Former foes RCP Singh & Prashant Kishor unite: A real challenge to Nitish Kumar or just optics ahead of Bihar Election?
Bihar Elections 2025: Former Union minister Ramchandra Prasad Singh, popularly known as RCP Singh, on Sunday joined hands with his long-time detractor Prashant Kishor. Singh merged his Aap Sabki Awaaz Party (ASAP) with the Kishor's Jan Suraaj Party (JSP) – months ahead of Bihar Assembly elections 2025.
The merger means political foes turning friends. RCP Singh and Kishor were known to be fierce rivals during their stints in the Bihar Chief Minister Nitish Kumar-led Janata Dal (Uinted). On Sunday, however, the two leaders showered praises on each other.
'I was fascinated by how the JSP has been speaking about issues that concern the common man. We are committed to work towards making Bihar beautiful and prosperous,' Singh said as he donned the JSP's yellow scarf while being into the party by Kishor in Patna.
How will the merger impact the political landscape in poll bound Bihar? Singh, former national president of JD(U), is a known OBC Kurmi face from Nalanda – considered Nitish Kumar's fortress.
Singh, expert said, may help the JSP consolidate a section of the Kurmi community – known as a core voter base of Nitish – in its favour. Kishor's party may get a boost among Kurmis, but not much, they said. More than a mass leader Singh is known for his organisational skills as a strategist.
'From the optics perspective, both RCP and Kishor, former Nitish aides, would come as a stronger force in targetting the JD-U chief ahead of elections. They would try to send out a message on how two former aides of Nitish Kumar have gone against him,' said Amitabh Tiwari, political strategist and founder of VoteVibe, a newly-founded firm at the forefront of political reasearch and sentiment analysis.
The Kurmi, along with sister-caste Koeri, which makes up approximately 7-8 8 per cent of Bihar's electorate, is a significant voting bloc, particularly in districts like Nalanda, Arwal, and Jehanabad of the state's Magadh region.
Apart form Nitish Kumar and his JD-U, the ruling National Democratic Alliance (NDA) depends on Upendra Kushwaha's Rashtriya Lok Morcha (RLM) to garner the support of the Kurmi-Koeri (Luv-Kush) vote base.
The 243-member Bihar assembly is voting by October-November to elect a new government.
Reacting to this new alliance, former deputy chief minister Tejashwi Yadav has dropped strong hints that the BJP could be 'orchestrating the merger behind the scenes.
"Both of them were in JD(U), one a national vice president, the other a national president. Who is getting all this done and how it is happening, people of Bihar know everything," Tejashwi said while interacting with the journalists in Patna.
"If two rebels of JD(U) have come together, then everyone understands whose game this is. We don't need to say much. People are watching everything," he said.
RCP Singh is a 1984-batch IAS officer with 28 years of administrative experience. He first came in touch with Nitish in 2001 when the JD (U) chief was Union Minister of Railways Minister between 2001 and 2004. When Nitish became Bihar CM in 2005, RCP Singh was transferred to Bihar next year as a civil servant.
Later, Singh went on to be known one of the most powerful bureaucrat in Bihar and a key Nitish aide. In 2010, Singh took voluntary retirement from the civil services and formally joined the JD(U) where he went on to be known as an organisational man who functioned from behind the scene.
In 2018, Kishor, the political strategist-turned-politician joined the JD(U) as its national vice-president. It is said that Kishor's joining didn't go well with RCP Singh as he felt insecure. RCP Singh however continued to call the shots in the JD(U)
A 'cold war' ensued between Kishor and RSP Singh. Kishor quit the JD(U) in January 2020 and eventually launched his political party Jan Suraaj Party in October 2024
RCP Singh, however, rose to become the JD(U) national president. In July 2021, RCP Singh recommended himself for the lone Union Cabinet berth from the party's quota in the second Narendra Modi government. This perhaps upset Lalan Singh, the defacto number 2 in JD(U)
RCP Singh resigned from Union Cabinet in 2022 and later from the JD(U) after he was overlooked for renomination to the Rajya Sabha. RCP had been a Rajya Sabha member since 2010. Singh joined the BJP in May 2023. Nitish returned to the NDA in January 2024. Singh floated his Aap Sabki Awaaz Party last November.
After joining forces the two new friends in Bihar are expected to escalate their attack on Nitish Kumar. Kishor had planned to launch a signature campaign in Nalanda, protesting the state government's alleged failure to deliver on its promise of ₹ 2 lakh to 94 lakh poor families. However, he was barred from entering the village.
'As for impact on ground, I do not see that happening much. No matter what the perceptions says, Nitish Kumar is arguably the tallest Kurmi leader in Bihar as of now,' Tiwari said.

Ladakh: Statehood issue yet to be addressed, say Kargil leaders
With the Union government notifying new rules for Ladakh, allowing reservation in government jobs for locals, a 15-year residency requirement for domicile status, one-third of seats in hill councils for women, and five official languages as part of efforts to safeguard the region's interests, the Kargil Democratic Alliance (KDA) has said statehood is a big issue for it. At the same time, it also said 'something is better than nothing'. The KDA, along with the Leh Apex Body (LAB), has been spearheading an agitation in Ladakh, seeking statehood, safeguards enshrined under the sixth schedule of the Constitution and a separate public service commission (PSC) for the strategic Himalayan region. In 2023, the Union home ministry had formed a high-powered committee under minister of state Nityanand Rai to discuss ways to protect Ladakh's unique culture, considering its location and strategic importance. Reacting to the Centre's notifications, KDA's senior leader and political in-charge of Jamiat ul Ulama Isna Ashariya Kargil (JUIAK), Sajjad Hussain Kargili, said, 'Though it's good, women reservation was not a part of our four-point agenda. We have been agitating for legislature. Statehood is a big issue for us.' On domicile law, Kargili said, 'Something is better than nothing. In the past six years, not even a single gazetted post (job) has been given in Ladakh.' 'We also arrived at a consensus that domicile law of 15 years should be implemented prospectively. At the same time, we want it to be made 30 years. The government has assured us to consider it,' said Kargili. 'We hope that without further delay, the Ladkah administration will now advertise jobs,' he said. Congress' Tsering Namgyal, leader of the Opposition in Ladakh Autonomous Hill Development Council of Leh, welcomed 33% reservation for women in hill councils. He lambasted the Centre for fixing 15-year residency for domicile law and described it a ploy to change the demography of Ladakh. 'The LAB and the KDA wanted 1989 as the cut-off year to grant domicile certificates. This 15-year residency rule has been rejected by 80% to 90% people of Ladakh,' he said. Chering Dorjay Lakrook, ex-BJP minister and president of the Ladakh Buddhist Association, refused to make any comment. 'After we study them (notifications), we will address media on Wednesday. Till then, I have been asked not to talk to mediapersons,' he said. The Ladakh Civil Services Decentralisation and Recruitment (Amendment) regulation was notified days after the ministry and Ladakhi representatives met on May 27 and agreed to the rules, an official aware of the matter said. It defines a domicile for jobs for a person who has resided in the UT for 15 years, studied for seven years, and appeared for class 10 or 12 examinations in Ladakh. A similar policy was announced for Jammu and Kashmir in May 2020. The Union Territory of Ladakh Reservation (Amendment) Regulation, also notified on Tuesday, says the reservation shall in no case exceed 85% of the available vacancies, excluding reservation for economically weaker sections. The official cited above said 80% of vacancies are reserved for the region's majority, scheduled tribes (STs), 4% for those living along the Line of Actual Control or Line of Control, 1% for the scheduled castes and 10% for the economically weaker sections. The ministry had proposed 95% of the reservation for locals during discussions. The third notification provides for one-third seats for women in the hill councils by rotation to different territorial constituencies. The Ladakh Official Languages Regulation recognises English, Hindi, Urdu, Bhoti, and Purgi as the official languages and says that the administrator 'shall make special efforts for the promotion and development of other native languages of Ladakh: Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi'.

"Sent out strong message against terror": All-party delegation led by Sanjay Jha returns to Delhi after global outreach
New Delhi [India], June 4 (ANI): The all-party parliamentary delegation led by JD(U) MP Sanjay Kumar Jha arrived in Delhi on Tuesday after concluding a multi-nation visit aimed at bolstering international support against cross-border terrorism. The delegation visited Singapore, Japan, South Korea, Malaysia, and Indonesia as part of a global outreach initiative. This diplomatic outreach follows Operation Sindoor, launched on May 7 as a decisive military response to the April 22 Pahalgam terror attack by Pakistan-sponsored terrorists, which claimed 26 lives. Speaking to reporters upon arrival, Sanjay Jha said, 'The message to send an all-party delegation was that the whole country is united on the issue of terrorism. Everybody spoke in one voice against it and condemned the Pahalgam incident. The way India attacked the terrorist hideouts with precision and did not harm the common citizens was appreciated and praised. We urged that action should be taken against Pakistan by the FATF (Financial Action Task Force). The delegations have sent out a strong message against terror.' CPI-M MP Dr John Brittas also spoke to mediapersons and echoed similar sentiments, stating, 'It was supposed to be very comprehensive discussions we had with the different sections of people in 5 countries, and we could successfully underscore the stand of India. India is a victim of terror, and Pakistan is a perpetrator... All these meetings turned out to be very successful.' Speaking to reporters, BJP MP Aparajita Sarangi said, 'It was heartening to find that everybody appreciated the stand of India on cross-border terrorism and they all came forward to denounce the approach of Pakistan as far as creating unrest in India is concerned, as far as the killing of innocent people is concerned. Everybody agreed to the fact that Pakistan nourishes, nurtures and promotes terrorism.' 'Already, different political parties have representation in the delegation. I don't think there is any need for a special session of Parliament. But of course, the senior leaders of the setup will decide. But I can only say that there is no need for it. We would be going for the monsoon session of Parliament very soon,' she added. Furthermore, BJP MP Brij Lal shared the same sentiments, stating, 'We went to 5 countries... We also told them the importance of Sindoor... We also told them that we are a peace-loving country, and we won't accept cross-border terrorism, and we will take it as an act of war and act accordingly. Menawhile, the delegation, led by JD(U) MP Jha, included BJP MPs Aparajita Sarangi, Brij Lal, Pradan Baruah, Hemang Joshi, TMC MP Abhishek Banerjee, CPI-M's John Brittas, and Congress leader Salman Khurshid, among others. After the visit, Sanjay Kumar Jha emphasised that the delegation was returning 'very satisfied' and the job that the Indian Government entrusted to them was accomplished to a 'great extent.' BJP MP Aparajita Sarangi asserted that the purpose of their visit has been fulfilled. 'I would say that I feel enriched at the end of 13 days of massive touring in five countries. We started the tour on May 21. Today is June 3, and we are heading towards India. We are looking forward to going to our motherland. But I would say that the purpose with which we had come has been fulfilled in my mind,' she said. The BJP MP mentioned that their purpose was to convey to these countries about Pakistan's support for terrorism. 'We started in Japan, and then went to the Republic of Korea, Indonesia, Singapore, Japan, and Malaysia. Of course, the responses of the governments in five different countries were different from one another, I must say. We have come here with a purpose. We wanted to convey India's stand on cross-border terrorism to these countries. We wanted to tell them that there was zero tolerance for terrorism. We wanted to tell them that Pakistan has been nurturing, promoting, and nourishing terrorism. Therefore, in all the countries we interacted with, we requested to put in a word for Pakistan and tell them that this has to stop. Pakistan has been a habitual offender. It has been creating problems for all of us over time, and that is why we have met a cross-section of people,' Sarangi said. 'We spoke to a couple of people, a couple of societies, a couple of associations, and we are returning delighted. I think the job entrusted to us by the government of India has been accomplished greatly,' Aparajita Sarangi said. Another member of the delegation, Communist Party of India (Marxist) MP John Brittas, termed their visit a 'successful' one. 'It has been a successful trip to the five nations. We met many sections of society. We could convey the message of India about what happened and how cross-border terrorism affects us. We understand that they appreciate that India wants to be on the path of peace and progress,' Brittas said. Former Indian Ambassador to France Dr Mohan Kumar, a member of the all-party delegation led by JD(U) MP Sanjay Kumar Jha, said the takeaway was that there was unanimous and universal condemnation of terrorism. 'We just concluded this visit to five countries...I can confidently say... all our interlocutors appreciated an all-party delegation. It was accepted that India spoke in one voice, that is the one takeaway. The second takeaway is that there was a unanimous and universal condemnation of terrorism. There was support for India's action and condolences for victims (of the Pahalgam attack). We have conveyed clearly to them that it was not our choice to have a war and that we were merely responding to the horrific terrorist attacks,' Kumar told ANI. BJP MP Hemang Joshi said that they placed strong emphasis on the issue of cross-border terrorism and the proxy war that Pakistan continues to wage against India. 'In Indonesia and Malaysia, where the Muslim population is comparatively larger, we met political leaders and delegations from various parties. We also engaged with delegations of Islamic scholars, who jointly stated that terrorism and violence have no place in Islam. All these countries want to move forward in peace. They expressed that India has every right to take a stand in the fight against terrorism. All widely appreciated Operation Sindoor,' Joshi said. 'Throughout this delegation, we never looked at political parties. For these 15 days, we represented India as 'Team India' and spoke with one voice on behalf of the country,' he asserted. The delegation's tour includes stops in Japan, Indonesia, Malaysia, South Korea, and Singapore, underscoring India's commitment to regional peace, security, and development. (ANI)

The Union Minister said that the central government remained committed to supporting the people of Sikkim. 'Spoke to Sikkim CM PS Tamang Golay regarding the flood and landslide situation caused by heavy rains in the State and assured him of every possible support from the Central Government. We remain firmly committed to supporting the people of Sikkim in this challenging time,' Scindia posted on X. Earlier on Tuesday, Sikkim Chief Minister Prem Singh Tamang expressed his heartfelt gratitude to Prime Minister Narendra Modi, who spoke with him to take stock of the situation caused by heavy rainfall and floods in the region and assured all help and support from the Centre. In a post on social media platform X, Chief Minister Tamang wrote, 'Hon'ble Prime Minister Shri @narendramodi ji, On behalf of the people of Sikkim, I extend my heartiest gratitude for your kind concern and support regarding the landslide and flood situation in the state. In Sikkim, the state government has officially declared the damage caused by continuous rainfall in Mangan district since May 28 as a 'disaster' under Section 22(2)(b) of the Disaster Management Act, 2005. Three army personnel died and six others went missing after a landslide triggered by heavy rain struck an Indian Army camp at Chaten in Lachen town. Incessant rainfall and a cloudburst in northern Sikkim on the night of May 30-31 triggered widespread devastation, severely damaging critical roads and bridges. River Teesta surged by 35-40 feet, snapping regional connectivity. Sikkim Governor Om Prakash Mathur conducted an on-site inspection of the Indreni Bridge on Tuesday amid rising water levels in the Singtam area. His visit came as concern mounted over the safety of the infrastructure and local residents. In view of landslides and a recent bus accident, the state's Tourism and Civil Aviation Department has advised tourists to exercise caution and plan their trips based on the latest road and weather updates from official sources. Jyotiraditya Scindia also said that he spoke to the Manipur Governor regarding the state flood situation and assured support to the affected. 'Spoke to the Governor of Manipur @RajBhavManipur, Ajay Kumar Bhalla, regarding the prevailing flood situation in the State. We stand committed to supporting the affected people and ensuring timely relief and recovery,' he posted on X. In response to the ongoing flood situation under Operation Jal Rahat II, the Assam Rifles has continued its relentless humanitarian assistance and disaster relief (HADR) efforts across the states of Manipur and Tripura. A total of ten columns have been actively deployed by Inspector General Assam Rifles (South) and Inspector General Assam Rifles (East) to conduct rescue, relief, and medical aid operations. One additional column remains on standby at Haflong for rapid deployment if required, Assam Rifles said in a release. On Monday, Manipur Fire Service, Assam Rifles, National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), and the Indian Army conducted joint evacuation operations to rescue stranded medical students and staff from the Jawaharlal Nehru Institute of Medical Sciences (JNIMS) in Imphal, following severe waterlogging triggered by heavy rainfall. On May 31, several areas in Imphal experienced flood-like conditions due to persistent rainfall and subsequent waterlogging. Prime Minister Narendra Modi also spoke on Tuesday with Assam Chief Minister Himanta Biswa Sarma, Sikkim Chief Minister Prem Singh Tamang, and Manipur Governor Ajay Bhalla to review the flood situation in the northeastern region. The Prime Minister assured full support from the Central Government. Sharing an update on X, Assam CM Himanta Biswa Sarma wrote, 'A short while ago, Prime Minister @narendramodi ji called me to enquire about the current flood situation in Assam. I briefed him on how continuous rainfall in Assam and adjoining states has led to flooding and impacted many lives. I also apprised him of the relief operation undertaken by the state government.' He added, 'The PM expressed concern and assured full support from the Central Government for our relief and rehabilitation efforts.
