HC reserves order on petition seeking stay on S+4 floor policy in Gurgaon
Gurgaon: Punjab and Haryana high court has reserved its order on a petition seeking a stay on construction of four floors with stealth parking — also called S+4 floor buildings — in the city's residential areas.
The matter, which drew widespread attention due to its potential impact on urban infrastructure and the environment, was heard by the division bench led by the chief justice.
The petition was filed by Sunil Singh, a resident of Sushant Lok, who challenged the July 2024 notification issued by the department of town and country planning (DTCP) that permits the construction of four floors on residential plots. The petitioner also accused the govt of ignoring its responsibility to upgrade basic amenities like sewage, water supply and roads before implementing the policy.
Singh argued that this decision was taken without any assessment of existing infrastructure capacity or environmental impact.
During the hearing, the petitioner's counsel questioned the validity of the expert committee report that recommended allowing four floors.
The counsel also highlighted the lack of environmental assessment in the decision-making process. "This policy is not in the interest of the common residents but rather serves the interests of builders," he said, adding that the unchecked vertical expansion was disturbing the city's planned layout and livability.
He informed the court that while DTCP collected approximately Rs 1,100 crore through additional FAR and other development charges, no significant infrastructure improvement was made.
The court, on March 24, refused to grant interim relief. The petitioner then moved Supreme Court, which acknowledged the seriousness of the issue and directed HC to reconsider the matter. HC then held a detailed hearing on Thursday and Friday, after which it reserved its order on the interim relief last week.
The counsel pointed out that most of the residential colonies in the city had their service plans approved based on a population density of 13.5 persons per plot. However, the four-floor policy would increase the density to 18 persons, putting pressure on already stretched infrastructure.
Additionally, the July 2024 notification of the DTCP was also challenged during the hearing. In HC reserving the verdict, it will be crucial to determine whether the controversial four-floor policy will remain in effect or face suspension. The decision is awaited by residents, builders and planning authorities alike.

BRS Is Now Dayyala Rajya Samithi, Says Telangana CM Revanth Reddy
Last Updated: The Chief Minister accused the BRS government of looting the state under the guise of 'Bangaru Telangana' for ten years. Telangana Chief Minister Revanth Reddy launched a fierce political attack against the Bharat Rashtra Samithi (BRS), branding it as DRS – Dayyala Rajya Samithi (Demons' Rajya Samiti). Addressing a public gathering in Turkapally village of Yadadri Bhuvanagiri district, the Chief Minister said the BRS has lost its credibility and moral authority after a decade of what he called 'misrule and loot." Referring to remarks reportedly made by BRS MLC Kalvakuntla Kavitha, daughter of party chief K. Chandrashekar Rao (KCR), Revanth Reddy said, 'Even KCR's own daughter admitted he is surrounded by demons. And yet, the leader of these demons remains silent, hiding in his farmhouse. That is not BRS anymore, it's DRS – not Bharat Rashtra Samithi, but Deyyala Rajya Samithi. These demons must be driven out of Telangana. I will lead this fight—but I need the people to stand with me." The Chief Minister accused the BRS government of looting the state under the guise of 'Bangaru Telangana' for ten years. 'They demolished houses in Vasala Marri village claiming it would become a model village, but KCR never returned to it. The state was turned into a wasteland. ₹8 lakh crore in debt, no progress, and endless corruption. They failed the students, farmers, and activists who were the backbone of the Telangana movement," Revanth said. He went on to question how the BRS, despite having access to Rs 20 lakh crore in state resources, failed to complete the SLBC (Srisailam Left Bank Canal) project with just Rs 2,000 crore. 'Ten years in power and not a single major project completed. They disrespected the sanctity of Yadagirigutta and are now paying for their sins. Even their own leaders admit the party is haunted by demons," he added. The CM highlighted his government's commitment to development and transparency. He launched multiple development projects worth Rs 1,500 crore in the Aleru constituency during the event. 'We've restored Yadadri back to Yadagirigutta. We're making the temple accessible for autos and building a golden gopuram with 60 kilograms of gold. On the lines of TTD in Andhra, we've established YTDC in Telangana. Educational institutions in Yadagirigutta will be elevated to university status." The Chief Minister also emphasized his resolve to rejuvenate the Musi River and said, 'Despite opposition, we will clean the Musi River and fill it with Godavari waters. If rivers like Sabarmati and Ganga can be revived, why not Musi?" First Published: June 06, 2025, 21:47 IST
