Amritsar temple grenade attack: NIA conducts searches at 19 locations in Punjab
The searches in the border districts of Amritsar, Gurdaspur and Batala resulted in the seizure of incriminating materials, including mobile phones and digital devices, they said.
Terrorists, backed by foreign-based handlers, had hurled a grenade at Thakur Dwara Sanatan Temple, Sher Shah Road, Amritsar on the night of March 14.
'The incident was one of the many recent grenade attacks carried out by operatives of different terror groups in the state of Punjab, on the directions of their handlers based abroad," an NIA spokesperson said in a statement.
The official said the NIA probe found that the attack was carried out by Gursidak Singh (now deceased) and Vishal Gill.
'Singh was in contact with foreign-based handlers, who recruited India-based individuals and conspired to spread terror among the people by providing grenades/explosives and funds. The handlers radicalised vulnerable youth and induced them to unleash terror in lieu of money and drugs," the statement said.
Singh and Gill were allegedly involved in multiple instances of picking and dropping of grenades, weapons etc, the NIA investigations showed. PTI ABS KVK KVK

‘Transformation of UP Police rooted in tech, compassion'
1 2 Summing up the transformation of the police in Uttar Pradesh, former director general of police OP Singh said that with a change in mindset, technology became the cornerstone of policing. Speaking at a session during TOI Dialogues, Singh recalled the situation and said that when he took charge in 2017-18, Uttar Pradesh was grappling with high crime rate, organised crime and elements of criminality. "It's erroneous to think we only went for encounters. We brought in a mindset change. Technology became the cornerstone of policing," he said. From drones, CCTVs and UP112 emergency response system — ranked third globally in Dubai in 2019 — to artificial intelligence-enabled tools, predictive policing, and citizen-centric platforms like UPCOP offering 29 contactless services, Singh spoke about a slew of measures aimed at enhancing investigative capabilities. Partnerships with IIT-Kanpur, IIM-Ahmedabad, IIM-Indore and ISRO helped build in-house technical expertise, he said. Singh also cited major budget boosts, with the state police budget jumping from Rs 18,000 crore to Rs 24,500 crore in 2019-20, enabling massive training drives and infrastructure expansion. "Modernisation comes only through technology — in weapons, forensic science, cybercrime units and ATS operations. Equally important is compassion in policing," he said, recalling how humane, unarmed policing ensured the smooth conduct of Kumbh Mela. Addressing concerns that technology could erode human contact, Singh emphasised balancing "hardware" — weapons, rules, enforcement — with "software" — empathy, openness and public trust. "A good leader must combine both at the ground level," he said, noting that daily call volume has risen from 18,000 in 2019 to 30,000 in 2023, aided by data analytics for predictive policing. Arya, who has lived in Noida since 1999, said policing in the city has improved "dramatically" — both in response time and citizen interaction. "The biggest change is that criminals are now afraid of the police, not citizens," he said, adding that while challenges remain, high-handedness has reduced and citizens' complaints are increasingly being heard. Looking ahead, Singh said the force must aim for "inclusive policing" with equitable access to justice, especially for women and the poor. "Smartness is not just a uniform — it's in ideas, mindset and action," he said, aligning with the PM's vision of a competent, sensitive, accountable and transparent police. Retired Major Gaurav Arya called for increased budgets to match the scale of UP's challenges, comparing its population to that of the fifth-largest country in the world. Probe Agency Opposes Sanjay Bhandari's Plea Against 'Fugitive Offender' Tag In Delhi High Court
New Delhi: The Enforcement Directorate on Friday opposed in the Delhi High Court a plea of UK-based arms consultant Sanjay Bhandari against a trial court's order declaring him a "fugitive economic offender". The probe agency said when the trial court's order was passed in July, the court was aware about an assessment order showing Rs 655 crore of property was surreptitiously acquired. His counsel and senior advocate Kapil Sibal, however, argued before Justice Neena Bansal Krishna that the prosecution was initiated without completion of assessment proceedings and if the assessment was incomplete, where was the reason to believe that the tax evasion was over Rs 100 crore. "They had no evidence to show that there was a Rs 100 crore tax liability. There has to be reason to believe that the tax liability is more than Rs 100 crore. Now if the assessment is not completed, where is the reason to believe that it is more than Rs 100 crore. This application (to declare him a fugitive) did not lie. It was premature," he submitted. Seeking a stay and quashing of the trial court proceedings, Sibal said Bhandari would be remediless the moment they declare him a fugitive. "They (ED) don't follow the law, they want to declare me a fugitive offender and take over Rs 400-500 crores of my property and don't allow me to file any claim. This is the state of law in this country," he said. Additional Solicitor General S V Raju, appearing for the ED, said, "When the order was passed the trial court was aware that there was an assessment order showing that Rs 655 crore of property has been surreptitiously acquired and on the date of the order, there was more than Rs 100 crore tax liability and Rs 196 crore of tax evasion is there." The court posted the matter for August 20. The trial court on July 5 declared Bhandari a "fugitive economic offender" on a plea by the ED, an order that allows the agency to confiscate all the assets worth crores of rupees of Bhandari, whose chances to come to India have been virtually nullified after a UK court recently ruled against his extradition. Bhandari's legal team, while opposing the ED's move to get him declared a fugitive offender, claimed its "client's stay could not be called illegal in the UK as he has a legal right to reside in the UK and the government of India is bound by the judgment of the UK court... Bhandari is legally living there, and declaring him a 'fugitive' in that scenario is legally wrong". The trial court said the "extradition attempt may have failed, but it will not make the accused an angel or immune from prosecution for the violation of Indian laws". Bhandari (63) fled to London in 2016, soon after the I-T department raided him in Delhi. The ED filed its first chargesheet against Bhandari in 2020. Hizbul-Mujahideen Chief's Son Granted Bail, Another Denied
New Delhi: The Delhi High Court on Friday granted bail to one of the sons of Hizb-ul-Mujahideen chief Syed Salahuddin while denying the relief to another in a terror funding case. A bench of Justices Navin Chawla and Shalinder Kaur dismissed the bail plea of Salahuddin's son Shahid Yusuf saying the court cannot ignore the larger conspiracy brought forth by the prosecution. Considering prosecution's allegation of the use of hawala channels to route terror funds into Jammu and Kashmir, the court said Yusuf was allegedly part of this network. "The nature of the allegations and the material placed on record prima facie establish the appellant's involvement in this conspiracy and his direct contact with known members of the proscribed terrorist outfit." The order said he was allegedly received money from co-accused Aijaz Ahmad Bhat alias Aijaz Maqbool Bhat, knowing the funds would be used to further terrorist activities. The possibility of Yusuf being a flight risk, the high court said, couldn't be ruled out, particularly given that he reportedly travelled on a passport with a falsified parental identity previously and destroyed the document later. There exists a real likelihood of his tampering with evidence and influencing witnesses, the bench said. While granting bail to Syed Ahmad Shakeel, the court said he has already suffered prolonged incarceration of 6.11 years without any certainty of the trial concluding within a reasonable time. The court said the mainstay of the prosecution against Shakeel was the receipt of money and not its use for any terrorist activity. He was observed to be a government servant, working as a senior lab technician in the Department of Microbiology at Sher-i-Kashmir Institute of Medical Sciences, Soura. "Keeping in view the role assigned to the appellant (Shakeel), continued detention of the appellant at this stage would not serve the ends of justice," the bench said. He was granted him bail on a personal bond of Rs 1 lakh with two sureties of the like amount. Shakeel was arrested by the NIA on August 30, 2018 from his residence in Srinagar in relation to a terror funding case lodged in 2011. According to the NIA, the case relates to the transfer of funds through hawala channels by the terrorists based in Pakistan to Jammu and Kashmir, in a criminal conspiracy hatched with some operatives in India, to fuel and fund the secessionist and terrorist activities in J&K. Yusuf was arrested in October, 2017 on the allegations of receiving funds from Hizb-ul-Mujahideen from abroad and was chargesheeted in 2018. Shakeel was alleged to have received money through Western Union from absconding accused Aijaz Ahmad Bhat and his name had also surfaced in raising, receiving and collecting funds from the terrorist organisation through cadres from Saudi Arabia. Syed Salahuddin, designated as a "global terrorist" by the United States, is the self-styled commander of Hizb-ul-Mujahideen. PTI SKV SKV AMK AMK
