Qatar: Government strategies aim to enhance industrial sector by boosting SMEs

Doha, Qatar: The government's recent strategies to prioritise sustainable goals and bolster SMEs to expand their presence are poised to enhance the industrial sector in Qatar over the coming quarters, stated Anum Hassan, Head of Research at ValuStrat Qatar.
Qatar has unveiled several key initiatives in the industrial sector in recent years, aimed at diversifying the economy, promoting sustainability, and fostering growth in line with the National Vision 2030.
The Ministry of Commerce and Industry (MoCI) introduced Qatar's National Manufacturing Strategy, emphasising sustainable development, economic diversification, and the promotion of small and medium-sized enterprise (SME) growth, all aligned with the goals of the National Vision 2030. This strategy aims to position Qatar as a global hub for manufacturing excellence, contributing to the nation's long-term economic goals.
Qatar introduced various incentives to attract both domestic and foreign investments in the industrial sector. These incentives include tax exemptions, financial support, and facilitation of land access for industrial projects, encouraging companies to establish and expand operations in Qatar.
Qatar has been investing in the development of industrial zones, such as the Qatar Industrial Zone, to support manufacturing and other industrial activities. These zones provide infrastructure, logistical support, and regulatory frameworks designed to streamline the growth of industries like chemicals, steel, and heavy manufacturing.
The country is also promoting the use of advanced technologies in the industrial sector, including the adoption of digitalization, automation, and smart manufacturing processes. These technologies are aimed at increasing productivity, enhancing competitiveness, and driving innovation across industries.
These initiatives are aligned with Qatar's goal to diversify its economy away from oil and gas dependence and to establish a robust and competitive industrial sector that contributes to economic stability and growth.
However, a recent data by ValuStrat shows that in the fourth quarter of 2024, the industrial sector experienced some adjustments, with rents for ambient warehouses and temperature-controlled facilities dropping by 7 percent and 1.2 percent quarter-over-quarter, respectively.
According to the latest NPC data, the Industrial Production Index (IPI) with a base year of 2018=100, was recorded at 103.6 points. The foreign merchandise trade surplus reached a total of QR17.7bn, reflecting a significant positive balance in the country's trade of goods with international markets during the reported period.
Over the course of the year, a total of 1,461 new industrial firms were established, contributing to an overall production value that exceeded QR2.6 trillion. This achievement represents a 3 percent year-on-year increase, highlighting the growth and expansion of the industrial sector.
Qatar Maritime reported 261 vessel callings in December across Hamad, Doha, and Ruwais ports, marking a notable 17% year-on-year increase in port activity. Through out the year, more than 2,500 ships docked at these three ports, collectively handling over 1.3 million TEUs (Twenty-foot Equivalent Units) of container cargo, showcasing a strong performance in maritime trade.
On the real estate front, the monthly median asking rent for ambient warehouses dropped by 7 percent quarter-over-quarter, settling at QAR 34.4 per square meter, which represents a 9.1% decrease compared to the previous year. Similarly, the monthly median rent for cold storage facilities saw a slight decline of 1.2 percent on a quarterly basis but experienced a 1.1 percent increase on a yearly basis, reaching QR42.7 per square meter.

During the second quarter of the year, the Ministry of Commerce and Industry (MoCI) reported that Qatar recorded an unprecedented 640 percent year-on-year increase in non-Qatari company registrations, a surge that experts say sets the country apart from its Gulf neighbours and signals a long-term transformation in its investment landscape. Neil Wilson, Managing Director at The Sovereign Group, credited sweeping reforms introduced by MOCI for driving the growth. Speaking to The Peninsula, he said, 'This unprecedented growth in new non-Qatari company registrations is largely driven by significant reforms introduced by Qatar's Ministry of Commerce and Industry'. The analyst highlighted three key developments including digital transformation, which has streamlined business registration with 98 percent of services now handled electronically and processing times reduced to just one to two days; regulatory changes allowing 100 percent foreign ownership in most sectors; and a suite of investment incentives, such as the favourable land leases, customs duty exemptions, and a corporate tax rate of just 10 percent. Free zones also provide additional benefits such as full profit repatriation and tariff exemptions. 'These combined measures have significantly lowered barriers to entry and enhanced Qatar's appeal as a destination for foreign businesses,' Wilson said. The spike in registrations far outpaces regional peers. He said, 'In relative terms, Qatar's 640% spike is exceptionally pronounced, towering over the double-digit and low triple-digit percentage gains seen in Saudi Arabia and the UAE,' Wilson explained. 'While FDI and company registration growth across the Gulf is strong, Qatar's surge stands out as unprecedented and is a dramatic outlier in regional investment trends.' According to Wilson, the growth is not a one-off. 'This surge is not just a short-term spike; it reflects a deeper, long-term transformation in Qatar's economic landscape,' he said. The researcher stressed that 'The government has implemented major structural reforms, like allowing 100 percent foreign ownership, streamlining business registration, and offering investor residency programs. These changes align with Qatar's National Vision 2030, which aims to diversify the economy beyond oil and gas. So, while some momentum may be cyclical, the foundations point clearly to sustained, strategic growth.' Investor confidence has also strengthened. Wilson noted that reforms are having a tangible impact. 'The launch of a $1bn incentive programme earlier this year, for example, offers targeted financial support to international companies in key sectors like technology, logistics, and advanced manufacturing. At the same time, business regulations have been overhauled to allow 100 percent foreign ownership, faster registration through digital systems, and more investor-friendly laws, including those covering bankruptcy, PPPs, and commercial activity.' 'Qatar attracted over $2.7bn in foreign direct investment in 2024, across more than 240 new projects, with the majority being greenfield investments,' Wilson said. 'That's a strong signal that investors see long-term potential in the market. On top of that, global rankings in competitiveness, economic freedom, and logistics performance have all improved significantly, reinforcing investor trust. So, it's clear that these reforms are not just cosmetic, they're reshaping the investment climate in a very real and lasting way.' The market expert also emphasised Qatar's balanced approach. He said, 'Qatar carefully balances openness to foreign investment with supporting local industries through a clear regulatory framework that allows foreign ownership while encouraging partnerships with local companies. This ensures knowledge transfer and local participation.' He stressed that measures such as local content requirements in energy, workforce localisation initiatives, and targeted incentives in free zones are designed to foster collaboration between international investors and domestic enterprises. AMMAN — The General Industrial Production Index (IPI) increased by 1.8 per cent during the first half of 2025, reaching 87.77 points compared with 86.21 points during the same period last year, according to the latest report by the Department of Statistics (DoS). The cumulative in the Industrial Production Index for the first half of this year compared with the same period last year was due to a 1.92 per cent increase in the Manufacturing Industries Sector. While, the mining sector declined by 2.47 percent, and Electricity production rose by 3.04 per cent during the same period last year. The monthly report issued on Tuesday also indicated that the IPI for June 2025 reached 90.07 points, up 0.43 per cent from 89.69 points recorded in June 2024, according to public service TV Al Mamlaka. On a monthly change basis, the General Industrial Production Index for June of 2025 increased compared with May of the same year due to a 0.97 per cent rise in the Manufacturing Industries Sector, an 2.68 per cent increase in mining and quarrying production, while a 9.30per cent decreased in the Electricity production. The IPI for June reached 90.07 points, compared with 88.04 points in May of the same year, marking an increase of 2.31 per cent. On a sectoral level, comparing June of 2025with June 2024, the Manufacturing Industries Sector increased by 2.16 per cent, mining and quarrying increased by 0.58 per cent, while the Electricity production up by 6.14 per cent. © Copyright The Jordan Times. Doha, Qatar: The Ministry of Commerce and Industry (MOCI) has launched an electronic platform dedicated to showcasing the programs of public-private projects on its portal. The move is part of MOCI's consistent efforts to foster digital transformation, promote services afforded to investors, and optimize competencies in support of economic development, as well as stimulate the nation's strategic investments. A statement by MOCI on Tuesday affirmed that the new platform offers an interactive environment that helps investors and entrepreneurs identify available opportunities, follow up on updates on partnership initiatives between the public and private sectors, and review the relevant regulations. Having been prepared by MOCI's Business Development Department, this initiative aligns with the Qatar National Vision 2030, as well as the Third National Development Strategy (NDS3) 2024-2030, which primarily aim to empower the private sector, upscale its contribution to the Gross Domestic Product (GDP), and foster economic transformation and innovation in the State, the statement read. The statement added that the ministry's new strategy gives priority to enhancing effective partnership with the private sector as a substantial vehicle to supercharge the development cycle.
