Chinese robotaxi makers head to a welcoming Gulf as overseas ambitions grow

TimesLIVE2 days ago

If you're a Chinese robotaxi company, the Gulf has become the place to be, attractive for a regulatory environment that is embracing the technology and robust demand for ride-hailing services.
Their enthusiasm has been evident in a flurry of recently announced expansion plans. This week, Pony.ai became the third Chinese robotaxi company after rivals Baidu and WeRide to unveil an agreement with Dubai's Roads and Transport Authority in the United Arab Emirates.
It plans to start trialling its vehicles in the city this year with full driverless operations slated to start in 2026.
WeRide also said this week it would be expanding into Saudi Arabia, where it has been testing its vehicles in cities like Riyadh, adding that it expects commercial services to start in late 2025.
That follows its launch of fully driverless robotaxi trials in the UAE's Abu Dhabi this month with commercial rides due to be rolled out from the end of June. It also soon plans to launch in Dubai.
Baidu outlined plans in March to deploy 'dozens' of robotaxis in partnership with UAE-based Autogo in Abu Dhabi with a goal to start commercial operations by 2026. It also aims to start trials in Dubai this year.
The UAE 'is relatively open but they are also careful and pragmatic on details,' said Zhang Liang, a general manager in Baidu's autonomous driving unit Apollo, who oversees European and the Middle East markets.
'We are actually happy to see positive and active competition and we won't be afraid of such competition,' he said at the World New Energy Vehicle Congress in Abu Dhabi last week.
Worried about worsening traffic congestion and a shortage of taxi and ride-hailing services that largely rely on migrant workers for their drivers, Dubai has set a goal of having 25% of its daily transportation be smart and driverless by 2030.
Abu Dhabi's target is 25% of total trips by 2040 while Saudi Arabia is aiming for 15% by 2030.
'Middle East and this kind of market, they already have the infrastructure, they have the capital, they have the ambition, which is very important. So that's why everybody is queuing up here,' said Thaha Muhammed Abdul Kareem, a Qatar-based independent consultant.
Both Pony.ai and WeRide have partnered with Uber in the region so their vehicles can be ordered through the Uber app.

The merger of KZN's Gold Circle and Cape Racing has birthed Race Coast.

The merger of Gold Circle's operations in KwaZulu-Natal and Cape Racing from the Western Cape has given rise to an exciting new entity known as Race Coast. Founded under the auspices of the uMhlanga-based South African sports betting company Hollywoodbets, this collaboration has been met with resounding support from the nation's leading horse trainers, who believe it represents a bright future for the sport. Prominent South African champion trainer Justin Snaith, along with the globally-renowned horse racing ambassador Mike de Kock and accomplished trainer Dean Kannemeyer, have publicly endorsed Race Coast. Their collective enthusiasm highlights a refreshing wave of optimism within the racing community. The Cape Town-based Snaith emphasised that this initiative promises not only to elevate the standards of racing but also to foster a deeper connection between the sport and its fans. He reflected on the initial success in his province of a similar initiative, RaceCape, initiated by Cape Racing and Hollywoodbets. Snaith is celebrating a half-century of KZN winter season assaults for the famous family operation. His father Chris, still a key member of their team, first raided with a string from the Cape in 1975. 'That structure has proven a tremendous success! It has not only boosted ownership and field sizes in the Western Cape but has also provided trainers with additional funding to enhance their operations. "Now we mark the historic beginnings of Race Coast, which is another generous initiative by Hollywoodbets, aimed at promoting ownership in KwaZulu-Natal and the Cape while boosting the horse population,' said at the launch of Race Coast. Snaith reminded us of the past, recalling that many feared that horse racing in South Africa might not survive after the COVID-19 pandemic. 'However, the dedicated efforts of a few individuals have not only saved the sport but have also paved the way for an exciting future. It is a future that we can shape and reinvent, making it better for all stakeholders involved. "Race Coast marks the beginning of something special for the province and the future of horse racing in South Africa. On behalf of all our owners, staff, and horses, we want to express our sincere gratitude,' he concluded. Mike de Kock, hailed as one of the great trainers of his generation, echoed this sentiment. He expressed confidence that Race Coast would invigorate South African racing and attract a new generation of enthusiasts, emphasising the intrinsic value of promoting racing as both an entertainment platform and a cultural cornerstone. De Kock, who recently joined forces with his son Mathew in a training partnership, said: 'De Kock Racing has been around for a long time, but as a new training partnership, Mathew and I are excited to be involved with the innovators behind Race Coast. "We have already seen the evidence of their vision and commitment, and we have positioned ourselves to grow with them. We look forward to what the future holds.' Three-time Hollywoodbets Durban July winning trainer Kannemeyer said a refreshing wave of enthusiasm and hope have been felt tangibly in the horse racing fraternity. 'The improvement and upliftment have been in bricks and mortar, communication, and incentives and stakes across the spectrum in the Cape, and looking at the rejuvenated Hollywoodbets Greyville landscape. It is a revelation and a passion-driven work-in-progress, in simple terms," he said. "The Hollywoodbets Team have made a difference in a short time, and one gets a very warm feeling that the sport is in good hands. We are all united under the flag of future prosperity, and, on behalf of our owners and the DKR team, I extend sincere onward and upward best wishes to Race Coast.'

Uncertainty looms over National Lottery operations after court ruling

Sizekhaya Holdings is led by a consortium that includes KwaZulu-Natal business figures such as Moses Tembe, former Chairperson of the KZN Growth Coalition, and Sandile Zungu, owner of AmaZulu football club. Image: Sihle Mlambo/IOL The National Lottery Commission (NLC) yesterday was involved in a crisis meeting to try and resolve the immediate future of the national lottery amidst uncertainty on whether tickets would be available for sale from Sunday. The uncertainty stemmed from Ithuba Holdings' sister company Ithuba Lottery, which was supposed to run the lottery under a temporary licence for the next twelve months, but the Gauteng High Court ruled last week that it can only do so for five months. The NLC then applied for the court to change that order, because otherwise Ithuba Lottery may refuse to accept the temporary licence but the court ruled against the NLC on Friday - leaving the lottery in limbo until Sizekhaya Holdings takes over as the National Lottery's new operator in nine months. Department of Trade, Industry and Competition (DTIC) Minister Parks Tau awarded a multibillion-rand contract on Wednesday to Sizekhaya Holdings to operate the National Lottery - the company is co-owned by KwaZulu-Natal business moguls, Moses Tembe, and Sandile Zungu, the chairperson of the Durban-based Premier Soccer League, AmaZulu FC. They are both linked to several companies. This decision was met with criticism from organisations that believe it goes against the true spirit of inclusive black empowerment. The crisis started after Pretoria High Court Judge Omphemetse Mooki ruled that Tau's attempt to extend the contract of the outgoing lottery operator, Ithuba Holding by 12 months, was unconstitutional and illegal. Judge Sulet Potterill, instead, said Ithuba, whose contract officially ended on Saturday, could continue for the next five months under a temporary licence until Sizekhaya was ready to take over. However, Ithuba said five months was not financially viable. Sources within the DTIC and the NLC said the situation was intense as officials were working to avert a lotto blackout and losses of billions of rands. 'Our attorneys are still busy studying the judgment. Until we tick all the boxes, I cannot confirm whether we will have a lottery or we will not have the lottery, but our lawyers are looking at the interests of the masses, and I don't think there will be any crisis,' said NLC spokesperson Rudzani Tshigemane. Mooki ruled against the NLC's appeal against the previous judgment on the matter launched by a lottery contract bidder, Wina Njalo, against Tau and the NLC's decision to extend the Ithuba licence by 12 months. Following the initial court order, Tau was forced to announce the winner on May 28, but extended the Ithuba contract by five months through a temporary licence, as per court order. However, following Ithuba's indication that it was not prepared to accept the five-month extension as it was looking for 12 months, the NLC launched the appeal, which was rejected on Friday. Mooki heard that if Ithuba accepted only a five-month extension, it would incur a loss of R51 million. Ithuba told the court that without it accepting the five-month extension, there would 'be an interruption to operations of the national lottery for 9 months from 1 June 2025' as there would be no operator, a situation that would harm members of the public. Wina Njalo told the court that Ithuba was not entitled to make a profit through an unlawful tender. It also argued that the Lottery Trust Fund had R2.2 billion in its reserve, which was enough to continue paying the lottery beneficiary organisations until the new operator takes over. In his affidavit, Tau supported the NLC's application, however Mooki said was not convincing enough for him to rule against the previous judgment, and therefore, he dismissed the NLC's application with costs. The EFF claimed Tau's decision was a conflict of interest and showed political exposure and backdoor dealings as Zungu and Tembe had links with the ANC. 'We highlighted in our correspondence with Minister Tau and the Portfolio Committee that this amounted to a breach of the National Lotteries Act, which explicitly prohibits the awarding of a licence to any entity with direct political affiliations. 'Minister Tau's refusal to listen and to appear before Parliament, and to proceed with this appointment anyway, represents a complete betrayal of his constitutional responsibilities. 'Instead of ensuring fairness, transparency, and compliance with the Lotteries Act, he has compromised a public asset, by awarding a contract worth over R180 billion to the ANC's cronies in a clear case of state capture,' said EFF national spokesperson Sinawo Thambo in a statement. Sizekhaya did not respond to a request for comment on the criticism over its appointment. The EFF said it was consulting with its legal counsel to consider a judicial review of the decision, "which includes, but may not be limited to, interdicting the awarding of the contract". The Aubrey Tau Foundation, which also condemned the awarding of the contract to Sizekhaya, said it would support legal action against Tau. 'We stand in solidarity with civil society and business leaders who are prepared to take this matter to the highest courts in the land in pursuit of transparency and justice,' the foundation said. The foundation said Tau should have awarded the contract to new entrepreneurs instead of continuing to enrich politically connected elites. 'Historically, it has been the same faces benefiting under the guise of Black Economic Empowerment (BEE). 'Instead of fostering BEE, in practice, empowered a small group of politically connected capitalists, fixers, and front persons acting as intermediaries between the government and established corporate interests,' said the foundation. President Cyril Ramaphosa had in November 2020 authorised the Special Investigating Unit (SIU) to investigate allegations of maladministration in the affairs of the NLC and to recover any loss that the NLC or the state has suffered. In a statement released on Saturday, Tembe said Sizekhaya's gaming pedigree is unmatched and that its shareholder, Goldrush, was bringing into the contract its business experience, including in gaming and online betting space.

Manchester United's Off-Season Overhaul: Amorim's Big Decisions to Revive Red Devils

DISAPPOINTMENT Manchester United faces a crucial off-season under Ruben Amorim, with major squad changes and key player sales needed to revive their Premier League and European ambitions. Picture: Josep Lago/AFP Had United beaten their London foes, it would have booked their ticket into the Champions League next season. Added to their season of woe was losing the Europa League final to Tottenham. United finished 15th in the Premier League table, which was their worst since the inception of the competition in 1992. Manchester United coach Ruben Amorim will need to sell a number of his high-profile players in the off-season if the club is going to change its fortunes, according to Red Devils legend Sammy McIlroy. Man United Set to Sell Big for Squad Overhaul, Says McIlroy Now, it means United will have to seriously beef up their squad if they are going to produce radically improved results next season. 'It looks like we're going to have to sell – and sell big to get new players in next season,' stressed McIlroy, speaking exclusively to 'That might mean selling good players for Man Utd so we're better off in the future. Players like [Kobbie] Mainoo and [Alejandro] Garnacho have been mentioned, so some supporters will be thinking: hang on, these are young boys, and we can build the club around them.' McIlroy, who spent 11 years with the club from 1971 to 1982, said Amorim needed the chance to fully expand his squad. 'For me, this manager deserves a decent chance in the transfer market, I really do." 'He's come in mid-season, and he deserves that chance.' McIlroy, however, said it would be difficult adopting his preferred formation with the current squad. 'OK, he's got a system he likes to play and he's sticking to that system, so then if you're going to keep him then the club has to back him." 'You've got to say, 'how much do you need?', but the big question for me is who is going to buy the players he's going to make available." 'There are not many clubs out there who can pay the wages that we've been paying. That's going to be the problem.' @Michael_Sherman IOL Sport
