PM Wong and new Cabinet sworn in
Prime Minister Lawrence Wong and his Cabinet team have been sworn in as the country's 15th term of government. They include 15 full ministers and three acting ministers. Speaking at the ceremony, Singapore President Tharman Shanmugaratnam urged Singaporeans to work with the new team to address issues of today and tomorrow. Mr Wong also pledged that his team will serve Singaporeans and work to improve their lives. More than 600 guests witnessed the event at the Istana.

Malaysia Set to Enforce VEP for Singapore-Registered Vehicles from July 1
Malaysia is all set to enforce the Vehicle Entry Permit (VEP) for Singapore-registered vehicles crossing land borders starting July 1 to improve road safety. Transport minister Loke Siew Fook said in a press conference on Wednesday, June 4, that vehicles without a valid VEP would be issued a RM300 compound fine, which must be paid before they are allowed to leave Malaysia. "We're enforcing this from July 1 because ample time has already been given. As we've said before, we started with a soft advocacy approach on Oct 1, 2024," Fook said. The VEP system was introduced eight years ago, in 2017. It was postponed again, in 2019 and 2020, before being reintroduced last year. A similar VEP system is being developed for foreign-registered automobiles arriving from southern Thailand. Loke stated that anyone who have pre-registered but have yet to finish the VEP process will be punished and must pay the punishment before leaving the country. He added, "There's another category – company-owned private vehicles. If these do not have a valid VEP and no registration was ever made, the driver of the company vehicle will be fined." "However, if the vehicle has been pre-registered, we will issue a reminder notice instead of a fine. For this category, we are offering a bit more leeway because the process involves submitting various company documents." Loke stated that enforcement actions would take place outside of border crossings to avoid congestion. Fines must be paid cashless at road transport department (JPJ) counters, JPJ Mobile units, or online through MyEG. During the soft enforcement phase, officials randomly scanned 52,012 Singapore-registered vehicles and sent 2,245 reminder warnings (4.32%) to those who lacked VEPs. As of June 2, 231,018 RFID tags had been issued for individual private vehicles, including 2,660 for company-owned private vehicles.

Japan to tighten rules on foreign tourists over unpaid medical bills

ST PHOTO: KUA CHEE SIONG TOKYO - The Japanese government is set to tighten measures against unpaid medical bills left by foreign tourists who received treatment during their stay, sources close to the matter said June 4. The measure, to be included in a forthcoming annual basic policy on economic and fiscal management to be approved by the Cabinet, is expected to state clearly that the government will 'review insurance coverage for foreigners'. Under the stricter rules, the Ministry of Health, Labour and Welfare is expected to share information on foreign visitors with significant unpaid medical bills with the Immigration Services Agency, allowing for more stringent entry screenings. The government is also considering making private medical insurance mandatory for foreign visitors. According to a survey conducted by the ministry covering about 5,500 medical institutions nationwide, 11,372 foreign visitors received medical care in Japan in September 2024. Of those, 0.8 per cent failed to pay, leaving unpaid charges totaling approximately 61.35 million yen (S$551,000). Meanwhile, foreigners registered as residents and staying in Japan for more than three months are generally required to enrol in the National Health Insurance programme – a system for the self-employed and unemployed – if they are not covered by another form of public health insurance. Health Minister Ong Ye Kung 'dismayed' at company's S$52,000 monthly rental bid for Tampines clinic
SINGAPORE: Health Minister Ong Ye Kung said he was "dismayed" at a healthcare company's S$52,188 monthly rental bid for a clinic in a Housing and Development Board (HDB) estate in Tampines. In a Facebook post on Wednesday night (Jun 4), Mr Ong said: "This must translate to higher cost of healthcare one way or another, and negate the effort of Ministry of Health, Singapore (MOH) to try to keep the cost of primary healthcare affordable. "More importantly, higher rental bids do not necessarily translate to the best healthcare that the community needs." The successful bid for the ground floor unit at Block 954C Tampines Street 96 by I-Health Medical Holdings in January has led to discussions online about rental fees and healthcare costs. The rental works out to over S$1,000 per sq m. NEW TENDER APPROACH He noted that MOH and HDB last month launched a new tender approach for general practitioner (GP) clinics at Bartley Beacon. In the new approach, quality of care will account for 70 per cent of the tender evaluation, and rental will make up 30 per cent. The unit is about 100 sq m – twice the size of normal clinics – and suited for clinics which intend to provide multi-disciplinary care and "try out new care models", he added. 'Through this Price-Quality evaluation Model (PQM), we can shift the competitive focus away from rental rates, to better care models, including preventive care, chronic disease management and mental health,' Mr Ong said. The tender for the unit at Bartley Beacon was closed on May 29. 'I understand from my MOH officers that we have received interesting proposals, with rental bid prices significantly below the Tampines site in per sqm terms. We are currently assessing the proposals,' he said. Mr Ong noted the Tampines clinic was tendered in December 2024 and awarded in March this year, before the PQM model started. 'Going forward, and given the encouraging response to the Bartley Beacon site, we will make the new PQM approach the norm, when tendering our GP clinics in our HDB heartlands,' Mr Ong said. 'It will be a meaningful shift, both in improving primary care, and ensuring greater affordability.'
