A war monitor has revealed that 88 percent of Israeli military investigations into allegations of war crimes by its soldiers since October 2023 have either been closed or produced no findings, a war monitor has revealed.
Action on Armed Violence (AOAV) found that the unresolved probes include the killing of at least 112 Palestinians queuing for flour in Gaza City in February 2024 and that of five-year-old Hind Rajab and her family on 29 January 2024.
A case in which the Israeli military admitted its soldiers tied Palestinian man Mujahed Azmi to the front of a military jeep during a raid in the occupied West Bank city of Jenin on 23 June 2024, led to 'no findings or disciplinary actions" being disclosed.
The killing of 15 Palestinian medics on 23 March, when Israeli soldiers open fired on a clearly marked ambulance, also remains unresolved, despite the Israeli military admitting to "professional failures" and dismissing a deputy commander.
AOAV said that the findings reveal that Israel is seeking to create a "pattern of impunity" by failing to conduct conclusive investigations into cases involving 'the most severe or public accusations of wrongdoing by their forces".

Israeli Prime Minister Benjamin Netanyahu rejected calls from senior ministers to advance ceasefire negotiations and deliberately restricted all aid to Gaza in order to force a surrender from Hamas, internal government transcripts published by Israeli news outlet Channel 13 have revealed. The transcripts from an Israeli war cabinet meeting on 1 March show that Netanyahu ignored repeated calls from senior defence officials to move to the second phase of the ceasefire agreement in order to secure the release of Israeli captives, and then to renew hostilities after. Netanyahu instead chose to unilaterally break the ceasefire in March and bar all aid to Gaza, in the hopes of forcing a surrender by Hamas. This was despite Hamas complying with the talks, contrary to the war cabinet's expectations. According to the transcripts, the defence officials' calls were backed by Mossad, Shin Bet chief Ronen Bar and Defence Minister Israel Katz, who argued for advancing the deal, believing that a temporary pause in fighting could see the return of all Israeli captives held in Gaza. Gaza's footballer Suleiman Al Obaid has been killed by Israeli fire while waiting for humanitarian aid in Rafah. The Palestinian Football Association said Mr Al Obaid, 41, was queueing for food at an aid distribution centre in southern Gaza on Wednesday when he was fatally shot. Gaza aid queues have become death traps for starving Palestinians. An investigation by The National has revealed a pattern of "systematic killing of Palestinians by the Israeli army and private contractors while attempting to collect aid". More than 1,300 Palestinians have been killed while waiting to receive aid, the UN says. At least 850 were in the vicinity of distribution sites run by the US-Israeli backed Gaza Humanitarian Foundation. Al Obaid was regarded as one of the most talented attacking midfielders to play in the Gaza Strip League and was nicknamed "Pele of Palestine", after the Brazilian footballer many regard as the greatest of all time. Al Obaid made 19 appearances with the Palestine national team, playing in the Asian Cup, Pan Arab Games and Fifa World Cup qualifiers after making his debut against Iraq in the West Asia Championship in 2007. He scored two goals in his international career: the first against Yemen in 2010 and the second in a friendly against Indonesia the following year. His last appearance for Palestine was against Qatar in 2013. Al Obaid also played for clubs such as Khidmat Al Shatia, Shabab Al Amari and Gaza Sport, in various positions including centre forward, right winger and right midfielder. Nearly 800 Palestinian athletes and sports officials in Gaza and the occupied West Bank have been killed by Israel since October 2023, the Palestinian Football Association says. Among the death toll were players and administrative staff from various sports, with the vast majority killed in Gaza, said Susan Shalabi, deputy head of the association. At least 437 of those killed were footballers, she added.
