vision Realization Majed Al-Thaqafi, and representing the Ministry of Education was Undersecretary for Scholarship Lina Al-Tuaimi. Al-Thaqafi said the program, offered in partnership with the private sector, will provide training opportunities in 15 countries, leading to diplomas, bachelor's, and master's degrees in media disciplines based on industry needs. The Ministry of Media will submit requirement forms from interested companies to the Ministry of Education for program approval and agreements with private sector entities. A workshop was held on Thursday at the General Commission for Audiovisual Media with more than 35 private sector participants from the media, advertising, journalism, gaming, and audiovisual production sectors to define training and hiring needs. Available seats for students are expected to be announced within 60 days.

Aramco inks $11bn Jafurah gas deal with BlackRock-led consortium
RIYADH: Saudi Aramco signed an $11 billion lease-and-leaseback agreement with a consortium led by Global Infrastructure Partners, part of BlackRock, for midstream assets tied to its Jafurah gas development. Under the deal, the newly formed Jafurah Midstream Gas Co. will lease development and usage rights for the Jafurah Field Gas Plant and Riyas NGL Fractionation Facility, then lease them back to Aramco for 20 years, according to a press release. The company will collect a tariff from Aramco, which retains exclusive rights to receive, process and treat raw gas from the field. The transaction secures one of the largest foreign direct investments in the Kingdom's energy sector and builds upon the strong existing relationship between Aramco and BlackRock. In 2022, BlackRock co-led a consortium of investors in a separate minority investment in Aramco Gas Pipelines Co. In a press statement, Amin H. Nasser, Aramco president and CEO, said: 'Jafurah is a cornerstone of our ambitious gas expansion program, and the GIP-led consortium's participation as investors in a key component of our unconventional gas operations demonstrates the attractive value proposition of the project.' He added: This foreign direct investment into the Kingdom also highlights the appeal of Aramco's long-term strategy to the international investment community. As Jafurah prepares to start phase one production this year, development of subsequent phases is well on track.' As part of the deal, Aramco will own 51 percent of JMGC, while the GIP-led group will hold the remaining 49 percent. The transaction, free of production volume restrictions, is expected to close once customary conditions are met. Jafurah, the Kingdom's largest non-associated gas field, holds an estimated 229 trillion cubic feet of raw gas and 75 billion stock tank barrels of condensate. The field is central to Aramco's plan to boost gas production capacity by 60 percent between 2021 and 2030 to meet rising demand. Bayo Ogunlesi, GIP's chairman and CEO, said: 'We are pleased to deepen our partnership with Aramco with our investment in Saudi Arabia's natural gas infrastructure, a key pillar of global natural gas markets.' The deal attracted significant interest from global investors, with co-investors from Asia and the Middle East participating. Aramco said the agreement will help optimize its asset portfolio and capture additional value from Jafurah's development.
