This is an interview with Louisiana Senate President Cameron Henry, R-Metairie, that took place earlier this month about his priorities for the state legislative session that started Monday. It has been edited for length and clarity. You can also listen to a version of this interview on our new podcast The Light Switch. O'DONOGHUE: I want to talk about what you think are the big issues during the session.
HENRY: One of the big topics, I think, is going to be the transformation of the [Department of Transportation and Development]. I think there's some great people that work over there. I think the system that is set up and has been in place for so long really doesn't afford them the opportunity to be as successful as they want. The governor has looked at different states, specifically Tennessee, as a model to kind of begin that transition. I think we're going to make some good progress on it this year. It's just a multi-year process, but it's something that has to get done, because there's nothing more frustrating for citizens.
O'DONOGHUE: When you talk about restructuring DOTD, are you talking about fewer state workers working there? Are we outsourcing more things? HENRY: They want to make sure that the folks that are working over there now have a purpose, have responsibilities, and are doing a good job.
The number of employees is really going to be based on the amount of actual work being done. … I believe we have something around maybe 5,000 employees and 500 engineers. If, after we put all this together, if that's how many employees we need, then that's how many employees we will have. If we can trim that down and put more money into actual concrete, I think that's a better purpose for it. O'DONOGHUE: ​​On March 29, there were constitutional amendments on the ballot that didn't pass. Amendment 2 probably has an impact on budget and tax issues. Can you talk about what you think might come back that was Amendment 2? That you all might relook again at again during the session? HENRY: Well I mean, obviously, Amendment 2 would have been pretty significant for our budget, specifically on the recurring dollars part. It didn't pass. We have to move on. I'm sure members are going to look at possibly dissecting that larger amendment into smaller amendments. But you know, you really have to step back and make sure that the next time that's on the ballot, even in a scaled down version, we have the ability to really sell it better, with greater explanation, and not have as many things on the ballot. We are going to come back in the future with a similar amendment, but maybe breaking that down into different sections, maybe picking one or two really hot topics within that. It's something that we have to do in the long run. We have too much recurring dollars going into these funds that we can never get into. … You're putting money into your savings account at a low interest rate, and you're borrowing money at a higher interest rate. It just doesn't make sense.
O'DONOGHUE: Do you think you all are going to look at trying to find a way to get some of that money back into the budget for teachers [pay stipends]? HENRY: It's whether or not we want to kind of piecemeal it, or do we want to step back and say there's got to be a better way in the future to give teachers a pay raise instead of a stipend? So maybe we don't give that this year, or that [total stipend] amount this year, and we look forward to further clarifying what we wanted to do in the amendment and bringing that back in the future. O'DONOGHUE: Do you expect there will be a big conversation around civil service? Obviously we're seeing a big conversation at the federal level around public sector workers. HENRY: I want flexibility to give certain people raises who are excelling but also allow them, some of them, to work from home, remote work, more flexibility, and the system in place now with civil service does not give, I guess, supervisors or the governor the flexibility to put people where they need to be.
Some of them have a skill set that they work better in the office. Some of them have a skill set to work better from home. Their jobs allow them to do that. So I would like to let every employee excel at their own rate and not be tied to one system that really doesn't afford for that.
O'DONOGHUE: What do you expect to see on insurance? HENRY: [E]veryone wants to lower homeowners insurance and car insurance, and we've passed a significant amount of bills dealing with homeowners insurance … and we're still waiting for our homeowners insurance to go down. We're going to continue to work on trying to lower auto insurance. It's a very sensitive subject to a lot of people. … When we're passing a law, it's not only affecting the bad actors. It affects everyone.
[W]e're trying to balance that while making sure we make the state friendly to get insurance companies here because, obviously, more insurance companies will ideally lower rates. We don't know when, but you can't cede all of your authority and all of your rights to the insurance company on the off chance that they lower your rates.
O'DONOGHUE: [T]here's a lot going on in D.C. right now, sort of a lot of uncertainty about what's being cut and what's not and some of that will affect Louisiana. How are you all trying to prepare for that?
HENRY: At the end of the day, the greatest impact is on the [Louisiana Department of Health], which is about 50% of our budget. …
I'm having conversations with Congressman Scalise and Senator Cassidy to work through these issues of what adjustments you are going to make and can we see them? Can we have a discussion before you implement them? And can you give us maybe five years to implement them? Because when you make a change that reduces a program, the problem still exists. … If the program was a fraud and a fake, of course, you get rid of it. … But again, not all of them are like that.
The legislature and the government have to find a way to fund whatever is cut to make sure we're taking care of the services for the people of Louisiana. So it's going to be difficult, but I mean, it's part of the job. It's why we ran for office. So I'm confident that our delegation, and we have a great delegation across party lines up there, we'll make sure that Louisiana doesn't come up short.

In an updated press release on Tuesday, the police department said it is 'saddened to report the three missing girls have been found deceased. We want to express our sincere and deep heartfelt condolences to the family at this time.' According to the release, the search was narrowed down to an area in Chelan County on Monday, and a warrant for Decker's arrest was obtained by Wenatchee Police for three counts of custodial interference. Ohioans can soon buy over twice as much nonmedical marijuana At around 3:45 p.m., a Chelan County deputy located Decker's vehicle near the Rock Island Campground, but it was unoccupied. While searching the area, the bodies of the three missing girls were found, but Decker was not located, the release said. At this time, the search for Decker is still ongoing, and Police are asking that anyone who believes they may have seen Decker since Friday, or knows his current whereabouts, is asked to call 911. He is now wanted for three counts of murder and kidnapping. According to the release, Decker is a former military and has extensive training. Musk rails against Trump tax bill, calling it ‘a disgusting abomination'

Billionaire Elon Musk blasted the massive tax and immigration bill at the heart of President Donald Trump's agenda on Tuesday, calling the measure 'a disgusting abomination' that would burden the country with 'crushingly unsustainable debt.' Though Musk — who on Friday left his post as head of the U.S. DOGE Service, Trump's cost-cutting effort — had previously criticized the bill in gentler terms, his posts on X, the social media platform he owns, represented his sharpest attack yet on the Trump White House. For months, Musk had played the role of the president's 'First Buddy,' joining Trump frequently in the Oval Office and exhorting the administration to cut government spending. The posts appeared to complicate the path to passage for the legislation, which barely passed the House late last month after conservatives revolted over its enormous price tag — the nonpartisan Congressional Budget Office says it would increase the national debt by $2.4 trillion over the next decade. The Senate began consideration of the measure this week, as GOP leaders hope to have it to Trump's desk by July 4. Trump has encouraged lawmakers to pass the measure. But some Republican Senate budget hawks applauded Musk's attack on Tuesday, a potential sign of trouble. 'This massive, outrageous, pork-filled Congressional spending bill is a disgusting abomination,' Musk posted on X. 'Shame on those who voted for it: you know you did wrong. You know it.' He wrote minutes later: 'It will massively increase the already gigantic budget deficit to $2.5 trillion (!!!) and burden America citizens with crushingly unsustainable debt.' That post appeared to confuse the annual deficit with the overall increase to the debt over 10 years. Shortly after that, he wrote, 'In November next year, we fire all politicians who betrayed the American people.' The bill would extend tax cuts enacted during Trump's first term and make good on new campaign promises — including no taxes on tips or overtime wages — while devoting hundreds of billions of dollars in new spending to defense and immigration enforcement. Musk's attack landed while Senate Republicans huddled for a lunch with National Economic Council Director Kevin Hassett, who predicted robust economic growth if the legislation passes, lawmakers said. Many economists outside the White House disagree with that projection, arguing that rising national debt will crowd out private-sector investment. In the Senate, lawmakers are haggling over whether to make additional budget cuts in the legislation — which would already slice more than $1 trillion from social safety net and anti-poverty programs — and to preserve some Biden-era clean energy initiatives, which would add to the bill's cost. Mainstream Republicans in the lunch meeting with Hassett greeted Musk's posts with 'an eyeball roll,' Sen. Kevin Cramer (R-North Dakota) said. 'We have a difference of opinion. He's entitled to that opinion. We're going to proceed full speed ahead,' Senate Majority Leader John Thune (R-South Dakota) told reporters. But for budget hawks — and Democrats — Musk provided a shot in the arm. Sen. Ron Johnson (R-Wisconsin) called for splitting up Trump's legislation into multiple smaller bills, saying one sweeping measure with such a large deficit hit couldn't get the votes to pass the upper chamber. 'I think Elon is exactly right that we need to cut more spending, and I hope and believe that the Senate will make the bill substantially better,' said Sen. Ted Cruz (R-Texas), who interviewed Musk on his podcast in March and has described him as a friend. Asked how much more spending he would like to cut from the bill, Cruz said, 'As much as humanly possible.' Democrats enjoyed watching the GOP infighting. 'I hear something happened while we were at lunch,' Senate Minority Leader Charles E. Schumer (D-New York) joked while holding up a poster board of Musk's tweets, 'which led me to make some news here today and say something I didn't think was imaginable: I agree with Elon Musk.' White House press secretary Karoline Leavitt brushed off Musk's posts. 'The president already knows where Elon Musk stood on this bill,' she said. 'It doesn't change the president's opinion. This is one big, beautiful bill, and he's sticking to it.' The legislation would undo most of the Biden-era Inflation Reduction Act, which poured federal tax incentives into production of electric vehicles, batteries and solar energy — cornerstones of Musk's businesses. Tesla, in particular, has suffered as Musk's DOGE effort became less popular: The EV maker reported a 71 percent plunge in profits in the first quarter. One person who has interacted with Musk over the years and closely followed his journey from Tesla to the White House said the bill could prompt frustrations with Republicans similar to Musk's irritation with Democrats under the Biden administration. 'It increases the deficit by trillions of dollars, kills solar and battery credits, sunsets battery production credits in 2028, kills the EV tax credit,' the person said, speaking on the condition of anonymity to discuss a sensitive subject. 'Elon and the Republicans were united in not liking the previous administration. As they get into governance, they are finding that is where the similarities end.' House Speaker Mike Johnson (R-Louisiana) pushed back on Musk's criticism. 'With all due respect, my friend Elon is terribly wrong about the One Big Beautiful Bill,' Johnson told reporters. The speaker said he talked by phone with Musk for 20 minutes on Monday about the legislation and other topics, and the two appeared to end the conversation on common ground. 'Elon is missing it, okay?' Johnson added. 'And it's not personal. I know that the EV mandate [is] very important to him; that is going away because the government should not be subsidizing these things as part of the Green New Deal. And I know that has an effect on his business, and I lament that. … But for him to come out and pan the whole bill is, to me, just very disappointing, very surprising, in light of the conversation I had with him yesterday.' The main focus of the legislation is extending parts of the 2017 Tax Cuts and Jobs Act, which Trump signed into law in his first term, that are set to expire at the end of the year. Virtually every tax filer would pay more if the bill doesn't pass. It would also devote $150 billion for immigration enforcement, another Trump administration priority. To pay for the tax cut extensions, the bill would tighten eligibility for Medicaid, which the Congressional Budget Office says would leave millions of people uninsured. The bill would also pass billions of dollars of expenses for SNAP, the Supplemental Nutrition Assistance Program formerly known as food stamps, on to states. That could lead local officials to either sharply raise taxes or enact policies that kick families off the program. Republicans also want to use some of the unilateral spending cuts that Musk's DOGE operation made — many of which are being challenged in court — to balance out the costs of the tax cuts. Musk on May 20 said he would stop spending on political causes and leave the White House to return to his companies, including SpaceX and Tesla. He spent nearly $300 billion, almost entirely on Republican candidates and causes, in the 2024 election cycle. Last Friday was his last day in the White House, and he and Trump spoke to reporters in the Oval Office. Faiz Siddiqui, Mariana Alfaro, Liz Goodwin and Abigail Hauslohner contributed to this report.

The Senate is back in session — and facing a steep challenge right out of the gate. At the top of its agenda: President Trump's sweeping tax and immigration package, dubbed the One Big Beautiful Bill. Republicans hope to pass it by July 4, but that timeline is already in doubt. Several GOP senators — including Rand Paul and Lisa Murkowski — have raised concerns about the bill, which squeaked through the House last month by a single vote. The stakes are high. The outcome could reshape everything from border enforcement to corporate taxes, and test just how unified Republicans really are heading into the 2026 midterms. House Speaker Mike Johnson has even crossed the Capitol to urge Senate Republicans to stay in lockstep and make 'as few modifications as possible.' Here's a look at the internal pushback — and the parts of the bill causing the biggest rift. Kentucky Sen. Rand Paul has emerged as one of the loudest Republican critics of Trump's sweeping budget plan, arguing it would send the national debt soaring. 'There's no one left in Washington who cares about the debt if I vote for this,' Paul said Sunday on Face the Nation. 'The GOP will own the debt once they vote for this.' His concern isn't without merit: the House-passed bill raises the debt ceiling by $4 trillion, while a Senate-approved blueprint from earlier this year calls for a $5 trillion increase. But as Paul argues, 'the math doesn't add up.' Instead of backing the full package, Paul is pushing a more limited alternative: a $500 billion short-term debt ceiling hike that would buy time for Republicans to confirm whether promised spending cuts are actually being enforced. Still, Paul's opposition has drawn the ire of the president, who wrote on Truth Social that Rand 'never has any practical or constructive ideas.' Alaska Sen. Lisa Murkowski is sounding the alarm over proposed changes to Medicaid, a program she says is vital to her state and not equipped for what's coming. She's particularly concerned about new work requirements, warning they could be 'very challenging, if not impossible' to implement given Alaska's outdated administrative systems. The legislation, passed by the House, would require childless, nondisabled adults ages 19 to 64 to meet work requirements to maintain coverage. It would also require states to conduct more frequent eligibility checks — a provision Murkowski fears could disrupt care for vulnerable residents, especially in tribal communities that rely heavily on Medicaid. Missouri Sen. Josh Hawley is a somewhat unexpected voice of dissent on this issue, given his close alignment with President Trump. But he's sounding alarms about potential Medicaid cuts — particularly their impact on low-income Americans and rural communities. In a New York Times op-ed earlier this month, Hawley called 'slashing health insurance for the working poor' both 'morally wrong and politically suicidal.' He's also criticized efforts to freeze provider taxes, warning it could force rural hospitals to shut their doors. 'If rural hospitals close, what's the difference between that and a benefit cut?' he said. And Hawley hasn't stopped at statements. Earlier this year, he joined Sen. Murkowski and Sen. Susan Collins in supporting an amendment to strip a directive from the budget resolution that would have instructed lawmakers to cut $880 billion from Medicaid, though the effort ultimately failed. Maine Sen. Susan Collins has been a consistent voice against cuts to federal Medicaid funding. 'Medicaid is a critically important program for Maine's health care system and a vital resource for many seniors, low-income families, disabled patients, and those who cannot work,' she said in a recent statement. Like Sen. Josh Hawley, Collins warns that shifting more health care costs to states could push already struggling hospitals and providers 'to the edge of insolvency.' Though she joined Murkowski and Hawley in backing a Medicaid amendment earlier this year, Collins seems poised to support the final bill. For her, the need to keep the party united and push the administration's priorities may outweigh earlier reservations. Wisconsin Sen. Ron Johnson is calling for deeper spending cuts than those proposed in the current package. He went so far as to dismiss the plan's $1.5 trillion reduction, saying it 'isn't squat.' Like Sen. Paul, Johnson supports breaking the bill into smaller parts and favors a short-term spending hike extension. While he hasn't explicitly said he will oppose the final bill, Johnson has signaled that conservative lawmakers could push back hard. 'We need to be responsible, and the first goal of our budget reconciliation process should be to reduce the deficit,' he told CNN last weekend. 'This actually increases it.' North Carolina Sen. Thom Tillis is pushing back on the bill's proposed rollback of energy tax incentives, warning it could have serious economic consequences for his state. He argues that ending the Inflation Reduction Act's clean energy credits would derail years of planning and leave many companies scrambling to adapt. Adding to the pressure, Trump adviser Elon Musk — though not an elected official — has denounced the package as an 'abomination' that would balloon the deficit. With criticism mounting from both inside and outside the party, the question now isn't just whether the bill will pass, but what it might cost to get there.
