Spain gets new powers over visas, residence permits in Gibraltar

The European Union and UK agreed to give
Spain
new powers over the issuance of residency permits, visas and asylum in
Gibraltar
, as part of an accord to settle the post-Brexit border arrangements for the British overseas territory.
A special role is foreseen for Spain in Gibraltar, a European Commission spokesperson told Bloomberg. The new system will allow Madrid to ensure the EU's visa-free
Schengen area
will be fully preserved once border protections are removed between the territory and the South of Spain.
A political agreement reached in early June, if ratified, will eliminate all physical barriers, checks and controls on people and goods moving between Gibraltar and Spain, while establishing dual border controls at the port and airport of the territory.
The authorities in Gibraltar will be able to issue a limited number of visas on humanitarian grounds with validity limited to its territory, an EU official said.

Both Schengen authorities and Gibraltar will play a role in asylum cases, said the official who was granted anonymity to share private discussions. The territory's government told Bloomberg that they would get the final decision on asylum cases and that while Spain will carry out residency checks, they will decide to grant a permit or not.

Negotiating teams are finalizing the details of the agreement and will then begin the adoption and ratification process.
Gibraltar is a self-governing British overseas territory that's reliant on the free movement of people traveling to and from Spain, which Brexit was meant to limit. Around 15,000 Spanish workers cross daily to work in the territory of 34,000 where both sides have been trying to avoid a hard border torpedoing the free flow of people and goods.
The agreement 'does not compromise sovereignty in any respect and provides huge opportunities for traders in Gibraltar while, simultaneously, protecting the fluidity of people necessary for the continued success and expansion of our services industries, especially the online gaming, insurance and financial services sectors,' a spokesperson with the Gibraltar government said.
The accord also foresees strong police and law enforcement cooperation, people familiar with the matter said.
The new powers for Spain come against the backdrop of the difficult discussions both sides had over the status of Gibraltar airport and who controls it, with the UK insisting it won't agree to anything that compromises Gibraltar's sovereignty.
The post-Brexit status of Gibraltar, a territory that the Spanish crown ceded to the UK in 1713, has been dragging on since the UK left the EU more than five years ago. The breakthrough achieved earlier this month came against the backdrop of the warmer ties between Brussels and the Labour government led by Keir Starmer.
Both sides concluded in May a bilateral defense agreement and deals to ease the regulatory burden for UK firms exporting to the EU or EU fishermen access to the UK waters.

'Domestically, the recovery of economic growth to 7.4% in Q4:2025 from 6.4% in Q3:2025 was a pleasant surprise. It helped to close the year 2024-25 with 6.5% growth overall. However, the recovery has not been broad-based. It was supported by the rural consumption and government capex. Private investment, especially in manufacturing, and urban consumption, have continued to remain subdued,' said MPC member Nagesh Kumar in his added, 'It is not clear that the growth momentum will continue in the Q1 of the current year, given the fact that consumption and investment growth is moderating. The survey of corporate performance shows that companies are deleveraging their balance sheets with rising profits. Despite the capacity utilisation crossing beyond 75%, the investment intentions in manufacturing have moderated in 2025-26. The difficult external environment is likely to further complicate the economic growth outlook for 2025-26, especially for the manufacturing sector outlook, with implications for job creation. It calls for supporting growth through both fiscal and monetary policy.'Despite the concerns around external volatility, the RBI's rate-setting panel in its June MPC meeting retained its GDP growth forecast for FY26 at 6.5%, with quarterly estimates holding economy grew at 7.4% in the March quarter, marking the fastest pace in the past four quarters. However, the full-year FY25 growth settled at 6.5%, slightly below the average of recent years. Governor Malhotra had acknowledged persistent external challenges such as geopolitical conflicts and changing trade policies, but remained confident in the domestic economic momentum, supported by a strong monsoon forecast and continued strength in the services central bank maintained its quarterly growth projections for FY26 at 6.5% in Q1, 6.7% in Q2, 6.6% in Q3, and 6.3% in Q4. 'Services sector is expected to maintain its momentum. However, spillovers emanating from protracted geopolitical tensions, and global trade and weather-related uncertainties pose downside risks to growth,' the MPC had added that the Indian economy is progressing well and largely in line with expectations, despite the headwinds from the global the inflation front, the RBI had revised its forecast downward for FY26 to 3.7%, from the earlier projection of 4% made in April. The Maa Chiltha Cooperative Group, which ran the factory, has struggled for two years to maintain operations, and the unit has remained shut for the past year. "We turned our traditional grain into gold. The country recognised our work, but the system didn't support us. Policies changed, interest vanished, and we were left behind," said Tara Takuli, 60, who led the initiative. The women had successfully transformed mandua (finger millet) into nutritious biscuits that gained national recognition. Their products were once part of govt schemes for Anganwadi centres and pregnant women, and the enterprise had reached a turnover of Rs 15 lakh, providing livelihoods to over a thousand women and their families. The biscuits were also sold in stalls at govt-organised events. The decline began post-Covid, as govt support and bulk orders dwindled. A project once showcased as a model of rural entrepreneurship gradually faded from official priority. "The Prime Minister called Munar's women a national example. Today, those same women are back to square one: jobless and forgotten," said Gopa Dhapola, a local resident. "Ragi biscuits, rich in nutrition, were once sent to pregnant women. Then the govt policy changed and now they get only wheat and rice in the name of nutrition. This is not just a failure, it's betrayal." However, officials denied that policy changes led to the factory's closure. "The govt had no direct role. Internal disputes within the committee caused the shutdown.
