Chandigarh: To increase revenue and streamline default connections, power distribution companies in Haryana will be waiving surcharge and offering other relief schemes for the next six months.Haryana energy minister Anil Vij announced on Tuesday that under the Surcharge Waiver Scheme 2025, domestic users in urban and rural areas, and agricultural consumers, will be granted relief in pending or outstanding electricity bills. He said the scheme will be in effect for six months from the date of its implementation.He added domestic and agricultural consumers who opt for lump-sum payment will get a 10% waiver on the principal amount and a 100% waiver on surcharge. Additionally, consumers who clears their outstanding bills in instalments over four or eight months will be granted a 100% surcharge waiver .Regarding the settlement of pending bills of govt buildings' connections, Vij said govt, municipal bodies, village panchayats, and state public sector undertakings will also be granted a 100% surcharge waiver upon making lump-sum payments. For industrial and other categories, a 50% surcharge waiver will be given if they pay the principal amount.Vij said the implementation of this scheme will enhance recovery for power discoms. He also expressed confidence that the scheme will lead to the settlement of a large number of pending bills. In addition, he said. power discoms are encouraging consumers to pay electricity bills on time to avoid the accumulation of dues.Box to go withDHBVN SDO suspendedHaryana power minister Anil Vij has recommended the immediate suspension of sub-divisional officer (SDO) Avneet Bhardwaj of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) for negligence in duty. The announcement came after Haryana Energy Minister Anil Vij — during the Regional Power Conference with northern states and union territories, in Chandigarh on Friday — suggested the construction of solar houses in Haryana villages, to 'meet farmers' rising power needs'. Currently, many in Haryana villages have 10-kilowatt (kW) solar panels, Vij said. 'For higher capacity needs, dedicated solar houses will be more feasible. They require reliable electricity supply for agricultural activities, regardless of the source — solar, Bhakra or power central pool. Thus, a comprehensive solar project should be implemented to benefit all the stakeholders.' 'The state government has been working on promoting the use of solar energy across Haryana, so that it becomes self-reliant in the power sector. The Energy Department should run a pilot project to install solar houses across Haryana, and if successful, it could be expanded to other regions of the state,' Vij added. Khattar said India's renewable energy share in the total installed power capacity has increased to 49 per cent in April 2025 from 32 per cent in 2014. The minister said states should also work on having an adequate power generation mix, including the addition of nuclear generation capacity while meeting their resource adequacy plan. He also pointed out that states should complete the installation of prepaid smart metres in government establishments and colonies by August 2025 and for all commercial, industrial and high-load consumers by November 2025. States should work towards listing power sector utilities to generate additional resources and improve transparency and governance, the minister noted. 'We successfully met a peak demand of 250 GW in May 2024 and India has transformed from power-deficit to a power-sufficient nation and as of today, peak demand shortage is zero,' he said. He outlined the importance of continuous cooperation and coordination between central and state governments in achieving the goal of Viksit Bharat by 2047. India's peak electricity demand is projected to reach 446 GW by 2034-35 and meeting this sustainably requires proactive planning and continued coordination between the centre, states, and stakeholders, the minister said. He also advised states to implement Renewable Purchase Obligation (RPO) Guidelines and urged them to form dedicated teams for this critical planning. The minister highlighted the importance of cyber-security measures and islanding schemes as effective measures to prevent power outages due to cyber concerns and enable the resilience of the grid. Earlier, Vij urged Khattar to approve the 'viability gap funding for a 600 megawatt-hour (MWh) Battery Energy Storage System (BESS) in Haryana', while requesting 'early approval' for Rs 3,179.47-crore proposals under the Revised Distribution Sector Scheme (RDSS) to strengthen supply systems in Sonepat and Jhajjar, and Rs 142 crore for the pending proposal of a 33 kV substation augmentation under the LRP plan. The Haryana Energy Minister also proposed a policy to 'regulate the installation of poles, substations and transmission lines' on agricultural fields and residential areas, in a bid to prevent inconvenience to stakeholders, while suggesting 'underground cabling' in densely populated or sensitive areas. New Delhi: The Centre on Friday said that India's peak electricity demand is projected to reach 446 GW by 2034–35 and called on States to ensure timely tie-ups of power generation capacity, complete installation of prepaid smart meters in government offices by August 2025, and resolve transmission-related issues to meet future demand sustainably. Union Minister of Power and Housing & Urban Affairs Manohar Lal, chairing the Regional Conference for Northern Region States and Union Territories in Chandigarh, said India successfully met a peak demand of 250 GW in May 2024 and the peak demand shortage is currently zero. He said India's power system has evolved into a unified national grid, fulfilling the vision of 'One Nation-One Grid', and stressed on coordinated action between the Centre and States to achieve the goal of Viksit Bharat by 2047. He advised States to promote renewable energy with storage to ensure reliable power supply and implement Renewable Purchase Obligation (RPO) Guidelines. He said the share of renewable energy in India's total installed capacity has increased from 32 per cent in 2014 to 49 per cent in April 2025 and recommended formation of dedicated teams in States for critical renewable planning. He also highlighted the importance of cyber-security protocols and islanding schemes as preventive measures to ensure grid resilience and mitigate cyber threats. On the distribution sector, the Minister said it remains the most critical link in the power value chain but faces challenges due to poor tariff structures, inefficient billing and collection, and delays in payment of government dues and subsidies. He said reducing AT&C losses and the gap between Average Cost of Supply and Average Revenue is essential, and asked States to engage with Electricity Regulatory Commissions (ERCs) for cost-reflective tariffs and timely issuance of tariff and true-up orders. He said that losses incurred by utilities raise the cost of power for consumers and weaken service delivery, with cascading financial impact. He asked distribution utilities to expedite infrastructure and smart metering works under the Revamped Distribution Sector Scheme. He added that several States have pending dues from FY24 and gaps are more apparent in FY25, calling for timely settlement of dues to support the financial health of utilities. The minister said pre-paid smart meters are key to timely realisation of government department dues and asked States to saturate installation of prepaid smart meters in all government establishments, including government colonies, by August 2025. He also directed States to complete installation of smart meters for commercial, industrial, and high-load consumers by November 2025. He said smart meters can transform consumer-utility interactions using data analytics based on AI and ML tools and enable consumers to benefit from inbuilt features in the smart meter application. He assured States of continued support from the Central Government and said that all stakeholders must work together to ensure 'Power for All, at All Times'. Secretary (Power), Government of India, said States must ensure necessary generation capacity tie-ups aligned with resource adequacy plans till FY2035. He said arrangements must also be made to develop intra-state and inter-state transmission capacity through financing models such as Tariff-Based Competitive Bidding (TBCB), Regulated Tariff Mechanism (RTM), infrastructure support under Budget 2026, or monetisation of assets. He said power sector infrastructure, including transmission and distribution systems, must be secured against cyber threats and that States should implement cyber-security protocols and islanding schemes. He also advised States to work towards ensuring the financial viability of distribution utilities.
